Benefit Street Matter
MINUTES

(O'Neill - Ouellette; all in favor) VOTED
A call was received from Mr. Jackson regarding the Benefit Street matter.
There was some discussion about the work being done illegally and it being
the Commission's job to take some action on it. Commissioner Ouellette
suggested that we find out who the owner is and discuss the matter with him.
Commissioner Graham would like to notify the concerned abutters.
MOTION That the Commission invite the owner of
the property in to discuss the matter.
(Barr - O'Neill; all in favor) VOTED
C. Pietrafetta .-
Erick Road Project
Mrs. Pietrafetta stated that in an earlier conversation with Scott Leite
about this project, he had indicated that the area in question had passed
some perc tests. In order to educate herself on the subject she had visited
the Soil Conservation Foundation in Taunton. While there, she located a
map which delineated certain areas in the project as SB and DID. She was
told that the SB and MD designations referred to areas unsuitable for
sanitary waste facilities. Although Scott Leite said the land had perked
well, she pointed out that the test merely indicates that the land is
permeable which does not mean it is suitable for sanitary facilities.
The map also showed an area which she was told looked like a pond.
Commissioner Graham asked if Mrs. Pietrafetta had talked to Scott Leite
about using these plans when he is doing his tests. Mrs. Pietrafetta
stated she had not yet spoken to him about that. Commissioner Barr sug-
gested that the Commission check with the Mansfield News about some aerial
photos.
Myles Franey - Peter O'Brien
Assembly of God Project - West Street
Mr. Franey explained that he was not aware of the hearing held on this matter
because he was not notified as an abutter. He stated that he believes that the
project is impacting on his property and that he has more water on his property
now than he ever has. It was suggested that perhaps the detention area is not
working properly yet and that Mr. Franey should check with the town to see if
they have any plans for replacing the culvert.

MOTION That the Commission send a letter to the
Church asking them to finish the detention
area as soon as possible so there won't be
any distress downstream.
(Graham - Barr; all in favor) VOTED
Commissioner Graham will draft the letter with a copy to Bert Cook, the
DPW and Rande Wilson.
Mr. Wieczorek
Re: Camelot Estates
Mr. Wieczorek had the following concerns in connection with the Camelot
Estates subdivision:
- The removal of gravel from Camelot Estates. He was advised that this was a
matter for Bert Cook.
- Standing water on Lancelot Road. He is concerned there is no drainage or
retention area. This was supposed to be done before any construction was
to begin. He is concerned that this is not in accordance with the first
order issued by the Commission on the project.
Chairman Sweet suggested the Commission members view the site at 6:00 p.m.
on Tuesday, May 20, 1986.
- Air. Wieczorek asked why the Commission released any of the lots. He noted
this was done after the public hearing although it was stipulated in the
orders that the drainage system be hooked up first. Commissioner Ouellette
explained that from her standpoint, it seemed more practical to her to
agree to the partial release rather than have the project run into
financial problems that might threaten completion of the entire project.
Mr. Wieczorek stated he wants to see the drainage system in first. The
question was raised whether there should have been revised Orders when
the release was requested.
