This project involves the addition to an existing structure. See attached hearing summary. Little League Messrs. Cauley and Grant, representing the Little League, and Mr. Jackson, the recreation director, appeared before the Commission to discuss the new contract or lease agreement with the Little League. Mr. Jackson went over the points in his letter received by the Commission earlier. Specifically, the recreation department would like to have the authority for scheduling the games on the property with the Little League being given top priority. The Little League representatives pointed out that for all practical purposes, the Little League uses the fields from April 1 to August 30. The recreation department would like to establish a fee to help defray maintenance expenses. Earlier in the evening, the recreation department had voted to ask for $100 per field per year for maintenance. This would include mowing the fields once every two weeks. The Little League repre- sentatives asserted that they alone were maintaining the fields and they would like to see the fields mowed at least once, even twice, a week. The League representatives also pointed out that they do not feel that after building the facility, they should have to pay to have it maintained. The recreation director stated he had no problem if the Little League wanted to maintain the facility themselves. It was suggested that the recreation department and the League get together to come up with some guidelines for maintenance. The recreation department would like to see the maintenance contract run for 3 years instead of six years. (If the League were responsible for the main- tenance, this would not be an issue.) The Little League would like to see the contract run for 9 years. They feel this makes it easier for them to go out and collect money, etc. It was suggested that there be a shorter review period since boards change, etc. It was also suggested that an annual meeting for review of the contract be written into the agreement. It was suggested that language be added to the lease covering responsibility for the electricity and water charges. MANSFIELD CONSERVATION COMMISSION TUESDAY, MAY 27, 1986 MINUTES PAGE THREE The recreation department would like to see provision made for sanitary facilities at the site. The Little League representatives stated they are not considering sanitary facilities at all. It was suggested they health department be asked for a letter stating they don't require sanitary facilities. James A.
