PROPOSED FY 187 BUDGET - Dick Lewis Graham, Mandell, Conservation Agent Dick Lewis presented a five year budget which included a six percent increase in the salaries account, a three percent increase in the general expense account, and 11,100 /year added for consultants. Commissioners had the following input regarding the proposed budget: The amount available for capital equipment acquisition (for purchase of needed items such as a filing cabinet or map storage cases) should be increased; in addition, an acquisition plan should be developed. The lines denoted as "education" and "consultants" should be removed. The general expense line should be increased. MOTION: To accept a budget as revised by Dick Lewis according to the Commission's input. (O'NEILL - OUELLETTE; all in favor) WETLAND PROTECTION ACT HEARING: SE211 -182 Applicant: Keith Properties Inc. Location of Project: Francis Avenue, Lot No. 81 on Assessor's map ( Abutters present: Nelia Phillips, 285 Hope St. Helena Havey, 303 Hope St. The hearing opened at 8:00 p.m. Mr. Eugene Kelly, partner in Keith Properties Inc. and in the Village Depot project, and Mr. Charles Gale, of Gale Engineering, represented the project. The proposed site has been under an option agreement since the winter of 1986. The applicants have received a commitment of state funds for 150 units, under the SHARP program, which mandates 25% low and middle income rental, and 75% market rental. They believe that the proposal under consideration will have no impact on wetlands, since the development of Connors Avenue is not included in the present Notice of Intent. A special permit from the Zoning Board of Appeals will require pitching the site so all drainage flows out to Francis Avenue. The applicants will clear out the drainage ditch from the point at which they enter the system to the retention area, will bury the pipe, and will keep the system clear. They have agreed to write a grant for Mansfield to apply for a CEDAG grant of $350,000 to pay for drainage work. If the grant is received, the developer will bury the pipe from the point where the system comes across Francis Avenue all the way to the retention pond. Otherwise, they have committed to bury the pipe until the place where Francis Avenue bends, and to clean and maintain the drainage ditch. Water will ultimately drain into a large retention area originally intended to handle the industrial park. Mr. Gale mentioned that the Zoning Board of Appeals requested an access road. The applicants have agreed to maintain and cover with grass an existing path, though they do not own all the land on which it is situated. Wetlands were delineated on the basis of vegetation alone, in March 1986, and have been flagged east of Connors Avenue and within 300 -400 feet of MANSFIELD CONSERVATION COMMMISSION MINUTES MONDAY, NOVEMBER 10, 1986 PAGE TWO Francis Avenue. There are other wetlands on the southwestern portion of the property. A ridge at elevation 186' divides the property in half; everything south of this ridge flows into wetlands. Oil /water separators have been included in the plans. Catchbasins are located at low points to collect runoff from the parking lots. Roof drainage will be via downspouts; the drainage system is designed to handle the resulting surface flow. Parking lots in the northwest portion will be pitched toward the drainage system. Commissioner Barr noted that wetlands may be more extensive than indicated on the plans. In addition, some contour lines were not shown. The drainage system /retention area is not included on the plans submitted; the Commissioners felt it was within their purview to know what will be happening to the water when it leaves the property shown on the plans. Mrs. Nelia Phillips asked at what elevation ground water was found in the July 1986 hydrologic survey. Five tests were done, with water found at 10 feet, 10 feet, 12 feet, 12 feet, and one site which showed no water at 9 feet. Tests were all located toward the rear of the site. Mr. Gale noted in response to questions about potential flooding of the area that the watershed is being changed. Presently eight acres of virgin land are shedding water in a southwesterly direction; the plans before the Commission reduce that eight acres to two acres of virgin land flowing in a southwesterly direction, with the remaining water from the developed land being handled by the drainage system. Commissioner Graham responded that the plan in question might therefore have a negative impact on the wetlands, possibly drying them up. MOTION: To continue the hearing until plans are submitted showing wetlands within 100 feet of the property, contour lines within 100 feet of the entire property, plus plans showing drainage offsite. (O'NEILL; not seconded) In answer to a question from Commissioner Ouellette, Mr. Gale explained that the wetlands delineations shown on the plan are new ones, which have not been previously agreed upon by any town board. Commissioner Ouellette also requested a profile of the street and driveway drainage. Mr. Gale agreed to submit additional plans to the Commission. The site will be walked on Saturday, November 22, at 9 :00 a.m. MOTION: To close the hearing. (OUELLETTE - BARR; all in favor) The hearing closed at 9 :20. VOTED WETLAND PROTECTION ACT HEARING: Applicant: Robert G. Moore Location of Project: Oak Street, Lot 1 (parcel 274, Map 15) Also present: Peter DeTrolio, 92 Rumford Ave., owner of abutting land Mr. Peter Huie represented the applicant. He presented new plans, which had been requested by DEQE, showing an on -site septic system. Mr. Huie MANSFIELD CONSERVATION COMMMISSION MINUTES MONDAY, NOVEMBER 10, 1986 PAGE THREE explained that he must also go before the Zoning Board of Appeals for a variance from the 100 -foot setback. There is only one buildable spot on this lot. Wetlands were delineated by Rim Engineering. The septic system was shown approximately 40 feet from the wetlands; the Commission informed Mr. Huie that it must be at least 75 feet away, according to town regulations. Mr. Huie was also told that Board of Health regulations, available from the Town Clerk, should be checked. Because of the proximity of Hodge's Brook, which runs behind the property, the Commission noted that an Army Corps of Engineers filing would be necessary. Mr. DeTrolio asked if the land must be pert tested where the leaching field will actually be placed, because he felt it had been tested very near the road; Chairman Sweet affirmed that it should be tested where the system would go. MOTION: To continue the hearing until November 24. (OUELLETTE - MANDELL; all in favor) VOTED WETLAND PROTECTION ACT HEARING CONTINUATION: SE211 -180 Applicant: Mansfield Associates Location of Project: Erick Road and Bonney Lane, Mansfield The applicant has requested that the hearing be continued until Nov. 24. Kevin Grant, Frank Royle, Bob Morissette, and Jack Cauley appeared before the Commission to request that action be taken towards finalizing a lease between the Little League association and the Town. They met with Recreation Commissioner Steve Jackson and Director Paul Split in June 1986 and came to an agreement on the following items of the proposed lease: The Little League will have scheduling authority, with Little League games a first priority; the lease will be renewed every six years; sanitary facilities should be given every consideration; the Recreation Commission and the Conservation Commission together would represent the Town in the lease. Commissioner Graham requested a statement regarding maintenance of the property, as well as any possible plans for a sanitary facility to be included in the concession stand. Chairman Sweet will check with Paul Split regarding the letter which was to have been drafted regarding this contract. CORRESPONDENCE 1. (OUELLETTE - MANDELL; Smith abstaining) VOTED OTHER BUSINESS Chairman Sweet spoke to DEQE about the issue of considering wetland areas as a single resource. DEQE indicated that the Commission has discretion and latitude in allowing the filling of the 5000 square feet mentioned in the law. It doesn't have to allow maximum filling, and wetlands can be considered a single resource area. Commissioners will try to look at Lot 6, Eastland Estates, before next week, with regard to Mr. Folkman's request for a Certificate of Compliance. The meeting adjourned at—IJ,:30.
