Members Absent: Jay Barrows, Rose Bryant and Frank Bennett, Lynne McDonnell or Dave Leary The meeting was called to order at 7:05 by Pat Burns. DOCUMENTATION OF AD HOC COMMITTEE'S SUMMER ACTIV]ITHdS The fast order of business was to update the activities of the committee since the last formal meeting. What follows below was approved by the committee to be an accurate timetable of events. By including these notes in this meeting's minutes it will bring the Town Clerk's and committee's records up to date. Timetable as follows: 10/27/2003 Page 2 of 5 Wednesday, June 25, 2003 Ad Hoc Committee's June 25 Update Report e- mailed to the Board of Selectmen, Town Manager. Wednesday, August 6 Town of Mansfield and the Ad Hoc Committee notified the Tony Hawk Foundation has declined the skatepark grant application. Thursday, August 21 Ad Hoc Committee contacts Town Manager to see if there is any interest in including the skatepark in the Fall Special Town Meeting. Friday, August 29 The prospective developer in May who is interested in opening an indoor skatepark at the old Tennis 95 facility on Route 106 informs the Ad Hoc Committee he cannot pursue this opportunity as his two existing businesses are growing, he has been asked to purchase a building of one of his businesses and he just lost a manager. Tuesday, September 9 Town of Mansfield and the Ad Hoc Committee notified KaBOOMI has declined the skatepark grant application. Wednesday, September 10 Ad Hoc Committee meets with the Board of Selectmen to discuss the Pall Special Town Meeting Article 22 which is for the skatepark. Tuesday, September 23 Ad Hoc Committee meets and receives the supporting vote of the Town of Mansfield's Capital Improvement Project Committee. Ad Hoc Committee meets and receives the supporting vote of the Town of Mansfield's Finance Committee. Finance Committee Includes a stipulation that no site preparation work will begin until at least $20,000 has been raised for the purchase of the skatepark equipment. Wednesday, September 24 Board of Selectmen vote not to support Article 22. Tuesday, September 30 Article 22 is introduced and discussed by the Town Manager at the Fall Special Town Meeting. Town Manager announces the Deutsche Bank who was the title sponsor of the successful PGA Tournament held Labor Day Weekend at TPC Boston in neighboring Norton, was committing $15,000 towards the skatepark equipment IF the Town of Mansfield voted to support the site preparation funding for the skatepark. This also then generates $5,000 from a $1 for $1 matching grant with a maximum of $5,000 from a local developer, Karl Clemmey. The ad hoc committee currently has $1,184 in a gift account for the skatepark equipment. The total now is $21,184. The voters then approved the funding of the skatepark as Article 22 is written. Ad Hoc Committee Informed the ice rink development in Foxborough is progressing well. More than likely this facility with two sheets of ice will become a reality in the immediate future. Between die aforementioned dates and Sunday, October 12, positive print media coverage has been provided in THE SUN CHRONICLE, THE MANSFIELD NEWS, THE BUZZ, THE SUNDAY BOSTON GLOBE SOUTH WEEKLY and THE BOSTON GLOBE SOUTH. It is likely this will continue as the Ad Hoc Committee's work continues. Tuesday, October 14 Still no response from the 5.21.03 Yatvkey Foundation grant request. Prepared an October 14 follow -up letter for the Town Manager to submit to the Yawkey Foundation requesting funding consideration. Letter has been mailed. Wednesday, October 15 first meeting of the Ad Hoc Committee since May 14. 10/27/2003 Page 3 of 5 RTICLE 22 CONCERN se second topic of discussion was a concern voiced by Rick Mahoney that Article 22 could still be reconsidered in e Spring Town Meeting. We have since learned that the article was voted for reconsideration and failed. Therefore, :cording to the Town Clerk's notes, the article has passed and can never come up for another vote. This documentation will be :pt with the committee's records. GIFT ACCOUNT & FUND RAISING The next topic discussed the state of the gift fund. To date there is $1,184 in the gift account The Together We Can commitment for funds needs to be reevaluated because they have pledged funds to the Clock and Green Beautification because the skate project stalled last spring. They are having their main fund raising dances this fall and we could ask Together We Can for a new pledge. As for now, there is no commitment for money. Pat has been in touch with John D'Agostino about the Deutsche Bank and Erin's Comer Gift Pledges. That amount is $20,000 total, the magic number to get work started. Pat was concerned that work couldn't start if the money was not in the account. We are waiting to hear from John. The committee set a fund raising goal of $70,000 for equipment. We will need to raise the $50,000 difference as a result of the $15,000 and $5,000 commitments from Deutsche Bank and Erin's Corner. The group nominated Jay Barrows and Rose Bryant to co -chair the fund raising efforts. Both have accepted by telephone since the meeting. Everyone agreed that at the next meeting we will distribute names of companies and organizations to be solicited to every member of the committee and that we will all make an effort to fund raise in an organized fashion so that we are asking everyone, but not duplicating our efforts. The success of the effort will be dependent of everyone's efforts, including the kids who will be using the park. Ideas for solicitation included banks, Home Depot, Shaw's, Stop n Shop, Police, Fire, Rotary etc.Pat is going to pursue the Yawkey Foundation and KaBooml SKATE PARK EOUIPMENT ext, we discussed the equipment source and bids. As a committee we decided that once we raise the money, Nye could contact anufacturers and have them each design 3 skate park layouts that fit our budget. Jim Downs reminded the group that this :ate park will be designed for the beginner and intermediate levels. The park designers will keep the demographics in mind, it probably will not exceed 4 foot ramp designs to keep the park safe. acre was good news from accounting on the bid process. Law 30B states that donated monies (i.e.: the skate park equipment nds) are exempt from bid regulations so that we can proceed with our approach of getting companies to build the best park T our dimensions and budget and then have the kids give input on what park they like best. s far as DPW, John Sullivan the town engineer has said that maybe site work could begin after the New Year. So now we ust get the funds raised, and plan designed so that by mid May or early June the park could be up and running. The ad hoc committee set the following dates for the next 5 meetings to bring us to the New Year. They are: Wednesdays, Oct. 29, Nov. 12 &19, Dec. 3 & 17. We will try to book all of these meetings at the 3rd floor meeting room in town hall at 7:00pm. 10/27/2003 Page 4 of 5 MIMMBVG POOL The charge of the community swimming pool was discussed. Jim Downs stated that he thought the 3 acres of land behind the Balcom Street YMCA was big enough for a pool without expanded changing areas, but that parking would be a big issue. As a committee we agreed the Balcom Street site is not the best location for a community pool with a town population of 23,000+ including the children. There would not be enough room for amenities that should go with a pool, like a playground, deck space and snack bar. There would be no room on the Balcom Street site for an Indoor facility. The land behind Memorial Park is the ideal location for a Community Center including an indoor swimming pool. The ad hoc committee agreed that a separate committee should look into the community center and swimming pool and the ad hoc committee should focus on the completion of the skate park. 3 OF THE FOUR CHARGES ASSIGNED TO THE AD HOC COMMITTEE The ad hoc committee will not discuss further the Balcom Street Master Plan. Communication has to occur between the Town of Mansfield administrators and the YMCA representatives as to what are the requirements, desires, expectations, etc. for what type of plan according to the lease agreement. Master plan, strategic plan, etc.? Last week Pat sent an e-mail to the Town Manager and the YMCA asking about this. Until this has been resolved and clarified, the ad hoc committee cannot address Its third charge "To review the YMCA master plan for the Balcom Street site. Jim Downs told us that the strategic plan for the Mansfield YMCA is to try to focus on Special Needs programming and the Teen Center. Because of budget constraints and the change in revenues of the afterschool program, Mansfield's YMCA is operating at a $150,000 deficit. Therefore, they will not have resources to channel into a community pool. Their next pool project will occur in Foxboro, where the community has donated land and resources to make the Phase 2 happen. It maybe 10 years until the YMCA has resources to pursue a Mansfield pool and fitness facility. OTHER The ad hoc committee congratulated Bob Goldman on a job well done with the print and broadcast media. He recently did an outstanding job of getting the message of the ad hoc committee to the community through the weekly and daily newspapers in time for the September 30 Fall Special Town Meeting and then followed this effort up with thank you notes as a letter to the editor of each newspaper. Jim Downs and Suzie Kubik will look into getting to the kids who can help design the park. Jim had the idea to set up a table during lunches to try to find the kids who will help with both fund raising and design. The Charlestown skate park construction event has been recommended by Steve Dibble as the one most closely related to our project, if you can attend one. The information as provided In an earlier e-mail is: BOSTON'S Charlestown Skatepark Project Saturday, October 25 This is the KaBOOMI Project for Boston - the one Mansfield attempted to receive during the summer 10/27/2003 Page 5 of 5 Scheduled to be built Saturday, October 25 by Dr. Play Associates all day project plans are an attachment Charlestown Skatepark under the Leonard Zakim Bunker Hill Bridge 240 Medford St. Boston, MA The meeting adjourned at 8:10pm motioned by Bob Goldman, seconded by Rick Mahoney. The meeting was to order by Pat Burns. The March 5 meeting minutes were reviewed and voted to approve as is. Previously general public announcements were made throughout the community informing the public to attend and learn more about the skate park possibility. A few parents and children did attend this meeting. Steve Dibble from Dr. Play Incorporated attended the meeting and educated the committee and interested parties in Mansfield about the design of skate parks and his company's Woodward Ramps and skate park materials. Steve Dibble introduced himself as an experienced playground and skate park designer. Dr. Play has the safest playground systems in North America and has been building play structures for 67 years. MIT recently did a study to show that Dr. Play manufactures the highest quality playground equipment in the world. They were the company selected to write playground handicap codes and now are busy writing skate park safety codes. Quality of product and functionality of design is their forte. Dr. Play expanded their core business of playground equipment to include skate park equipment. They design and build parks using Woodward Ramps and Rails. Woodward equipment is manufactured in Woodward, PA, home of the famous Woodward Skate Camps. Over 800 children attend Woodward Skate Camps each week of the summer where they learn to ride and demo new equipment. It is a Mecca of sorts forthose who are interested in skate parks. Steve showed the design of their ramps, which is a 3 layer design. The first layer is a 12 gauge galvanized steel, Page 2 of 3 followed by a half inch of specially fabricated foam and then finally a layer of Skatelite Pro *. The design includes nuts and bolts to hold the layers together, so there are no screws to back out causing potential injury. Next we discussed the design of the park: Street layout vs. vertical course, what are our height limits, who will use the park (skate boarders, in -line skaters and BMX bikers), who will build the park and ultimately what pieces will comprise the finished park. It was decided that it would be nice to have a combination of a street and vertical course and that all of the three mentioned above user groups will be using the park. To reduce the expense of the skate park and maximize the use of the raised funds for purchasing the equipment, it was decided that we could enlist volunteers and build the park ourselves with the supervision of an expert, The park could be designed to be built in phases, so that as further funds are raised more pieces of equipment could be purchased and the park could be reconfigured. Mr. Dibble informed us that Woodward will redesign the plan and recertify it for safety for no charge. One of the most important design elements is safety. Proper layout of ramps and rails will prevent collisions and injuries. The secret of design it to layout ramps in straight lines. Mostly 4ft. ramps will be used with 6 ft. being the maximum height currently available. Dr. Play will not exceed 6 ft. for any height. BMX bikes need more space between ramps and need double boxes for landing. Skate boarders and in -line skaters will differ in what they would choose so compromises must be made. Steve Dibble showcased the 3 designs he laid out for potential parks. The price tags for these parks ranged from $40,000 480,000. We asked Steve to design a park for our towns needs at a $25,000- $30,000 budget. The 10 children who were truly interested in the park gave these suggestions for what they would like to see in a park: A five set (a piece of equipment that simulates a set of five steps), a fun box, a grind rail, a curve rail, a quarter pipe to a spine, a launch ramp and steps and rails with rounded edges. Steve is going to work with Woodward to design a park layout for our town with no obligation or charge. He will have the park design emailed to the committee and a foam board made up for public display by the end of April. He left us with the following time line: the equipment could be ready 6 weeks from order, five weeks to make the pieces, one week for delivery. Meanwhile we would have the site prepared and enlist 25 volunteers for a weekend of building the park. If Dr. Play is the selected vendor, Steve Dibble would come with tools and equipment on a Friday. The park would be set up and constructed on Saturday and then a Grand Opening Celebration could be scheduled for Sunday. The Celebration could include demonstrations and free or reduced price safety gear being distributed. The local Dare police officer could officiate at the opening and the rules and regulations could be reviewed. Food donations for workers could be solicited from area restaurants. There is no implied or real commitment on the part of this skate park project to Dr. Play. As a local vendor, Steve was kind enough to make his presentation to the committee and the interested public. The presentation ended with Steve's review of the strength of his company. Dr. Play is a family owned and operated business that bases its success on partnershipping with towns to bring the highest quality equipment and designing for safety and enjoyment. Their parts are covered under warranty and repair, labor and redesign come at no extra charge. The meeting adjourned at 9:OOpm and then Pat Burns showed Steve the potential site for the skate park in Memorial Park. Page 3 of 3 The names of the 15 interested parties who attended the meeting are in the committee's files. Once the potential park is designed the committee will work with the youth of the town to disseminate the information to other interested people. The Meeting was called to order. Jay informed the committee of the School Departments idea to take over the before and afterschool care programs for over 300 children in Mansfield. This could have a dramatic impact on the YMCA's willingness and ability to participate in the town's development of a skate park. Jay encouraged people to come forward at the next two community meetings to voice their opinions and concerns. Pat Bums passed around at fetter he had received from Erin's Centre concerning benefits the community will receive. Specifically : Matching grant or donation of materials ($1 to $1 up to $5,000) to be used by the Mansfield Recreation Department toward the construction of a recreational facility. The committee discussed that with the pledge from Together We Can of $7,500 that now puts our fundraising efforts at $12,500. Jay said we may be able to receive more matching donations from other 408 projects. The committee does not want to accept donations until the YMCA is on board for the park. 3/19/2003 Page 2 of 4 The committee reviewed Bob Goldman's press release to advertise for the March 19th Meeting. The Buzz, Sun Chronicle and the Mansfield News will all receive copies. Steve Dibble will be attending the March 19th meeting which will begin at 6:30 at the Mansfield Public Library at 255 Hope Street. The committee will meet with Steve at 6:30 and then the meeting will open to the Public at 7:00pm. Bob will do his best to publicize the meeting through print and postings and also through announcements at the QMS and MHS. Anne Zankowski was informed of the meeting and she Is planning to spread the word to the parents and Idds she knows will be interested. The Selectmen and D'Agostino's office will also be notified Jay will be attending the 3 Together We Can Dances at the High School the next 3 Friday Nights. Rose will be in charge of selling raffle tickets for the first dance. Suzie will staff the Raffle on the March 14th dance and Anne will be charge of fund raising for the March 21st Dance. The March 7th Dance netted $535 for the skate park fund. Suzie spoke about her conversations with Steve Dibble, Dr. Play Associates which designs and manufactures skate parks and equipment. She conveyed the committee's concern of pricing the individual components of the skate park. He guaranteed that the park could be broken down by price when the development was done. Shipping for the pieces should cost between $600 and $1000 depending on the size of the order. Steve also said the park could be built without additional expenditures by choosing a weekend and having volunteers build the park with his supervision and expertise and tools. The following are points that will be covered with Steve Dibble before his presentation is made: He will design a plan that suits our budget and space limitations. Skate boards, BMX and in -line skates will be used. The park will have components of ramp design and street design. He will bring 2D plans and structural models with him. He will address site preparation and inform the committee of building codes fand landscape ideas Pat will explain to the public what the committee has been doing. PK 3 Vr Suzle Kubik will introduce Steve Dibble. Residents that are airing concerns about the park will be handled by Pat Bums. Residents with concerns will be able to attend a Public Hearing Steve understands our space limitations: the 35-45 foot end of the rectangle. This is a concern as 60 x 120 is the area desired. When the snow clears, Mike Ahem will go back into Memorial Park to examine the access road and possibilities of expanding the skate park. The practice field area is another potential site. Mike will look when the ground clears. The committee will make it a priority to find a site that is big enough to make the park worthwhile to build. 3/19/2003 Page 3 of 4 Questions for Steve: What is the minimum area for a skate park? Can we keep this strictly educational? We are not ready to put out for bids. We will tell people on the 19th that the site is in Memorial Park. No specific site has been mapped yet. What equipment will best fit park site? What do the children want? Can he bring plans of other parks he has done that are in the same price range? The meeting on the 19th will run as follows: 6:30 Steve meets with Committee 7:00 -8:30 Steve meets with Public 8:30 -9:00 Steve meets with Committee to debrief Can someone be available to set up at 6:00pm? Can someone help lock up at 9:00pm? Please email Suzie. The meeting was called to adjourn by Rick Mahoney, seconded by Rose Bryant. Pat is planning to follow up with John D'Agostmo about further cost breakdown of the park site. Snow cover has prohibited Mike Ahern from going back to the site. The committee will continue to look for ways to keep the cost of the site preparation to a minimum. The conunittee is also hoping to keep the site rectangular, as the proposed site is 35 feet on one end and 45 feet on die other. This could be more costly and not function as well when the equipment is purchased. The town meeting will be April 8 postponed to a day in May that has not been determined yet. The special town meeting will be between those dates and Warrant 31 will run on both. The committee reviewed the exact wording of the warrant noting that any monies left can be reappropriated back to the town. Future Meeting dates were set as follows: March 5 and 19. April 2, 16, 30. All meetings will be from 7 -9 pm at the 3rd floor committee room in town hall. Page 2 of 3 The time frame is as follows: On March 5 we hope to have representatives from skate equipment companies. Suzie Kubik will contact Steve Dibble from Dr. Play Associates, INC. On March 19th, we would like to have a company representative meet with the kids of the town to begin design discussions. This meeting is booked for the meeting room of the Library from 7 -9 pm on March 19th —we are waiting to hear from the company representative to see if this time works for them. The fundraising is kicking into high gear with the Together We Can Dances and Raffles on March 7, 14, and 21. A public hearing will be scheduled for the residents who are abutters to the skate park, specifically Hope Street Residents. This meeting could be held at the library meeting room as well and will be publicly posted 14 days prior to the meeting. An itemized list of individual expenses may help the committee minimize expenses and provide a more accurate assessment of out of pocket expenses at Town Meeting. Pat and Bob Goldman stated that there was some good news that came in concerning the 04 budget. The towns hit in local aid was only .36 %. This was a bit of relief to the Selectmen and town residents and is good news for possible approval of the skate park funding. The town meeting will be held in early May. Jay, Rose and Suzie along with Anne Zankowski have begun to work on fundraising for the Skate Park equipment. They met Friday, Feb 1, 2003 to discuss ways to begin getting pledges from industry, businesses and individuals. They also discussed ways for the kids to become involved in the fundraising. One idea was to have raffles at the Father / daughter, Mother/ son dances sponsored by Together We Can. The group decided to hold a $raffle for a skateboard at the Mother son dance and a 50/50 raffle at the Father /daughter dance. All proceeds will be deposited into a gift account set up specifically for funding the skate park. Lorilee Fish recommended keeping records and giving receipts for all monies collected. It was decided that the committee would not collect donations greater than $5 yet, but would distribute and collect pledge sheets. These sheets will be made by Rose Bryant and will help us keep an account of all interested parties so that they may be present at planning and design meetings. The committee stressed the importance of using the efforts and connections of all members without overlapping our efforts. Rose and Suzie will work on Soft Drink sponsorship. Pat urged patience in dealing with the lengthy process of bidding. Lorilee suggested that the committee check with the Selectmen before going forward because the machines would be on town land. Pat also mentioned that having a sponsorship could limit other companies from hosting competitions. Pat wants to include the Selectmen's minutes in the file of the committee. Once they are on the website, Suzie will print them and put them in the binder —for any future presentations the committee makes to the Selectmen. The draft of the Town Warrant are on the website for all committee members to review. Pat's Objective for this evening is to present the committee's ideas for a community center and to determine who will be moving forward with the charge to further investigate such a facility. Pat encouraged any member of the committee to present their view at the microphone as the meeting with the Selectmen and Future Search progressed. Pat is hoping to get the survey of the community approved by the Selectmen and to discuss any consolidation of the two committees, and finally to answer any questions the Selectmen my have concerning information distributed at last week's meeting including the drawings. Pat also stated that the drawings represent only a prototype or visual stimulation to get discussions generated about what might be included in such a facility. The town residents will have the voice, through surveys and public hearings, to determine what would be included in such a facility if there is enough interest to take it forward. The committee expressed the ultimate goal of such a facility would be to have the youngest and oldest Mansfield residents commingling in one environment and hosting artistic, athletic and cultural pursuits. Page 3 of 4 Rat told the committee that the Future Search Committee request t a new committee made inc including the YMCA, but not planning of such a facility. Pat once again urged committee members to make themselves heard at the meeting with the Selectmen. Pat questioned whether or not the committee would be willing to expand In light of tonight's meeting with the selectmen to include now members with specialized expertise. Bob agreed that it made sense to add people with specialized expertise. The meeting was motioned for adjournment at 8:50 pm by Frank Bennett, seconded by Rose Bryant. The next meeting will be held at 7:00pm- 9:001)m on Wednesday meeting room at Town Hall. Respectfully Submitted, Suzanne Kubik, Secretary Approved by, 1 Pat Bums, Chairman February 26, 2003 in the 3rd floor committee t TOWry of MANSHELD AD H06 V iGA StAATCG16 PLANNING UmMtr MEETING MINUTES OF THE AD HOC COMMITTEE — January 27, 2003 MEETING LOCATION: THE 3RD FLOOR MEETING ROOM AT TOWN HALL Members Present: JAY BARROWS, ROSE BRYANT, PAT BURNS, JIM DOWNS, BOB GOLDMAN, SUZIE KUBIK, RICK MAHONEY Members Absent: FRANK BENNETT Special Guests: John Moretti, Chris Rappold, Mike Trowbridge, Lorilee Fish, Anne Zankowski The purpose of this meeting was to introduce the Future Search Group to the AD HOC Committee. The first of discussion was to determine the number of positions the ad hoc committee has open. It was determined that there is one vacant spot on the committee. Both Charlotte Falkner and Dan Kennedy resigned from the committee due to time constraints. Rick Mahoney applied and was appointed by the Board of Selectmen to the committee. John Harrington has submitted an application to be on the committee and is waiting to meet with the Selectmen. John Moretti gave the group a one minute synopsis of the Future Search Group's January 10 & 11, 2001 meeting. The meeting was facilitated by Robin McDonald and sponsored by the YMCA and Rotary Club. The 2 day event was attended by about 50 youth leaders of our town and the purpose was to stimulate ideas and outreach support for the youth of our town to prevent a Columbine, Colorado event from happening in Mansfield. The single most important outcome of the event was that there was a need in our town for a community center that would incorporate all ages and walks of life. The adults and the seniors of the town could interact with the children of the town making for a mutually beneficial exchange of ideas and support for one another. A subgroup of the committee met a second time to come up with an action plan of how to make this idea a reality. Once the action plan was finished it was given to the school department to pursue. A congested agenda allowed the idea for a community center to simmer on the back burner and then the idea was turned over to the Town Manager and the AD HOC Committee charge was expanded to include the possible creation of a community center. Mr. Moretti, Mr. Rappold and Mr. Trowbridge have been sitting on the sideline waiting for an invitation to participate. Page 2 of 4 Pat Bums filled our visitors in on the goals and objectives of our committee and the committee charge. He stated / that the community center was born out of the idea to put a roof over the swimming pool and the Future Search Group's report recommendation of a community center for the town. Once we decided as a committee that it made sense to put the pool indoors due to the climate we began looking at what else could go under the roof — courts, a track, studio rooms, theater, etc. Pat expressed that when it was discussed among the AD HOC Committee in December to merge the Future Search Group with the preexisting Ad Hoc Committee, it was our committee's thought that adding more members might be difficult in terms of scheduling meetings and ensuring active participation by all members. Mr. Moretti, for scheduling reasons and Mr. Trowbridge, because he is an elected official, are not able to serve on the committee. Mr. Rappold is interested in serving on the committee because he is passionate about the cause. Pat led the group through the plan for meeting with the Selectmen. When we meet with the Selectmen on Wednesday, January 29, 2003, we will present the plan for the Skate Park and preview the indoor public assembly facility. More information on the latter will be covered at the February 5, 2003 meeting when the Future Search Group and AD HOC Committee again will meet to ask the Selectmen for permission to go ahead with a town survey for the pool/public assembly facility. The survey will be on the town website and distributed to all town residents and as many school children as possible. The survey will allow us to see what our needs are for facilities and programming from the newborn infant to the oldest senior. Jay Barrows questioned whether or not the town could find the land for such a facility. He mentioned that the land behind the Robinson School may have wetland mitigation problems and that it's pie shape may be limiting. Traffic may also be a potential problem. The acreage for such a facility may be 10 -15 acres including parking. The High School complex is 14 acres. The acreage to the right of the High School may be a possibility but it is privately held. The East Street fields are going in and will give multipurpose fields in the Educational Complex. Mr. Moretti does not foresee state reimbursement for any additional sports facilities. Mr. Moretti questioned whether the public assembly facility would be a YMCA. Pat said that Mr. D'Agostino has assured him that there is no agreement that the YMCA would manage such a facility. There are many companies out there that manage such facilities, such as the Boys and Girls Clubs, Boston Fitcorp, or Municipal running through Parks and Rec. The financials will probably determine the outcome. Jim Downs stated the YMCA wants to be a strong partner in Mansfield but that it may be some time before such a facility could be realized. For planning purposes he is happy to help in any way, from the pool planning to the survey. Lorilee Fish stated that there is a terrific town resource guide stating all activities available to town residents. She also stated that there are many towns that run successful community centers for profit. Suzie Kubik offered to examples of towns that are using community centers to add to the town revenues. Many youth leagues have significant dollars to look at such a facility. There is a shortage of space and fields for recreational facilities. Mr. Trowbridge stated that he wants a facility that can bring young and old together and notjust a recreational facility. The group agreed that the drawing that Pat brought to the meeting was an all inclusive facility. Pat said the drawings are for a visual presentation only, an example of what may be possible. Mr. Moretti stated that the only addition he could think to add to the drawing was a fitness center. He stated that the high school weight room Page 3 of 4 was becoming obsolete and that a new facility was needed so that all the children who wanted access to the fitness center could have access to it. By adding such a facility you could generate membership dollars. Mr. Rappold complimented the AD HOC Committee on the progress that has been made since October 17, Mr. Moretti would like to continue to be a sounding board and lend support but will not be joining the committee. Pat commented that many more people may be interested in joining the committee once there is more discussion and public awareness. The Skate Park Subcommittee updated the group on the progress made and introduced Anne Zankowski to the committee. She has sons that are interested in skate boarding and feels that this is an underserved group of Idds. She is willing to help with fund raising and will attend the Selectmen's meeting with a few of the kids who would like to see a skate park in Mansfield. The sub committee is ready to present a skate park prototype. Suzie and Jim presented a "Plainville" like park with Woodward ramps and rails. The site in Memorial Park is still being ironed out, but it will be located behind the scoreboard. it will be photographed and measured tomorrow. We will ask the Selectmen to put the funding of creating the site on the Town Warrant for the Special and Regular Town Meeting. Once the Selectmen show support, the committee will set its mind to raising the funds needed for the equipment with help from the kids. Anne is interested in helping with the 50150 Raffles at the School Dances and will run a skate -a -thon. Jay will look into matching corporate sponsorships. Suzie will follow -up with the Soft Drink Manufacturers. Rose will write a letter for distribution to town residents asking for contributions. The subcommittee will meet with the Parks and Recreation Commission on Tuesday, January 30th to ask for their support for having the park in Memorial Park. The meeting was motioned for adjournment by Bob Goldman, seconded by Rick Mahoney at 8:40PM. Respectfully Submitted, Suzanne Kubik, Secretary Approved by, Page 4 of 4 Pat Bums, Chairman Addendum: I am writing to request a change in the Minutes of the Meeting dated January 27, 2003. In John Moretti's opening remarks regarding the Future Search group, he indicated that "The meeting was facilitated by Robin McDonald and sponsored by the YMCA and Rotary Club." More accurately, the Rotary Club of Mansfield selected Robin McDonald and Christopher Rappold to co chair the Program called Future Search. The program sponsored by the Mansfield Rotary was facilitated by Jan Williams of Janice A. Williams Associates, an organization that uses a future search conference to discover common ground and generate commitment to Strategic change. Ms. McDonald and Mr. Rappold were largely selected based on their vast amount of experience working with youth in their respective careers. On Wednesday, February 5, 2003 the committee will be meeting with the Selectmen and Future Search at 9:00pm. The entire committee is encouraged to attend this meeting. The meeting was called to order by Pat Burns at 7 :00pm. The Minutes of the 12 -04 -02 Meeting were approved as written, motioned by Bob Goldman, seconded by Rick Mahoney. Ed Hurley introduced himself, and as the President of the Hockomock YMCA. He told the us how committed the YMCA is to Mansfield and ifs residents. He is in full support of our efforts and offered his help in any way that he and the YMCA can be a resource. He would look forward to partnering with the Page 2 of 3 town to help supervise the skate park and study the feasibility of a town pool / Site tour ideas: Wheaton College and Brandeis University are both open to tours. Other potential sites l include: Harwich Community Center, Mansfield CT Community Center, Andover and North Andover Community Centers, Marketcenter at Stonehill, UMass Boston, Reggie Lewis Center, all branches of the Hockomock YMCA. Pat has toured: the 4 Hockomock YMCA sites, the Reggie Lewis Center, in the past toured Wheaton College, Stonehill College, Brandeis University, works @ UMass Boston, the Airfield Skate Park in Rye, NH. Pat reported the indoor 50,000 sq. ft. skate park in Rye, NH was impressive. Skater Island web site provides pictures of the park and its inside features. Skater Island and Dedham Health Athletic Complex have been contacted about tour possibilities too. It was agreed that all members should try to familiarize themselves with skate parks and recreationaUcommunity centers and visit them when possible. Others stated they are familiar with the Hockomock Y locations. Skate Parks were discussed at length. Foxborough Skate Park is enclosed in one tennis court area. The dimensions are 50 x 100ft. The North Attleboro YMCA Skatepark is 120x100. Brainstorming as to locations of a potential Mansfield Skate Park led to these ideas: Memorial Park, Mansfield Green, Robinson School. The subcommittee of Jay Barrows, chair, Jim Downs, Rose Bryant, Lodlee Fish and Suzie Kubik will meet at 8:45am on Friday, January, 10 at the Parks and Recreation Dept. Lorilee will contact Mike Ahern, from Mansfield DPW so that he can attend the meeting and give the committee a feel for available land plots and paving and fencing resources. Memorial Park could be ideal because of existing lighting, bathroom and water access, and telephone communication. We discussed open parks vs. supervised parks. While some skate park product manufacturers recommend open parks because of liability, the committee feels that the ideal park would be supervised and monitored at all times for safety and because it provides a valuable opportunity to interact with youth. The committee discussed parks that have failed because lack of structure, monitoring, and safety measures. When it is time to build the park, Jim Downs recommends that the park should have some 4 ft and 6 ft ramps to keep the interest of intermediate and advanced skaters /bikers. He also thinks that steel with Skatelite Pro laminate might be the best surface for ramps. The skatepark subcommittee will look into the pricing of ramps and rails and start thinking of designs. The committee would want to include the kids who would use the park in its design process. Jim Downs suggested breaking kids into groups and challenging them to build the park. Websites such as RAMPTECH.com allow you to design your own skate park in 3D dimension. On the 29th we would like to present to the selectmen that if the town could provide the land, paved asphalt, and fence that as a committee we would look for funding and gifts to buy the equipment with a budget of $25,000- 40,000. The size of the park and the equipment could be expanded in future years as more funds are available. The supervision would cost $12/hour or about $400 a week and could be funded and run by the Mansfield YMCA. The subcommittee will be ready to present location options, costs and budget information and facility requirements for a review by the entire committee on Monday, January 27 @ 7PM and make a skate park presentation with a warrant article at the Wednesday, January 29, 2003 at 9:00 pm to the Selectmen. The warrant for the undecided April or May Spring Town Meeting is due February 1, 2003 with an extension to Monday, February 3 because 2.1.03 is a Saturday this year. Lorilee Fish reported that a pool gift account of $2, 000 exists, and when the Parks and Recreation Department looked into building a town pool and a small building the estimate was for $1.25 million. Pat will meet with Chris Rappold to discuss Future Search Committee's ideas about a Mansfield Community Center. Pat presented floor plan drawings of an ice rink, basketball courts, locker rooms and studios, pools, and is working on designs for an indoor track and tennis courts. The drawings are for brainstorming purposes and will help generate ideas and conversations about what would be included in a community center/ indoor pool facility. These drawings could be presented to the Selectmen on the 29th to show the possibilities of what a recreational/community center could encompass. We will also ask for permission to do a survey of the town that could help focus the committee on what residents feel would be important components of a community center. The Committee will make two presentations at the 9PM Wednesday, January 29 meeting with the Board of Selectmen: 1. present the progress made during the past 3 months since the committee's inaugural October 17 meeting and 2. present a detailed skate park presentation with a Spring Town Meeting warrant article. Page 3 of 3 The Committee will meet with the Board of Selectmen 9PM Wednesday, February 5 simultaneously with the members of the Future Search Group to discuss the progress made by each group thus far. The meeting adjourned at 9:00 motioned by Jay Barrows seconded by Bob Goldman. No minutes or formal meetings took place during the summer. The last minutes were at the May 14 2003. Members Present: Pat Burns, Bob Goldman, Jim Downs, Rick Mahoney, Lorilee Fish and Suzie Kubik. Members Absent: Jay Barrows, Rose Bryant and Frank Bennett, Lynne McDonnell or Dave Leary The meeting was called to order at 7:05 by Pat Burns. DOCUMENTATION OF AD HOC COMMITTEE'S SUMMER ACTIVITIES The first order of business was to update the activities of the committee since the last formal meeting. What follows below was approved by the committee to be an accurate timetable of events. By including these notes in this meeting's minutes it will bring the Town Clerk's and committee's records tip to date. Timetable as follows: Wednesday, June 25, 2003 Ad Hoc Committee's June 25 Update Report e- mailed to the Board of Selectmen, Town Manager. Friday, August 29 The prospective developer in May who is interested in opening an indoor skatepark at die old Tennis 95 facility on Route 106 informs the Ad Hoc Conunittee he cannot pursue this opportunity as his two existing businesses are growing, he has been asked to purchase a building of one of his businesses and he just lost a manager. Tuesday, September 9 Town of Mansfield and the Ad Hoc Committee notified KaBOOM! has declined the skatepark grant application. 10/29/2003 Page 2 of 5 Wednesday, September 10 Ad Hoc Committee meets with the Board of Selectmen to discuss the Fall Special Town Meeting Article 22 which is for the skatepark. The voters then approved die funding of the skatepark as Article 22 is written. Ad Hoc Committee Informed the ice rink development in Foxborough is progressing well. More than likely this facility with two sheets of ice will become a reality in the immediate future. Between the aforementioned dates and Sunday, October 12, positive print media coverage has been provided in THE SUN CHRONICLE, THE MANSFIELD NEWS, THE BUZZ, THE SUNDAY BOSTON GLOBE SOUTH WEEKLY and THE BOSTON GLOBE SOUTH. It is likely this will continue as the Ad Hoc Committee's work continues. Tuesday, October 14 Still no response from the 5.21.03 Yawkey Foundation grant request. Prepared an October 14 follow -up letter for the Town Manager to submit to the Yawkey Foundation requesting funding consideration. Letter has been mailed. Wednesday, October 15 first meeting of the Ad Hoc Committee since May 14. RTICLE 22 CONCERN ae second topic of discussion was a concem voiced by Rick Mahoney that Article 22 could still be reconsidered in e Spring Town Meeting. We have since learned that the article was voted for reconsideration and failed. Therefore, :cording to the Town Clerk's notes, the article has passed and can never come up for another vote. This documentation will be ;pt with the committee's records. GIFT ACCOUNT & FUND RAISING The next topic discussed die state of the gift fund. To date there is $1,184 in the gift account. The Together We Can commitment for funds needs to be reevaluated because they have pledged funds to the Clock and 10/29/2003 Page 3 of 5 Green Beautification because the skate project stalled last spring. They are having their main fund raising dances this fall and we could ask Together We Can for a new pledge. As for now, there is no commitment for money. Pat has been in touch with John D'Agostino about the Deutsche Bank and Erin's Corner Gift Pledges. Everyone agreed that at the next meeting we will distribute names of companies and organizations to be solicited to every member of the committee and that we will all make an effort to fund raise in an organized fashion so that Ave are asking everyone, but not duplicating our efforts. The success of the effort will be dependent of everyone's efforts, including the kids who will be using the park. Ideas for solicitation included banks, Home Depot, Shaw's, Stop n Shop, Police, Tire, Rotary etc.Pat is going to pursue the Yawkey Foundation and KaBoom! SKATE PARK EQUIPMENT ext, Ave discussed the equipment source and bids. As a committee we decided that once we raise the money, the could contact anufacturers and have them each design 3 skate park layouts that fit our budget. Jim Downs reminded the group that this :ate park will be designed for the beginner and intermediate levels. The park designers will keep the demographics in mind, it probably will not exceed 4 foot ramp designs to keep the park safe. sere was good news from accounting on the bid process. Law 30B states that donated monies (i.e.: the skate park equipment ads) are exempt from bid regulations so that Ave can proceed with our approach of getting companies to build the best park r our dimensions and budget and then have the kids give input on what park they like best. s far as DPW, John Sullivan the town engineer has said that maybe site work could begin after the New Year. So now we ust get the funds raised, and plan designed so that by mid May or early June the park could be up and running. FUTURE MEETING DATES The ad hoe committee set the following dates for the next 5 meetings to bring us to the New Year. They are: Wednesdays, Oct. 29, Nov. 12 &19, Dec. 3 & 17. We will try to book all of these meetings at the 3rd floor meeting room in town hall at 7:00pm. SWIMMING POOL The charge of the community swimming pool was discussed. 10/29/2003 Page 4 of 5 3M OF THE FOUR CHARGES ASSIGNED TO THE AD HOC COMMITTEE The ad hoc committee will not discuss further the Balcom Street Master Plan. Communication has to occur between the Town or Mansfield administrators and the YMCA representatives as to what are the requirements, desires, expectations, etc. for what type of plan according to the lease agreement. It may be 10 years until the YMCA has resources to pursue a Mansfield pool and fitness facility. The information as provided in an earlier e-mail is: BOSTON'S Charlestown Skatepark Project Saturday, October 25 This is the KaBOOMI Project for Boston — the one Mansfield affempted to receive during the summer Scheduled to be built Saturday, October 25 by Dr. Play Associates all day project plans are an attachment Charlestown Skatepark under the Leonard Zakim Bunker Hill Bridge 240 Medford St. Boston, MA 10/29/2003 The meeting adjoumed at 8:10pm motioned by Bob Goldman, seconded by Rick Mahoney. There was a lengthy discussion about the fate of Article 5. In a short meeting before the start of the Selectmen's meeting, Pat Burns and Suzie Kubik learned from John D'Agostino that if Article 5 is presented and not passed at Town Meeting on May 20, 2003 then there is a two year waiting period before a skate park article could be reintroduced unless it is significantly different from the article that was voted on. Significantly different is not likely when discussing a skate park facility. The advantage of pulling the article now is that we could bring the Article back for the 2003 Fall Meeting if the fiscal environment is more friendly. The Selectmen wanted to give the ad hoc committee the opportunity to pull the article before the Town Meeting. The ad hoc committee voted unanimously to pull the article after learning that there was not much support from the Finance Committee or chance of it passing, motioned by Rose Bryant, seconded by Bob Goldman. We will continue to look for and pursue grants and that may motivate voters to approve future funds for a park at a later date. The timing of everything should work smoothly if the ad hoc committee lays dormant over the summer while Bob Lachant's group determines the site they would like choose for their skate park. By the fall we should know one way or the other if we need to pursue the skate park In Memorial Park, because the ad hoc committee agreed that Mansfield does not need 2 skate parks. Pat Bums told the committee that he had a breakfast meeting with Bob Lanchat on Saturday. His group is Interested in converting a warehouse at 458 Chauncy Street into an Indoor /Outdoor Skate Park. The zoning may have to be changed because the group also wants to put in a restaurant (alcohol free), movie theatre, and video games. Pat distributed the two pages of notes Bob provided him for the ad hoc committee to review. This document will be attatched to these minutes. The 3 locations they are pursuing are Mansfield, Braintree and Norwood. They hope to be operational by December of 2003 if all goes well. Lorilee obtained the plot of the proposed site from the Assessors Map 8. The ad hoc committee thought that with only 1 acre of land, it may be hard to build a park of the magnitude they are interested in but this possibility must be pursued. Pat will encourage Bob Lanchat to schedule a meeting with John D'Agostino as soon as possible. This could be beneficial to Mansfield by providing valuable tax dollars and providing a skate park that has been desired for 8 years. The group is interested in Mansfield because of the existing facility, cost, the commuter train service and its proximity to Interstates 95 & 495. Pat pointed out that they could draw college students from the north in Boston and south from Providence for a college skate league. Pat encouraged that if anyone was available on May 19, 2003 the Rye Airfield Skate Park was having a conference. Pat had toured this park back in December. No one present was available to attend on that day. The registration fee could be paid for out of the Gift Account. Pat wrote a cover letter and filled out the application for the Tony Hawk Foundation Grant for the amount of $1,000 to $25,000. He dropped the application off with the town manager who will address it when the town meeting is over next week. It is hopeful that it can be submitted by the June 1, 2003 deadline to be looked at for the July 1, 2003 Tony Hawk Foundation Meeting. There is no vpdate on the KaBOOM 5rcmf. '/r— Pat encouraged everyone to read the skate park and community center /school articles in the most recent edition of ATHLETIC BUSINESS. John Harrington was forwarded ice rink information from the NEISMA Conference in Connecticut. Pat circulated the draft of the Community Center Conceptual Plan Proposal. Deutsche Bank is the lead sponsor for the major PGA Golf Tournament that will be held for the next 5 years at the TPC Boston in Norton. There have been discussions between the Town Manager, Dr. Moretti and the tournament directors to have Mansfield help with additional off -site parking locations. In return they could consider helping to fund a community center. The Tiger Woods Foundation is also going to be involved in the tournament. The committee agreed that the plan looked great. Much of the content of the proposal is material that was discussed at previous meetings. John D'Agostino has a copy of the plan and will pursue it after the town meeting. John asked Pat to prepare this draft. Bob Goldman and Suzie Kubik relayed their experience in taping the Diane Royal Community Chat Show for the Mansfield Cable TV. The show is currently running on cable access and covered the who, what, where and how much. The exposure of show is rather a mute point now that the Article 5 is pulled. The committee agreed that there was no need to schedule further meetings until there is sufficient business to discuss. We will keep all members informed by email if there is any pertinent information to relay. Pat encouraged all members to attend Town Meeting and that it would be explained at town meeting why the committee chose to pull the article. REMINDER: Town Meetin¢ is now scheduled for Tuesday. May 20 7PM Town Meetin¢ and 8PM Succial Meetin¢. The meetinu will he extended to Wednesday. Thursday and Tuesday, May 21, 22 & 27 if necessary as stated on the town's web site. The fmal version of the Annual Town Meeting Warrant is closed and available on the town's web site. The skate park project is not contained in this warrant. The final version of the Special Town Meeting Warrant is closed and available on the town's web site. Article 5 is the skate park article. The meeting will last until llpm. The ad hoc committee has planned May 14, 2003 meeting to plan our presentation for the May 20 Town Meeting Pat explained that Colby Anderson of Athletica's Ramp Rider offered to let us borrow equipment (5 pieces including a grind rail, fun box, wedge, launch and pipe)which may be available in a possible demo package shipped to Mansfield to be used on a trial basis by the community. Colby guesses the cost of freight may be $400 -$500. They will cover One cost to ship it to us but if we choose not to buy the equipment we will have to pay the freight costs to send the pieces back. Tine committee chose Page 2 of 2 to pass on this opportunity at the present time. Jim Downs suggested that if we want to have a demo for the 20th we could find local ramps to borrow. It was decided on by the committee that having skate boarders out in the front of the schools might be counterproductive to our efforts, and that the work to assemble the ramps might not be worth the effort. We decided that having an overhead of the park design might be the most efficient use of our time. Suzie Kubik will email John D'Agostino and Eilleen Ouellette the JPEG files of the park and request help in preparing an overhead or PowerPoint graphic for the town meeting Suzie updated the committee on the Town of Mansfield's grant request to KaBOOMI. Pat and Lorilee teamed up with John D'Agostino to fill out the application for one of the 4 $60,000 skate parks to be built around the country. One of the parks will be built by Steve Dibble in the greater Boston Area. They are looking for low income areas with high risk youth. The two towns that have applied are Lynn and Watertown. We did get the application in on time and now will wait to hear from Dan Casey or Steve Dibble. We are hoping that corporate sponsors will want to choose Mansfield as a vital, youthful, growing town. Bob Goldman will encourage Rick Foster to follow -up with Dan Casey and Steve Dibble to help them attract attention. If we could get some type of response before May we could possibly include this funding /no funding in Town Meeting presentation. Kaboom is a non profit organization based in Chicago that helps towns and organizations build playgrounds and now for the first time skate parks. Many of the towns north of Boston have skate parks so we would be at an advantage if they want to place the park south of Boston. Rick Mahoney will update the committee regarding the Finance Committee required contingency funding in work projects for the next meeting --May 14, 2003. Bob Goldman updated the committee on the possibility of he and another Ad Hoc Committee member meeting with Diane Royle on Cable TV Community Chat Show to discuss the skate park project. It was decided that Bob Goldman, Jim Downs and Suzie Kubik will be doing the taping on Monday May 12 at 6:OOpm. We will be prepared to say why a skate park now in all of the tough financial times. Bob Goldman alerted the group to the letter to the editor of the Sun Chronicle. There is sure to be some opposition to the park and if the town says no to funding the skate park, it will be shelved until revival. The file of all materials will be kept at the town hall in the Parks and Recreation Department. When the town prepares the site, a committee can do the fundraising for equipment and the contractors and YMCA can be contacted for building and supervising. Rose informed the committee that Mr. Moretti has offered to put information about the skate park on a letter he is sending home encouraging people to show up and vote at Town Meeting. The information will not give an opinion on how to vote, but just to increase the awareness of the articles existence. Rose will keep us updated. We are holding off writing any specifications for the skate park equipment and fundraising until after the May 20th Meeting. Jim informed the group that the YMCA is still committed to supervising the skate park, if it is built. The meeting was called to adjournment at 8:15 by Pat Burns, motioned by Bob Goldman, seconded by Rose Bryant. ii Cq J Pagel of 3 Suzie Kubik From: "Suzie Kubik" <skubik @sprynet.com> To: "Rose Bryant" <rbryant11 @attbi.com >; "Lorilee Fish" <Ifish @mansfieldma.com >; "Ed Hurley" <edh @hockymca.org >; "Tony Calcia" <tonyc @hockymca.org >; "Jim Downs" <jdowns @hockymca.org >; "PAT BURNS" <pat.burns @umb.edu >; "Robert Goldman" <rgoldthx 1 @prodigy. net >; "David Leary" <learyfam6 @aol.com >; "Rick Mahoney" <mahoneymansfield @att.net>; "Jay Barrows" <Jay @barrowsins.com >; "Suzanne Kubik" <skubik @sprynet.com> Cc: <townmanager @mansfieldma.com> Sent: Wednesday, April 23, 2003 6:27 AM Subject: Meeting Minutes 4.16.03 Town of Mansfield Ad Hoc YMCA Strategic Planning Committee Minutes —April 16, 2003 ,.y Meeting Location: The 3rd Floor Committee Meeting Room in Town Hall Members Present: Frank Bennett, Rose Bryant, Suzie Kubik, Bob Goldman, Rick Mahoney and(Lorilee Fish Members Absent: Jay Barrows, Pat Burns, Jim Downs, Lynne Mc Donnell The meeting was called to order at 7:00pm and the Meeting Minutes of April 2, 2203 were approved as written, motioned by Frank Bennett, seconded by Bob Goldman. The committee reviewed the Town Meeting Schedule for Tuesday, May 20. The meeting will start at 7pm with the Special Town Meeting starting at 8pm. The meeting will be extended to May 21, 22, and 27 if necessary. The final version of the Special Town Meeting Warrant will be finalized and posted on the web site no later than April 22. T he skate park project remains included as Article 7. The Special town Meeting Warrant needs to be monitored by the ad Hoc committee membership. John D'Agostino sent an email to Pat and the committee regarding Mike Ahern's estimate for the site preparation. The email stated that while D'Agostino remains in full support of the Skate Park Project, such a sell will not be easy in light of the fiscal hard times we face. Additional expenses such as a paved walk way and coloring of the foundation may,not be possible, if it means saving $11,000. He is not sure if there will be money as of 4.11.03, but will keep the committee posted on the final funds available for disbursement at the Special ( within the annual. The new subtotal is $58,157 plus the Building Committee's Mandatory Contingency for a total of 69,789 for site preparation. The equipment for phase 1 is $37,000 for a grand total of $106, 789. Rick Mahoney may follow -up to determine if there is any way of getting around the 20% since there is no involvement of sewer, electric, etc. Lorilee stated that their meetings take place Tuesday evenings if Rick is willing to follow - up. Frank Bennett thinks the estimate for site preparation is high, although everyone trusts Mike Ahern's ability to Page 2 of 3 estimate. Pat Burns was nominated to speak at town meeting with everyone on the committee planning to attend, support and vote. Steve Dibble sent the committee the plans for the Skate Park that we had verbally designed with the kids at the March 19th meeting. The project is in two phases which will allow us to have a good equipment foundation and then to further add pieces that will expand and enrich the existing park. The entire park will include 38 ramps and rails that will accommodate 64 users and will take about 50 hours to install with 3 people. We will enlist volunteers to help build the park. The large glossy picture of the park will be appropriate for advertising for the park and also for a visual at town meeting. The group discussed Colby Anderson of Athletica's Ramp Rider idea of shipping to Mansfield a possible demo package of ramp equipment for Mansfield residents to use on a trial basis. We would pay for freight only. He will be in touch with Pat Burns to follow up. Bob Goldman updated the committee on members of the committee meeting with Diane Royle to discuss the Skate Park Project on her TV cable show. Bob is going to ask Lynne Mc Donnell and Jim Downs to go on the show with him and with the park design. The committee also thought it might be appropriate to have kids come on the show. The show could air a week or two before the May 20th town meeting. It could be scripted to answer the who, what, where, when and how and to drum up support for the town meeting vote. Bob took the names and email addresses of several of the kids who were in attendance at the March 19th meeting. Rose and Rick think that using S. Park Revolution may send the wrong ideas to kids about the size and scope of the park we are to build in Mansfield. The skate park issue became real when the kids spoke up to the selectmen and it is the feeling of the committee that kids like Ryan Kershaw or other attendees could help to lobby the town adults to come out and vote in support of the park because it is for the children. It is the feeling of the committee that the park must be locked and supervised. If the YMCA is not willing to supervise the park Lorilee Fish thinks that Parks and Recreation could help run or hire people with their summer labor pool and the revolving account. Lorilee stated that the first priority is to get the park built. Once the park is built you worry about who is going to staff or supervise it.. The park will be surrounded by a 10 foot fence and could be locked every night like the tennis courts are by DPW. If there is vandalism the park could be locked for a few days. The details of the who and how will be worked out when the park is built and all options remain open. Now that we have the ramp specifications it will be easy to put the park out to bid. It was decided that we will not put out to bid until we have more information and we should review this again at the next meeting. We reviewed bids that Pat had done for the UMASS Ice Rink, noting the specificity of the written bid. We realize that there are many members of the committee who have had extensive experience bid writing and that they could work together to get bids written in a timely fashion after May 20th's meeting. It would be putting the cart before the horse to bid out a park that has no site. At town meeting we can give estimates of the park. It was also voted on by the committee to hold off on future fundraising until after the May 20th vote. Rose floated the idea of printing and selling t -shirts for a fund raiser. Lorilee has used Pop Tops in Easton as a supplier. Lorilee Fish reminded the committee that we do have funds to use to print flyers for distribution to the kids in the school. Rose Bryant will work on getting a flyer made up for the school. She will write an informational flyer to get a grass roots movement going. She will get Mr. Moretti to approve it for distribution to students at Jordan Jackson and QMS. Bob Goldman will get information to the area papers with the proposed park layout. Building of momentum should occur in the two weeks prior to the May 20th meeting. Page 3 of 3 There was no YMCA update as to what their future involvement will be in the building /staffing of the park. If the YMCA is not willing to move forward, the Parks and Rec. Dept. may be able to help. The first thing to do is to get the park built. The meeting was adjourned at 8:05 motioned by Rose Bryant, seconded by Rick Mahoney. The next scheduled meeting is Wednesday, April 30, 2003 @ 7PM in the Town Hall 31d Floor Committee Meeting Room. The next meeting of the committee will take place on Wednesday, April 16, 2003 at 7:OOpm in the 3rd floor conference room at Town Hall. Pat will not be able to attend this meeting so the meeting will be managed by Suzie Kubik. Lorilee Fish updated the committee on the Skate Park Warrants. The Skate Park warrant article WILL NOT be on the Annual Town Meeting in May because of budget constraints. The Skate Park Warrant Article #7 will be on the Special Town Meeting ONLY. The skate park is Article 7 within the Special Town Meeting Warrant. This means the skate park will not be available for discussion/funding during Town Meeting because funds are not available for the skate park in the upcoming 2004 Fiscal Year which begins July 1, 2003. Within and during the Special Town Meeting the Skate Park's Article 7 will be discussed. The Special Town Meeting involves funds during the current, existing 2003 Fiscal Year which ends June 30. If the skate park is funded from current FY03, the funds can be carried over into FY04 and used for the skate park after June 30. John D'Agostino is still waiting to get the specific skate park funding projections from Mike Ahern. When the amount is determined, it will be placed on the Warrant or it can be communicated verbally at the special town meeting. On March 27, 2003 Pat Burns, Mike Ahern and Lorilee Fish met at the proposed site for the Skate Park Site. Upon closer examination of the site, the group decided that there are several dead trees to be removed. The Tree Warden will be contacted and upon approval those trees can be taken down to expand the site to a 60 x 120 It site between the tennis courts and the football scoreboard. Steve Dibble has been contacted to design a prototype park with the new size dimensions. Mike Ahern took soil samples for inspection. Mike looked into the electrical situation and will look into pricing for fencing as well. The height of the fence should be 10 feet. Pat was very encouraged by Mike's helpfulness and knowledge. The surfacing could be done economically or properly. The old track is under the soil of the site, so to surface the site properly the soil should be dug out and filled with new fill. The cost of the site preparation could be Page 2 of 2 done economically but surface cracks may appear within a few years. The timeframe of the ordering of the equipment is 6 weeks and the preparation of the site may take several weeks from the time the monies are approved. The start of the park could happen this summer if the fund are available. If all goes well the park could be finished in August. Funding is as follows: Existing in the account from raffles $1,184. A pledge from Together We Can for $7,500 and a matching pledge from Erin's Place for $5,000. The grand total of funds raised is $13,684. The committee agreed to wait on any more fundraising until the Special Town Meeting results are in. The committee agreed to discuss fund raising at the next meeting. A list of area companies will be drawn up with the idea to solicit $1,000 donations from each company. Other strategies will be discussed at the next meeting. Jim Downs updated the group on the YMCA's involvement in the Skate Park. The YMCA has decided to go forward with their own pre and afterschool programs in the town of Mansfield. They are currently looking at two sites that are located in the middle of town from which they could run programming. The YMCA has met with Superintendent Moretti and is waiting to hear from him and the school committee as to what involvement the Mansfield Schools will have in pre and afterschool programs. Lorilee encouraged the group to begun to look for competitive companies to Dr. Play so that when the park prototype is made we can begin the bidding process. The committee realizes that once the components are determined competitive bidding can get us the best quality equipment at the best possible price. We all agreed that the Woodward ramps and equipment were of great quality. We will look into the other companies offering "me too" equipment and get some pricing leverage. The committee will put bids out to vendors offering comparable and equal equipment i.e.: steel with Skatelite pro surfacing and noise reducing foam. When the park prototype is available, an informational flyer will be made to be distributed to the community along with press releases to area newspapers to increase awareness. We will have another planning meeting with interested parties. The smaller 4ft ramps will appeal to the majority of kids who use the park. 90% of kids are not capable of the harder and higher ramps and equipment. Once the circular is put together possibly Jack O'Neil could put together an informational film for helping us get the word out through the cable access. Lorilee Fish told the group about Massachusetts Senate Bill #1702 sponsored by Joann Sprague that will limit the liability of towns and municipalities from being sued by people injured in town sponsored recreational facilities. She will provide us with additional information because of the impact this bill could have on the skate park. The meeting adjourned at 8:15, motioned by Rose Bryant seconded by, Frank Bennett. J a, urn5, eko,tv- ) \ \ \ V) k § ■ dPd!: 321 { ) k ) § - 7 - } ) k - J ¥ § ) co k k A i 2 2 (L = !) f/ )2 Page 2 of 4 The meeting was called to order at 7:10pm by Pat Burns. The October 15th meeting minutes were approved as written with the addition of 1 sentence stating that these minutes were the first meeting minutes of the fall and that there were no summer meetings. The last minutes on record are those of May 14, 2003. Lorilee said that the DPW will be checking to see if the Volleyball Court in Memorial Park could be used as a site for the skate park. The volleyball court was built on top of the old wading pool. The wading pool was filled in with sand. The site would be ideal because it provides a larger space with room for expansion and is accessible from the emergency road so skaters and boarders could roll right into the park. The other advantage is that it is lighted because of the adjacent basketball courts. The volleyball courts are not being used, so this location would give more visibility to the park and set it back further from the Hope Street residents. The construction questions and sampling will be done by DPW. Contamination is a fear but with limited digging this could be a feasible alternative. Lorilee will keep us updated. None of the planning will begin before January. Updates from John D'Agostino include: The town will provide stationary, envelopes and postage for our solicitation of donations for the skate park. It was agreed that we would mail the letters and then follow -up within a week with a phone call. A week's time allows the letter to be routed to the correct person or contact. He is willing to lend his name as an endorsement as official chairperson. The $69,788 for the skate park site preparation has been allocated by the town. The $15,000 from the Deutsche Bank is in process. The $5,000 from Erin's Centre is being followed -up on. There is $1,184 currently in the Skate Park Gift Fund. The sum of this is $21,184. The additional $50,000 that we want to raise will be deposited into the Skate Park Gift Fund that is already established. The grand sum will then be $71,184. While the planning and paperwork can proceed, the actual construction will have to wait until the actual balance is above the $20,000 mark. Both Pat and Suzie recall the Erin's Centre matching gift letter and will locate that letter for our next meeting. Lorilee mentioned that she received a $5,000 grant from a local charity event for summer camps and that the event just took place. She said that the Board of Selectmen are responsible for steering that money to a worthy cause for local youth. She will ask Mary Lou if the skate park could be the beneficiary this year. John would like to meet to discuss targeting certain businesses and individuals for donations. Pat is 11/12/2003 Page 3 of 4 hoping that meeting can take place the week of November 3rd. This will help us focus our fund raising efforts and be more successful. The goal of the committee is to raise all of the funds by January 15, 2004. This will give tax deduction flexibility for either 2003 or 2004. The committee reviewed Pat's draft of the fund raising letter and the pledge sheet. Lorilee suggested asking Karl Clemmey about using the name Erin's Centre in the letter. Pat will ask John to follow -up with Karl Clemmey. It was decided that Pat would revise the draft with a fundraising time deadline and that we would use Parks and Recreation Stationary. A Thank You letter and receipt will be sent at a later date. Jim Downs suggested that we could put a copy of the letter in the newspapers and maybe do another show with Diane Royale. Bob Goldman will be asked to follow -up on the media aspects of the fundraising. Jim Downs had the idea to have a visual fundraising goal board - maybe a skate board that fills up with color as the money rolls in. Next, the committee discussed mailing lists. Jay Barrows sent by email a copy of the Tri-town Chamber of Commerce mailing list. Suzie Kubik procured the Norton, Foxboro and Mansfield Industrial Park mailing lists from Eileen Ouellette at Town Hall. Lorilee brought the businesses she contacts from Parks and Recreation Fund Raising. Frank Bennett will get the name of the Home Depot contact in Canton that will be in charge of the new store on route 140. Pat and John will follow -up with Kabooml and the Yawkey Foundation. It was discussed whether or not it was worth contacting the Stop n' Shop and Shaw's Managers directly and in person. Rose will look into the non -profit organizations. Jim Down's suggested that someone from the committee go into the Rotary and Professional Organizations and clubs to make presentations to solicit funds. The personal appeal may make a difference. Jim and Suzie will look into setting up a table at the high school and middle school lunches to find students who are interested in helping to design the park and spread the word. The interested kids and their families could also help come up with fundraising ideas. The meeting was called to adjournment by Rose Bryant @ 8:10PM, seconded by Frank Bennett. No minutes or formal meetings took place during the summer. The last minutes were at the May 14 2003. Members Present: Pat Burns, Bob Goldman, Jim Downs, Rick Mahoney, Lorilee Fish and Suzie Kubik. ( Members Absent Jay Barrows, Rose Bryant and Frank Bennett, Lynne McDonnell or Dave Leary The meeting was called to order at 7:05 by Pat Burns. Wednesday, August 6 Town of Mansfield and the Ad Hoc Committee notified the Tony Hawk Foundation has declined the skatepark grant application. Thursday, August 21 Ad Hoc Committee contacts Town Manager to see if there is any interest in including die skatepark in the fall Special Town Meeting. Friday, August 29 The prospective developer in May who is interested in opening an indoor skatepark at the old Tennis 95 facility on Route 106 informs the Ad Hoe Conmrittee Ire cannot pursue this opportunity as his two existing businesses are growing, lie has been asked to purchase a building of one of his businesses and he just lost a manager. Tuesday, September 9 Town of Mansfield and the Ad Hoc Committee notified KaBOOMI has declined the skatepark grant application. 10129/2003 Page 2 of 5 Wednesday, September 10 Ad Hoc Committee meets with the Board of Selectmen to discuss the Fall Special Town Meeting Article 22 which is for the skatepark. Tuesday, September 23 Ad Hoc Committee meets and receives the supporting vote of the'fown of Mansfield's Capital Improvement Project Committee. Ad Hoc Committee meets and receives the supporting vote of the Town of Mansfield's Finance Committee. Finance Committee includes a stipulation that no site preparation work will begin until at least $20,000 has been raised for the purchase of the skatepark equipment. Wednesday, September 24 Board of Selectmen vole not to support Article 22. Tuesday, September 30 Article 22 is introduced and discussed by the Town Manager at the Pall Special Town Meeting. Wednesday, October 15 fast meeting of the Ad Hoc Committee since May 14. RTICLE 22 CONCERN ae second topic of discussion was a concern voiced by Rick Mahoney that Article 22 could still be reconsidered in e Spring Town Meeting. We have since learned that the article was voted for reconsideration and failed. Therefore, ;cording to the Town Clerk's notes, the article has passed and can never come up for another vote. This documentation will be ;pt with the committees records. GIFT ACCOUNT & FUND RAISING The next topic discussed the state of the gift fund. As for note, there is no commitment for money. Pat has been in touch with John D'Agostino about the Deutsche Bank and Erin's Corner Gift Pledges. That amount is $20,000 total, the magic number to get work started. Pat was concerned that work couldn't start if the money was not in the account. We are wailing to hear from John. The committee set a fund raising goal of $70,000 for equipment. We will need to raise the $50,000 difference as a result of the $15,000 and $5,000 commitments from Deutsche Bank and Erin's Corner. The group nominated Tay Barrows and Rose Bryant to co -chair the fund raising efforts. Ideas for solicitation included banks, Home Depot, Shaw's, Stop n Shop, Police, Fire, Rotary etc.Pat is going to pursue the Yawkey Foundation and KaBoom! SKATE PARK EOUIPMENT ext, we discussed the equipment source and bids. As a committee we decided that once we raise the money, we could contact anufacturers and have them each design 3 skate park layouts that fit our budget. Jim Downs reminded the group that this :ate park will be designed for the beginner and intermediate levels. The park designers will keep the demographics in mind, it probably will not exceed 4 foot ramp designs to keep the park safe. sere was good news from accounting on the bid process. So now the ust get the funds raised, and plan designed so that by mid May or early June the park could be up and running. The ad hoc committee set the following dates for the next 5 meetings to bring us to the New Year. They are: Wednesdays, Oct. 29, Nov. 12 &19, Dec. 3 & 17. We will try to book all of these meetings at the 3rd floor meeting room in town hall at 7 :00pm. SWIMMING POOL The charge of the community swimming pool was discussed. The ad hoc committee agreed that a separate committee should look into the community center and swimming pool and the ad hoe committee should focus on the completion of the skate park. 10/29/2003 Page 4 of 5 3RD OF THE FOUR CHARGES ASSIGNED TO THE AD HOC COMMITTEE The ad hoc committee will not discuss farther the Balcom Street Master Plan. It may be 10 years until the YMCA has resources to pursue a Mansfield pool and fitness facility. .11 Y J U, The ad hoc committee congratulated Bob Goldman on a job well done with the print and broadcast media. The information as provided in an earlier e-mail is: BOSTON'S Charlestown Skatepark Project Saturday, October 25 This is the KaBOOMI Project for Boston — the one Mansfield attempted to receive during the summer Scheduled to be built Saturday, October 25 by Dr. Pat will encourage Bob Lanchat to schedule a meeting with John D'Agosfino as soon as possible. There iS no vpdate an the KaROOM grant. Pat encouraged everyone to read the skate park and community center/school articles in the most recent edition of ATHLETIC BUSINESS. The meeting was called to adjournment at 8:10 by Pat Burns, motioned by Rose Bryant, seconded by Bob Goldman. REMINDER: Town Meeting is now scheduled for Tuesday, May 20 7PM Town Meeting and SPM Special Meeting. The meeting will he extended to Wednesday. Thursday and Tuesday, May 21, 22 & 27 if necessary as stated on the town's web site. The final version of the Annual Town Meeting Warrant is closed and available on the town's web site. The skate park project is not contained in this warrant. The final version of the Special Town Meeting Warrant is closed and available on the town's web site. Article 5 is the skate park article. The meeting will last until llpm. The ad hoe committee has planned May 14, 2003 meeting to plan our presentation for the May 20 Town Meeting Pat explained that Colby Anderson of Athletica's Ramp Rider offered to let us borrow equipment (5 pieces including a grind rail, fun box, wedge, launch and pipe)which may be available in a possible demo package shipped to Mansfield to be used on a trial basis by the community. Colby guesses the cost of freight may be $400 -$500. They will cover lire cost to ship it to us but if we choose not to buy the equipment we will have to pay the freight costs to send the pieces back. The committee chose Page 2 of 2 to pass on this opportunity at the present time. Jim Downs suggested that if we want to have a demo for the 20th Ave could find local ramps to borrow. Bob Goldman will encourage Rick Foster to fellow -up with Dan Casey and Steve Dibble to help them attract attention. Rick Mahoney will update the committee regarding the Finance Committee required contingency funding in work projects for the next meeting - -May 14, 2003. The meeting was called to adjournment at 8:15 by Pat Bums, motioned by Bob Goldman, seconded by Rose Bryant. He is not sure if there will be money as of 4.11.03, but will keep the committee posted on the final funds available for disbursement at the Special within the annual. Once the park is built you worry about who is going to staff or supervise it., The park will be surrounded by a 10 foot fence and could be locked every night like the tennis courts are by DPW. The next scheduled meeting is Wednesday, April 30, 2003 @ 7PM in the Town Hall 3rd Floor Committee Meeting Room. This means the skate park will not be available for discussion /funding during Town Meet9ng because funds are not available for the skate park in the upcoming 2004 Fiscal Year which begins July 1, 2003. Within and during the Special Town Meeliing the Skate Park's Article 7 will be discussed. On March 27, 2003 Pat Bums, Mike Ahern and Lorilee Fish met at the proposed site for the Skate Park Site. Upon closer examination of the site, the group decided that there are several dead trees to be removed. The Tree Warden will be contacted and upon approval those trees can be taken down to expand the site to a 60 x 120 It site between the tennis courts and the football scoreboard. Steve Dibble has been contacted to design a prototype park with the new size dimensions, Mike Ahern took soil samples for inspection. Lorilec encouraged the group to begin to look for competitive companies to Dr. Play so that when the park prototype is made Ave can begin the bidding process. Once the circular is put together possibly Jack O'Neil could put together an informational fihn for helping us get the word out through the cable access. -!&Lzanne- S 7 r a, urn5,aV Page 1 of 3 Suzie Kubik From: "Suzie Kubik" <skubik @sprynet.com> n; To: "Rose Bryant" <rbryant11 @attbi.com >; "Lorilee Fish" <Ifish @mar5lstieltlMa.66m >; ' Ed Hurley" @o c c "Tony n c@ m ei Downs" <t downs@ omca.or g > PAT BURNS'<P at burns@ umb du > Rbberk Goldrnah'.,, <rgoldthx1 @prodigy. net >; "David Leary" <learyfam6 @aol.com >, "Rick Mahoney'` . It is a Mecca of sorts for those who are interested in skate parks. Steve showed the design of their ramps, which is a 3 layer design. The first layer is a 12 gauge galvanized steel, r Page 2 of 3 followed by a half inch of specially fabricated foam and then finally a layer of Skatelite Pro *. The price tags for these parks ranged from $40,000 - $80,000. We asked Steve to design a park for our towns needs at a $25,000 -$30,000 budget. Pat Bums passed around at letter he had received from Erin's Centre concerning benefits the community will receive. Jay said we may be able to receive more matching donations from other 40B projects. Anne Zankowski was informed of the meeting and she is planning to spread the word to the parents and kids she knows will be interested. He will address site preparation and inform the committee of building codes and landscape ideas Pat will explain to the public what the committee has been doing. y /if W aWtu Suzie Kubik will introduce Steve Dibble. Residents that are airing concerns about the park will be handled by Pat Bums. Residents with concerns will be able to attend a Public Hearing Steve understands our space limitations: the 35-45 foot end of the rectangle. This is a concern as 60 x 120 is the area desired. When the snow clears, Mike Ahern will go back into Memorial Park to examine the access road and possibilities of expanding the skate park. The fundraising is kicking in to high gear with the Together We Can Dances and Raffles on March 7, 14, and 21. A public hearing will be scheduled for the residents who are abutters to the skate park, specifically Hope Street Residents. This meeting could be held at the library meeting room as well and will be publicly posted 14 days prior to the meeting. Bob Goldman was nominated and approved to be the media liaison for the AD HOC Committee. He will handle all media requests as the sole exclusive spokesperson for the committee so that there is one single consistent message. Bob will also be responsible for advertising public meetings in the print and broadcast media. All committee members are to direct all media requests to Bob. The skate park sub committee consisting of Jay, Rose, Suzie and Acme Zankowski will meet again to fine tune the fundraising efforts. Dates and times to be determined. On Friday March 7 Pat Bums will meet with John D'Agostino, Tony Calcla and Ed Hurley to discuss the Balcom Street YMCA Master Plan and how the committee's charge will change with the new community center committee being formed as well as the role of the YMCA. Chris Rappold's comments were added as an addendum. Pat and Frank both presented information on skate park equipment and pool equipment. Suzie Kubik is keeping all the materials. Pat discussed the email he had sent to the group concerning the Bridgewater, MA Skate Park that Selectmen Steve MacCaffde had mentioned during the previous week' meeting. The email contains all pertinent information of how the town turned 2 existing tennis courts into a 118x118 skate park. Because there was no preparation of the surface Parks and Reoth. Dept!aha has any he p cost them and he also offered Dan Brophy, DARE officer as a resource. Page 2 of 4 Pat has sent an email to John D'Agostino to ask for the breakout of all the costs for preparation of the site. The group decided to hold a $raffle for a skateboard at the Mother son dance and a 50/50 raffle at the Fatherldaughter dance. Page 3 of 4 Pat told the committee that the Future Search committee a now questioning made Ain the YMCAn the not planning of such a facility. Future Search may request put the name YMCA in the Committee title because of perception. Chris Rappokl and the Future Search would like ounding board and will hopefully result in a mutually beneficial end product —one committee moving g forward to a survey the community and find the needs for such a facility. It is hoped that such a facility could provide many resources to the community and income to the town. Pat once again urged committee members to make themselves heard at the meeting with the Selectmen. Pat questioned whether or not the committee would be willing to expand in light of tonight's meeting with the selectmen to include new members with specialized expertise. Bob agreed that it made sense to add people with specialized expertise. The meeting was motioned for adjournment at 8:50 pm by Frank Bennett, seconded by Rose Bryant. A congested agenda allowed the idea for a community center to simmer on the back bumer and then the idea was turned over to the Town Manager and the AD HOC Committee charge was expanded to include the possible creation of a community center. Page 2 of 4 Pat Burns filled our visitors in on the goals and objectives of our committee and the committee charge. He stated that the community center was bom out of the idea to put a roof over the swimming pool and the Future Search Group's report recommendation of a community center for the town. Mr. Trowbridge stated that he wants a facility that can bring young and old together and not just a recreational facility. The meeting was motioned for adjournment by Bob Goldman, seconded by Rick Mahoney at 8:4013M. It was agreed that all members should try to familiarize themselves with skate parks and recreational/community centers and visit them when possible. Others stated they are familiar with the Hockomock Y locations. Skate Parks were discussed at length. Foxborough Skate Park is enclosed in one tennis court area. The dimensions are 50 x 10011. The North Attleboro YMCA Skatepark is 120x100. Brainstorming as to locations of a potential Mansfield Skate Park led to these ideas: Memorial Park, Mansfield Green, Robinson School. The subcommittee of Jay Barrows, chair, Jim Downs, Rose Bryant, Lorilee Fish and Suzie Kubik will meet at 8:45am on Friday, January, 10 at the Parks and Recreation Dept. The supervision would cost $121hour or about $400 a week and could be funded and run by the Mansfield YMCA. Pat will meet with Chris Rappoid to discuss Future Search Committee's ideas about a Mansfield Community Center. Page 3 of 3 The Committee will meet with the Board of Selectmen 913M Wednesday, February 5 simultaneously with the members of the Future Search Group to discuss the progress made by each group thus far.
