Pia 0 l , u 1 °i e, Smith The meeting was called to order at 7 :39 p.m. Lot 804, Forbes Boulevard Mssrs. William Moore, Joseph Howard, and David Grant requested a preliminary review of plans regarding potential use of Lot 804 in the CC & F industrial park. As presented,; the plans would involve filling of about 2.5 acres (approximately 100,000 square feet) of landlocked wetlands with no inlets or' outlets ' which 'Mr. Moore regards as isolated land 'subject to flooding. The representatives offered a preliminary opinion that the quarter -acre foot criterion would not be met, although the area "obviously provides flood storage capability." A potential plan proposes a detention pond, dug to about 44' elevation and holding water year - round. Two additional areas could be revegetated /reclaimed wetland or detention areas. A major national /international corporation is interested in this parcel for a ` warehouse /distribution center with regional office, providing the plans can be carried out. Dick Lewis suggested that in presenting its Notice of Intent, the applicants must carefully document a lack of hydraulic connection between 'a "ditch" along, one side of the property and any wetlands. Commissioner Ouellette voiced the need for data on the hydrology of the wetlands and surrounding area. The Commission will walk the site on Wed., June 10, at 4 :30 p.m. WETLAND PROTECTION ACT HEARING: Steven J. Bernstein - -70 Brook Street, Mansfield -- Filling in of small swale which is collecting water from failed town drainage system Mr. Bernstein explained that neighbors upstream have all filled parts of what used to be the Back Bay Brook; lack of maintenance of town culverts has exacerbated a problem of back pressure which causes water to flow into his yard, where it collects in a hole/ depression. ';Tim Boswell's plans for .the area call for the land to be sloped so water will drain into abutting town land instead. The hearing was closed at 8:30. Brian Smith, Stearns Ave. Mr. ,Smith appeared to request advice concerning a problem possibly resulting from a collapsed culvert on Erick Road. Mr. Smith's residence is located on the upstream side of the culvert; his lot backs up on a stream, which has backed up onto his lawn. Commissioners explained that DEQE, involved in litigation with Post Properties, is not in a position to order that work be done. Although an Order of Conditions exists for the work, the applicants have three years during which to carry it out and are unlikely to begin until the legal issues have been resolved. The collapsed culverts may not be the sole problem, and cleaning them out may not resolve the issue. ORDER OF CONDITIONS - -70 Brook .Street, ,Mansfield ,(No file number as yet) 1. Dick has never seen any residue. The State and John Drew are putting more water into the system, however, than noted in the original plans, and should have come before the Commission with changes. There is also a culvert on site which is not shown on the original plans. Dick will 'send a letter to John Drew, with a copy to Mr. Clemmey and the State, requesting plans -- proposed and as- built - -and drainage calculations.
