Finance Committee
April 15, 2004
Presiding: Andres Gazzolo
Present: James Lazzara, Jack Goldberg, Charlene Lavin, Michael Sams, John
D'Agostino , Jesse Aptowitz
Chairman Gazzolo called the meeting to order at 7:07 p.m.
CIP Chairman, Bernie Dolan, made a CIP budget presentation of items to fund under
short -term borrowings. A few projects were discussed and more information was needed
regarding the cost of certain acquisitions. The sum of the proposed expenditures was
approximately $800,000, however, Bernie indicated he would reconfirm how firm the
component bids were before asking frncom to move on the proposal.
Discussed the possibility of additional state aid in the areas of increased SPED funding
and the possible savings from regional school transportation.
Discussed various areas for possible additional savings in the municipal budget and the
progress of the negotiations related to the proposed health care split. Additionally
discussed a potential complication regarding the health care split. John D'Agostino
indicated the schools may be incorporating salary increases to "make whole" school
employees if the split arrangement is ratified. Fincom needs to understand what
arrangements are and the related financial consequences. The FinCom made clear that
any attempt by the School negotiating group to increase salary commensurate with the
perceived losses of the employees due to the new split is completely unacceptable and
inconsistent with prior discussions and School representations.
At 8:20pm Andy excused himself from the meeting and Frank acted as chairman.
John discussed the upcoming vote to be taken by the police regarding the health care split
and prospective elimination of Quinn Bill benefits.
On a motion duly made and seconded, it was:
VOTED: to adjourn the meeting at 8:47 p.m.
