MONDAY, MARCH 31, 1986 , PAGE ONE
Members Present: Chairman Sweet, Commissioners Barr, Mahoney, Mandell,
Ouellette, O'Neill and Graham
The meeting was called to order at 7:32 p.m.
Dennis Dutra - Soccer Program
Mr. Dutra advised that the Little League has offered the Soccer League an
area at their West Mansfield complex in exchange for the Soccer League
building a refreshment stand at the complex. Mr. Dutra stated that the
Soccer League felt that in order to make it worth their while, they must
have enough land to building two fields instead of one (or instead of a
"smaller- than - regulation- size" field. Mr. Dutra asked if the Commission
was aware of any other land that they might look at. Chairman Sweet ex-
plained that the original contract was between the town as represented by
the Conservation Commission and the Recreation Department and the Little
League. He stated that this contract had expired and even if there was
enough land, the Little League really couldn't enter into such an agreement
without the town's approval. It was suggested that since the original con-
tract has to be renegotiated anyway, perhaps now was a good time for the
Soccer League to try to get involved.

Applicant: Eastland Farms
File Number: SE211 -159 (This had not been received at the
time of this hearing.)
Location of East Street
Project:
Purpose of Construction within land bordering vegetated
Project: wetland.
In attendance: Michael Trowbridge, RIM Engineering
Abutters: Benjamin Flint, 832 East Street
Joe Gonsalves, Canoe River Campgrounds
The Wetland Protection Act Hearing on the Notice of Intent dated March 18,
1986 opened at 8:02 p.m. It was noted that the DEQE had not yet assigned a
file number to this project.
Mr. Michael Trowbridge of RIM Engineering made the presentation. This
project involves the construction of a 650 foot road through a nine lot sub-
division which drains into a detention area in the back. There will be an
oil /water separator. There will be a stone rip rap channel running through
the detention area with a 12 -inch pipe which will allow the water to run
out slowly. Mr. Trowbridge stated they would actually be reducing peak
flows going to the wetlands in the back.
Commissioner O'Neill questioned why the brook was not shown on the plans
and stated that if it was within 100 feet of the development, it should be.
When questioned by Mr. Flint, an abutter, Mr. Trowbridge stated there would
be no filling of wetlands, but that they would be excavating the detention
area. Mr. Flint had some concerns whether there had to be a buffer zone
between the excavation area and his property. Mr. Gonsalves of the Canoe
River Campgrounds expressed some concern over the added water flowing from
Stearns Avenue and East Street in the direction of his property.
After discussion, it was agreed that the Commission would like to see new
plans showing (i) rip rap detail; (ii) a cross - section of the 12 -inch pipe;
and (iii) the brook.
Mr. Flint and Mr. Gonsalves stated they would like to go on a site walk with
the Commission members. It was agreed there would be a site walk on April 12
at 10:00 a.m. Since a file number had not been assigned yet and the Com-
mission had asked for new plans, it was agreed to continue the hearing until
the next meeting of the Commission.
MOTION That the Conservation Commission continue the hearing
on this matter until April 15, 1986 when the new plans
would be submitted and a file number would be assigned.
(O'Neill - Barr; all in favor)
