Mansfield Depot will not require the filing of an Environmental Impact
Report.
3. Memo from R. Callinan regarding a site plan from Mansfield Health Center,
Copeland Drive (SE211 -165). The Commission has written the Order of
Conditions and will send Mr. Callinan a memorandum.
4. Memo from R. Callinan regarding a site off N. Main St. (Estate of Connie

reviewed; Chairman Sweet resolved to check on this matter.
5. Memo from B. Cook re Copeland Drive project, Sturdy Hospital; the response
will be to send a copy of the memo written in response to number 3 above.
APPEARANCE, MR. EDWARD BRODERICK, re CAMELOT ESTATES
Mr. Broderick appeared before the Commission to review the status of the
( drainage installation at Camelot Estates. The drainage has been installed in
Lancelot Lane; there is a connection to be made from Lancelot Lane to King
Arthur. The drainage is in approximately to the bend [refer to plans]; the
drainage will begin at the rate of about 85 feet per day; parts have had to be
re- installed to match existing elevations. Within two and a half weeks, Mr.
Broderick will be able to refer to station numbers and the progress relative
to these. The large pile of fill will be removed over the next two days. As
of June 16, the flow rate is extremely slow. The contractor (Mainline
Construction) is stopping work at Westview Woods and will be moving the crew
within two days to work at the Camelot subdivision.
In response to a question from Commissioner Mandell, Mr. Broderick indicated
that all six foundations are in now. Commissioner Mandell's recollections
were that the estimated time of completion was much shorter than what has in
fact taken place, and he requested an explanation for the delay. In response,
Mr. Broderick indicated that the drainage installed was completed as
indicated, months ago; however, part of the section had to be redone. On the
second lot (two and a half weeks ago), the grades had to be relaid and reset,
and the engineer took longer than anticipated, partially because the grades
were verified from a new route. Air. Broderick offered to come in to update
the Commission in three weeks, or to host a site walk. Commissioner Mandell
suggested that he inform the Board by letter when the work has been
completed. Mr. Broderick offered to update the Commission weekly, referring
to station numbers so that these can be matched to the plans on file.
Commissioner Mandell questioned the status of the detention basin. This will
be redone when the sewer is done; Mr. Broderick hopes to file a Notice of
Intent in the next couple of days. Though he has Board of Health approvals

for septic systems for the lots, he estimates that they are about two and a
half months away from needing them for occupancy. In the meantime a dry sewer
system is being installed in the roadways, for which they have town and state
approval; at the most, one or two septic systems may have to be installed. He
has been given to understand that the permission from the Industrial Park's
owner is in the works.
The detention area will be completed within a three week period (barring rain
or other circumstances). Mr. Broderick would imagine that vegetation will be
planted soon after the loam is laid down. Commissioner Ouellette indicated
that notification about the planting would be helpful in determining whether
the area is functioning as a wetland. Air. Broderick then suggested that a
schedule for the planting be given upon completion of the detention area.
A security guard has been hired to guard the site at night.
SHILOH ESTATES
Commissioner Mandell noticed they are currently working on the site in
question.
MOTION: To issue a Cease and Desist order.

It was noted that a hearing regarding this site is on the agenda for the next

OLD ELM STREET SITE
Questions were raised as to what was going on there, and whether wetlands were
being impacted. No decision was taken.

CONSERVATION AGENT POSITION
It was decided that the best day to advertise the Conservation Agent position
in the Sun - Chronicle would be Wednesday. The position can also be posted on
the bulletin board at MACC; a copy of the job description was given to
Commissioner Graham for this purpose.
BY -LAWS
Commissioner initiated a discussion of the proposed by -laws. A suggestion was
made that town counsel be consulted about what is enforceable. The consensus
was that by -laws are a necessary first condition for regulations. Topics
proposed for consideration in the by -laws were as follows:
Notice to abutters
Bonding
Fees
Design standards for plans
Generic guidelines for de /retention basins, drainage ditches, etc.
Standards for flagging wetlands and other pertinent land marks
Wildlife
Aesthetics
A suggestion was made to appoint a subcommittee which would meet informally
with its only topic of discussion being the by -laws; Commissioners Graham,
Mahoney, and Ouellette agreed to spearhead this effort and report back to
Commissioner Sweet.
The meeting was adjourned at 9:34 p.m.
The next meeting of the Conservation Commission will be held on June 23, 1986.
