He said most of them were from the hurricane and he would be willing to sign a release before any work was done. There were no objections. The meeting was called to order at 7:33 p.m. Edward J. Broderick - Camelot Estates Mr. Broderick appeared before the Commission to report on the progress of the drainage system at his Camelot Estates project. He advised that they have constructed the system from the brook in the back to the retention area and that he expects the work to be completed for that particular phase in about one month. The Commission members agreed to view the site on Saturday morning, March 22, at 8:00 a.m. Turner Brothers Construction - SE211 -158 Erick Road Project Robert Turner of Turner Brothers Construction and Malcolm Post of Post Properties appeared before the Commission regarding the Cease and Desist Order they were served in connection with their Erick Road - Bristol Arms Project. Mr. Turner explained that with the transfer of authority from Karl Droun to Scott Leite, the plan that was originally filed with the Board of Health was lost. They re -filed and the leach fields nos. 1, 2 and 3 were approved. When Mr. Leite came to the site to inspect the field that was installed, he noticed a wet area and notified Chairman Sweet. Mr. Turner stated that they proposed to move the field 80 feet back from the edge of the wetland and install a siltation fence along the perimeter of the property. Commissioner O'Neill questioned why the wetlands were never shown on the original plans. Commissioner Barr maintained that one of the buildings was sitting on the site of a pond or a sink hole. Chairman Sweet advised Mr. Turner that by law it would be necessary to hold a public hearing on the matter. It was agreed that in the interests of saving time, the Commission would hold a special meeting the following Thursday to hear this matter. *Commissioner Barr arrived at 7:47 p.m. MANSFIELD CONSERVATION COMMISSION MINUTES MONDAY, MARCH 10, 1986 PAGE TWO MOTION: To hold a meeting of the Commission on Thursday, March 20, 1986 in order to hear this matter. He is the excavating business and has been approached by some of the abutters about cleaning the pond and making it more usable to the residents. He stated there were about 19 abutters. Chairman Sweet advised him that it would have to be treated as a wetland matter with drawings showing present conditions and future conditions including any impact either upstream or downstream. Mr. Endriunas stated he would be taking gravel out of the pond which would probably involve a change in the depth of the pond from about 3 feet to 15 feet. Foxfield Corp. - SE211 -155 Mr. Michael Trowbridge of RIM Engineering appeared before the Commission with new plans addressing the issues listed in the Commission's Orders of Condition dated February 25, 1986. Mr. Trowbridge stated that they had moved the leaching trench back as a result of a meeting with the Planning Board and had put in a non - leaching pipe in one section. In response to a question raised by Commissioner Mahoney regarding the distance of the leach field from the edge of the wetlands, Mr. Trowbridge stated that Sanford Ecological Services MANSFIELD CONSERVATION COMMISSION MONDAY, MARCH 10, 1986 MINUTES PAGE THREE checked the distances and felt the flags were where they should be. An abutter was present and stated that the Soil Conservation Service recommended that there should be a perforated pipe to handle ground water and a solid pipe to handle surface water. Mr. Trowbridge stated he had already been before the Planning Board and was told the town engineer did not feel this was a good idea. The Commission will write a letter stating that work may commence on the project. New Business 140TION That the minutes of January 27 and February 10, 1986 be approved as written. MANSFIELD CONSERVATION COMMISSION MINUTES MONDAY, MARCH 10, 1986 PAGE FOUR ** Meeting with the Board of Selectmen on March 19 Discussion on this matter was postponed as Mr. Trowbridge asked if he could have a few minutes of the Commission's time on a couple of matters. Franklin Street - Regarding street drainage on Franklin Street, Mr. Trowbridge advised that the town will be taking over and did the Commission have any objection to the use of 24 -inch corrugated pipe instead of RCP. The Commission members stated that they had no objection. Condyne on Oakland Street - Regarding on -site drainage at this project, Mr. Trowbridge advised that they originally planned on using 12 -inch PVC with sewer Ys, but found that it was extremely expensive. He asked if the Com- mission had any problem with their using perforated pipe. The Commission members agreed. MOTION To agree to the use of 24 -inch corrugated pipe instead of RCP on Franklin Street and to the use of perforated pipe instead of 12 -inch PVC with sewer Ys at the Condyne - Oakland Street project. (O'Neill - Barr; all in favor) VOTED In connection with the Foxfield project, Mr. Trowbridge asked when they might commence work there- it was agreed to send a letter stating that the additional information requested had been provided to the Commission and that work could proceed. A copy of the letter will be sent to the DEQE and a copy will be filed at the Registry. ** Meeting with the Board of Selectmen on March 19 Members of the Commission are to meet with the Board of Selectmen on March 19 at 8:00 p.m. at which time they will be making a presentation regarding the need for a conservation agent. It was suggested that the Commission be ready to supply figures on salary, mileage and any necessary office equipment. Little League /Soccer Commissioner Ouellette was approached about the Little League giving some of its land to the Soccer League. It seems the Little League is in need of money to build their concession stand. They would like to enter into an agreement with the Soccer League whereby they would give them some room on the conservation land in return for some help with the concession stand. Chairman Sweet noted that there is a contract between the town and the Little League that is quite involved and explicit. He feels that they just cannot arbitrarily give the Soccer League some of the land without coming in an making a presentation. In reviewing the file, he also noted that the MANSFIELD CONSERVATION COMMISSION MONDAY, MARCH 10, 1986 MINUTES PAGE FIVE contract was written in 1979 and was to run for only six years. To his knowledge, it has not been renegotiated. MOTION To adjourn at 11:26 p.m. (Mandell - Graham; all in favor) VOTED The next meeting of the Conservation Commission will be held on March 20, 1986. Approved by:- Date to Town Clerk: E- YG /msh Applicant: Assembly of God File Number: SE211 -156 Location of Project: 1007 West Street Purpose of Project: Construction of 550 seat assembly building including development of a drainage system, driveway and on -site sewage disposal facility bordering wetland. In attendance: James M. Dunn, Dunn Engineering Co., Pastor Hans Theerman Abutters: Richard and Theodore Wuschke Warren A. Jansen The Wetland Protection Act Hearing on the Notice of Intent dated February 18, 1986 for the Assembly of God opened at 8:02 p.m. Mr. James M. Dunn of Dunn Engineering made the presentation on behalf of the Assembly of God. The project involves the construction of a 550 seat assembly building including the development of a drainage system, driveway and an on -site sewage disposal facility bordering lands subject to flooding. The first area in question is an area subject to flooding which is adjacent to the proposed location of the assembly building. There is also a second area running next to West Street subject to flooding. The first area in question adjacent to the proposed location of the assembly building contains a water body of approximately 1542 square feet which is ap- proximately 18 inches deep. It is proposed to move this area to a detention basin located in the lower portion of the property bordering the second area subject to flooding. It is proposed to construct a drainage system from the proposed building to the detention area below. There is a stone culvert below West Street which would be used. A gas /oil separator would be installed to handle any spill that would occur in the parking lot or on the surface of the roadway. The retention /detention area will allow for the retention of the water presently being held on the northerly side of the proposed building. The outlets in the retention area have been designed to be one foot above the base of the basin itself to allow for the retention of this water. The area will also allow for the detention of water from a 10 or 100 year storm. The water which runs raturally down the roadway will be picked up in a series of catch basins and paved scuppers located along the edge of the asphalt. A pipe will be installed below the driveway with a riprap area. A concrete outlet structure will also be installed which will consist of a concrete wall with a 24 -inch pipe 16 feet long which will allow the flow to be controlled from the basin. The area of the outlet structure will be double hay baled before any work is started. Hearing Summary Continued . . . Applicant: Assembly of God SE211 -156 Mr. Dunn stated they would need to keep the peak flows below what they are now. He stated that the peak flows were presently 19.7 cubic feet per second under a 10 -year storm and 35.4 cubic feet per second under a 100 - year storm. After construction, he estimated the peak flows to be reduced to 15.0 cubic feet per second under a 10 -year storm and 28.2 cubic feet per second under a 100 -year storm. When questioned by Commissioner O'Neill, Mr. Dunn stated that the new detention/ retention area would be 8,000 square feet. Commissioner Graham questioned whether there were any vegetated wetlands prior to removal of all of the trees. She noted that when the site was walked, it seemed to be very wet. Mr. Dunn stated that one of the problems they have encountered is the impervious nature of the soils below the surface. He stated that he could not identify any vegetated wetlands on the site. Mr. Dunn stated that a 6 -inch berm would be installed from the paved area at the upper portion of the project along the southeast side of the road down to West Street to help protect the abutters. The abutters present were concerned with the removal of the trees and what effect this would have on them. Speci- fically, Mr. Jansen questioned that the measures being taken would protect his property. Mr. Dunn and Pastor Theerman stated they would not be opposed to putting up a swale or,.a.berm along the upper portion to protect Mr. Jansen's property. Chairman Sweet asked whether the construction of such a berm would affect the flow calculations. Mr. Dunn stated that the 12 -inch pipe could handle the flows. Chairman Sweet advised those present that the Commission would be writing the Orders of Condition at either the March 20 meeting or the meeting following. He also advised that the Orders could be appealed to the DEQE within 10 days by any abutter or any ten residents. The hearing closed at 9:04 p.m. All fees have been paid. Applicant: Steve Benoit File Number: SE211 -154 Location of Project: Williams Street Purpose of Project: Construction within land bordering vegetated wetland and within 100 foot buffer zone. In attendance: Steve Benoit Abutter: Jay Goldman This was a continuation of a hearing previously held on February 24, 1986. The hearing opened at 9:05 p.m. Mr. Benoit represented himself. The hearing was continued pending the receipt of a new plan delineating the following items: (i) driveway; (ii) culvert; (iii) wetland; (iv) distance of septic system from wetland; and (v) contour line onto Mr. Goldman's property. The Commission members reviewed the revised plans noting the items pre- viously requested. Runoff from the common driveway will be going back into the wetland. No fill will be required. The main concern would be siltation during construction. Abutter Jay Goldman was present. His original concerns were whether there was going to be any fill or a swale that might cause him problems. It was decided there were no further concerns to be addressed and the hearing was closed at 9:17 p.m. The Orders of Condition will be written at either the next meeting of the Commission on March 20, or at the meeting following. All fees have been paid.
