Connie Pietrafetta - Stearns Avenue Resident
Connie Pietrafetta appeared before the Commission regarding the Turner
Brothers project on Erick Road. She explained that her property abuts that
of the project and that she and the other residents along there were con-
cerned with the project as a whole and specifically with the leaching
field which is very close to the property line and is higher than her
property. She stated she is very concerned about possible runoff from
this field onto her property.
Discussion on this matter was set aside to allow Mr. Curry of the Boy
Scouts to speak.
Don Curry - Boy Scouts
Mr. Curry is the scout master of troop 17. He stated that in the past they
have used some conservation land on Ware Street and he would like to get
permission to use the land again on the 26th and 27th for a camp -out and
hiking. He stated there would be approximately 12 boys but not more than
15. There will be two adults with the boys. He stated they would notify
the Fire Department that they would be in there and that they would be
using a camp fire.
MOTION That Troop 17 be allowed to use the site
on April 26 and 27.

Connie Pietrafetta cont'd.
Mrs. Pietrafetta stated that she ran a nursery school from her home which
has about 100 children enrolled. The children play in the back yard and
she is very concerned what ultimate effect this project and the leaching
fields will have on her property. It was suggested that she approach the
Health Department and that the town be approached about putting the project
on the sewer system.
Revised Orders of Condition - SE211 -158
Turner Brothers Construction - Erick Road
Chairman Sweet advised the Commission members that he had been contacted
by Mr. Post's attorney regarding some inaccuracies in the Orders filed on
March 31, 1986. The name of the property owner should be changed to

Mansfield Associates Realty Trust, and for clarification, the property
should be listed as being located at "Erick Road, Lot 3 ". He also stated
that the plan referred to in the original Orders had not been filed with
the Registry and the attorney requested that for clarification, an item
114 be added to the original orders. It reads as follows:
"4. Work regulated by this Order affects only Parcel B and Parcel C shown on
Site Plan dated February 20, 1986 and recorded in Plan Book 231 at
Page 29."
MOTION That the Conservation Commission file amended
Orders of Condition with the changes set forth
by Chairman Sweet.
(Ouellette - Mandell; Barr opposed) VOTED
Conservation Agent
Commissioner Graham stated she felt the Commission should put together a
figure for a full -time conservation agent including not only salary, but a
benefits package. It was suggested that someone call Rande Wilson and ask
what he thought. Based upon a $19,500 full -time salary and using 30% as a
guide for a benefit figure, it comes to about $5,850 for benefits with a
total of about $27,000.
Articles for Town Meeting
Chairman Sweet advised he would be away and would not be able to present the
articles at the next town meeting.
Article 36 deals with the transfer of $355 from the Willow Street Conservation
Land Fund to the Conservation Land Acquisition account.
Article 38 deals with the appropriation of a sum of money for the land
acquisition fund. If this does not pass under capital improvements (Article
12), we would ask for the $20,000 under this article.
MOTION If Article 12 passes, then Article 38
would be withdrawn.
(Ouellette - Barr; all in favor) VOTED
Article 39 deals with entering into a municipal agreement with the town of
Norton concerning watershed management and in -lake restoration techniques
within the Norton Reservoir. Chairman Sweet stated that this involved 600+
acres for Norton and 49+ acres for Mansfield. The split between the state

and towns will be somewhere between 75/25 and 85/15 and the split between
Norton and Mansfield will be along the lines of the split in acreage or
about 7% of the 25% of the cost of the clean -up. The article does not
obligate the town to do anything other than to enter into an agreement.
The study would determine what is there and what needs to be removed
which would determine how much the project would cost. Commissioner
Ouellette said she would be willing to speak regarding Article 39 in
Chairman Sweet's absence.
Benefit Street Matter
Commissioner O'Neill stated he would like to call in the owner of the
property and have them explain. Chairman Sweet stated he felt it was not
going to cause anyone any problems further upstream. Commissioner Ouellette
stated she had suggested to the people involved that they approach the DPW.
Jackson Property on East Street
Commissioner O'Neill stated that this is Conservation Land and it has
been stripped to put in a driveway.
[This matter was put aside for a discussion with Town Counsel Dwyer.]
Lease Agreement with Little League
Mr. Dwyer stated he had reviewed the lease between the Little League and
the town and determined that they had an option to renew after the initial
term of six years. He felt that by going ahead with the construction of
their new ball field, they may have exercised their option to renew. He
felt their actions could be construed as an extension of the contract.
He suggested that we ask them to come before the Commission to make it
formal with a vote, etc.
Restriction #13 in the lease prohibits the use of advertising signs. Com-
missioner O'Neill stated there were signs at the field. He also stated he
had been told that the Little League was planning on naming fields after
individuals. It was suggested that since the Little League season is so
short, they be allowed to put up signs as long as they be removed after
each game.
It was decided to invite the Recreation Director and the Little League
officials to come to the next meeting of the Commission to discuss a new
lease.

Applicant: Eastland Farms
File Number: SE211 -159
Location of
Project: East Street
Purpose of Project: Construction within land bordering vegetated
wetland.
In attendance: Michael Trowbridge, RIM Engineering
The continuation of the Wetland Protection Act Hearing on the Notice of
Intent dated March 18, 1986 opened at 8:03 p.m. Mr. Michael Trowbridge of
RIM Engineering made the presentation. The hearing had been continued from
April 15 pending the receipt of a file number from the DEQE and additional
information on the plans requested by the Commission. Specifically, they
had asked to see (i) rip rap detail; (ii) a cross - section of the 12 -inch
pipe; and (iii) the brook.
Chairman Sweet advised that there had been a notation on a recent notice
from the DEQE concerning the point of discharge into the wetland. Chairman
Sweet questioned if the 12 -inch pipe was full, what might happen at that
point in the wetlands. Mr. Trowbridge stated that their calculations show
a 0 net increase in peak flows.
After review of the revised plans, Mr. Trowbridge was questioned about how
far the rip rap would extend beyond the flared -end pipe. It was suggested
that the stone should extend beyond the 10 feet proposed.
It was noted that the applicant would be required to come back in with plans
showing the placement of driveways and houses on the lots. They would also
be required to show where the septic systems would be placed. It was sug-
gested that the Commission ask for septic systems in the front on lots 2, 3
and 4 and also for a berm in the back.
When questioned, Mr. Trowbridge stated that the pocket in the center was
approximately 35,000 square feet. He stated it was not necessary that the
detention area be the same size because the pocket is not a wetland, but
rather an area subject to flooding.
Commissioner Ouellette had a concern about grading on the southerly side.
It was suggested that this be addressed in the Orders.
The hearing was closed at 8:49 p.m. The Orders of Condition will be written
on April 29, 1986. All fees have been paid.
