CORRESPONDENCE 1. Memo from Selectman Harrington requesting that the Conservation Commission indicate to Selectmen whether an access road is necessary with regard to the Camelot Estates sewer extension (File SE211 -168). 2. Letter from Mr. Folkman requesting a Certificate of Compliance for Eastland Estates, releasing Lot 2 from the Order issued under File SE211 -124. This lot is now covered by a later Order, issued under File SE211 -162. MOTION: To release Lot 1 from the Order of Conditions, SE211 -124. (GRAHAM - OUELLETTE; all in favor) VOTED CONSERVATION AGENT INTERVIEW - Air. Roger Laferriere The Commission reviewed the salary and benefits of the job, its part -time nature, and its potential responsibilities, including public relations, grant leadership, assistance in drafting by -laws, liaison with the public and town officials, etc. Mr. Laferriere would like this position because of his environmental interests as well as his interest in small town politics. His current job is lab- oriented, but he would prefer being out in the field at least part of the time. He will be taking graduate courses in environmental law this fall. As a student, Mr. Laferriere has worked with DEQE before. He enjoys public speaking and has had political experience. He is more familiar with ecology and biology than with the specifics of the Wetlands Protection Act. He has done some surveying of plants, soil testing, hydrographs, etc. He regards himself as an environmental scientist rather than an "environmentalist." He would welcome the opportunity to take on zoning enforcement responsibilities in addition to the Conservation Agent position. He regards his strong points as his education and leadership qualities, while acknowledging weakness in his knowledge of wetlands laws and of how Conservation Commissions function. He stated that should the position become full time, he would be willing to relocate. CONSERVATION COMMISSIONER Mr. Richard Carey, Conservation Constable, indicated his desire to serve as a member of the Conservation Commission. He has submitted an application, through the Town Clerk, and the Commissioners have received a copy of his resume. CORRESPONDENCE 3. Letter from Mr. Folkman requesting a partial Certificate of Compliance for Highland Avenue, Lots 1, 2, 3, 5, 8, 9. An as -built plan or letter, which must be received before the Certificate can be issued, will be requested from Mr. Folkman. 4. MOTION: To inform Mr. Broderick that release from Condition No. 5 of the Orders of Condition, File SE211 -138 will not be granted until completion of the outlet pipe and detention area, including the removal of all surplus material. (O'NEILL - OUELLETTE; Graham abstaining) VOTED File SE211 -168, Sewer Extension, Camelot Estates Commissioner O'Neill raised his concerns regarding the problem of maintenance without an access road. He was concerned that the "environmentally sensitive equipment" might not be readily available. He also expressed concerns about the future uses of this extension. Chairman Sweet and Commissioner Graham stated that they would deny the project before allowing an access road. Mr. Ron Hornung, the project manager who was in attendance, stated that maintenance can be addressed in most cases from either end, and also reiterated that the agreement with Cabot, Cabot, and Forbes only MANSFIELD CONSERVATION COMMMISSION MONDAY, AUGUST 18, 1986 MINUTES PAGE THREE applies to the houses in Camelot Estates.
