HomeMy WebLinkAboutFin Comm Minutes 12/18/2003Town of Mansfield Finance Committee December 18, 2003 Presiding: Andres Gazzolo i Present: James Lazzara, Jack Goldberg, Frank DelVecchio Excused: Michael Sams, Charlene Lavin Chairman Gazzolo called the meeting to order at 7:08pm. Chairman Gazzolo reviewed correspondence from the Vocational School. Chairman Gazzolo reviewed some budget information he received from the Mansfield School Department. This document showed a 16.1% overall budget increase over last year. It was determined that further discussions would be needed to understand what is causing such increases. Additionally, Fincom discussed the need to know the actual dollar effect of having taken over the childcare program (CRAMPS) that was forecasted to produce a profit of $300,000 and the outcome of the insurance buyback initiative that was forecasted to yield $180,000. We need to determine the number of SPED students, its trend over the last 3 years and how this compares with other towns. Fineom will be requesting a list of indirect employees in the schools. Frank will attempt to determine the extent to which net school spending is increasing as a direct result of increases in SPED spending. Fincom wants to determine the ultimate disposition of the 9 people that were cut — were any moved to grant positions or if they were all released. Fincom will undertake to compare all personnel, including proposed hires, by position/department for the past 3 years within the schools. Fincom is trying to determine what changes and/or restructuring has occurred that is responsive to the current economic condition. Fincom needs to understand whether the circuit breaker funds are an adjustment to revenues or expenses within the budget so comparable analysis may be performed.
