January 15, 2004
Presiding: Andres Gazzolo
Present: James Lazzara, Jack Goldberg, Charlene Lavin, Frank DelVecchio and Bea Kearney
Chairman Gazzolo called the meeting to order at 7:16 p.m.
Chairman Gazzolo discussed his wish with John D'Agostino that Fincom members be involved earlier
in the review of each department's budget.
Bea distributed a handout that summarized areas to help Fincom focus on various budget lines
Chairman Gazzolo made this year's subconmuttee budget assignments as follows:
CIP — Frank and Andy
DPW — Jim
Police and Fire — Frank and Jack
School — Mike and Charlene
Electric — Jim and Jack
Others — Andy
Fincom members should be calling John D'Agostino to schedule meetings beginning the last week of
January.
Discussion regarding the need to devise a budget methodology that would not disrupt comparability
from 1 year to the next because of contract negotiations. The current system does not lend to making
meaningfid comparisons.
Because there was no CIP included in the budget, we discussed the merit of asking department heads
what they believe they may need in this area.
Discussed the apparent incongruity between the total budget and the expected revenues. Accordingly,
we will request a meeting with Selectmen to learn what they believe the '05 budget priorities should
be.
Discussed a draft article regarding the current budget situation. Frank will make revisions and
distribute for comment.
Jim and Jack updated Fincom on a recent meeting with Electric Dept. Additional information is
expected from them.
On a motion that was duly made and seconded, it was
VOTED (5 -0): to accept the minutes of the meeting of January 8, 2004
On a motion duly made and seconded, it was:
VOTED: to adjourn the meeting at 9:20 p.m.
