Members Present: Chairman Sweet, Commissioners Ouellette, O'Neill, Mandell
and Barr *.
The meeting was called to order at 7:45 p.m.
Little League Contract
Messrs. Jack Cauley and Kevin Grant appeared before the Commission representing
the Little League. In order to bring the Commission up to date, they showed
the members a drawing of the area in question and advised that they have built
two fields which they are using. They are bringing in water from Otis Street.
The foundation and the slab is in for the concession stand which will be a
20 x 40 concrete block structure. The electric company has been approached
about bringing out electricity to the site. They will be playing from now
until the end of June and they are looking into a Summer program. They
stated they would like to finish the concession stand and get started on
another field. They stated it was their understanding that the original
contract ran for six years with a six year option and they thought that at-
the time of signing the lease, the Little League had picked up the option.
Air. Grant stated that they had approached the soccer league merely from a
fact- finding standpoint. No agreement was reached with them. Mr. Cauley
explained that they were anxious to sign a new lease because they were
approaching people in the town to help them financially with improvements
at the site. Without a lease, they couldn't expect help from these people.
With regard to advertising, Mr. Cauley stated they had approached the Con-
servation Commission about placing placques or signs at the field and had a
letter from Tony Durbano dated December 18, 1984 approving. In connection
with the conservation land sign, it was their understanding that the Con-
servation Commission would secure the sign and the Little League would pay
for it. It was noted that the letter approving the memorial placques should
be clarified with regard to "the signs" as opposed to "the sign ". Chairman
Sweet stated he would contact town counsel about a letter of revision and
noted that any new lease should also include reference to the letter.
MOTION That a letter of intent be sent to
the Little League.

Paul Split, the Recreation Director, was present and had the following
concerns. Who is ultimately going to be responsible for the maintenance
of the property, the concession stand, etc. He also raised the question
of having sanitation facilities at the site and felt this might be a con-
cern of the health department. He also stated that if the park were to
be used by town residents in general, it would have to have facilities
for the handicapped. Chairman Sweet suggested that the recreation director
and Messrs. Cauley and Grant get together to iron out these problems.
MOTION That the Conservation Commission meet with
town counsel, the chairman of the recreation
commission, and Messrs. Cauley and Grant at
a future meeting to discuss these concerns.

This hearing was called to order at 8:31 P.M. Mr. Robert Turner made the
presentation.
In connection with the 36 -inch CMP, Mr. Turner stated he felt the pipe had
settled over the years and is causing the water to come back into the
development. It is proposed that the existing concrete pipe in the street
be replaced and raised to a proper elevation. The proper inverts are shown
on the new plans. The pipe will be raised on the Lot 2 side.
Mr. Turner stated they would be making compensationfor the 950 square feet
at the back right section of the site that they will be filling. Hay bales
will be staked around the edge of the property for erosion control. The
leaching fields will start 75 feet away from the edge of the wetlands. Mr.
Turner stated the health agent had approved these plans.
There will be parking for 80 cars with a berm. No catch basins will be pro-
vided. Drainage will be handled along the normal drainage channels and out
to Erick Road.
When questioned by an abutter, Mr. Turner stated the leaching field would
drain at two minutes per inch. Mr. DuBeau, the abutter, was concerned that
the water still would come up on the other side of the retaining wall. Mr.
Turner stated that the retaining wall goes down to the water table. The
abutters were generally concerned that there is a wetland between their
