Members Present: Chairman Sweet, Comms. Graham, Mandell, 0 Nei P Ouel. -I
The meeting was called to order at 8:04 p.m.
ORDERS OF CONDITION - FOREST PARK, SE211 -191 ` ` )`JL° f
Mr. Ed Broderick appeared before the Commission with rega d t21,pkppsed_` ,,,
change in plans; for aesthetic reasons he wishes to side slope an area rather`
than build a retaining wall, vegetating the slope with swamp azalea, °highbush
" blueberries, and sweet pepperbush. 'However, to carry out the revised plan in
full, as he presented it, would mean filling in excess of 5000 square feet,
unless the project were to be considered a "limited project" under the Act.
The Commission's consensus was that it probably would not meet the
definition. Mr. Broderick was 'advised to return and file for an :Amended Order
of Conditions, so that new plans could be reviewed.
"Mr. Broderick also 'submitted a list of lots which would have need for a
future Determination of Applicability or Notice of Intent.
WETLAND PROTECTION ACT HEARING:
Applicant: Fralo Corporation
Location of Project: King Arthur Way
Purpose of Project: Construction of single family dwellings on lots with
bordering vegetated wetland
The hearing opened at 8:19. Mr. Trowbridge represented Fralo
Corporation. The Commission had previously notified the owner that lots 5 and
6 fell within their jurisdiction. Mr. Trowbridge presented plans proposing
that 3400 square feet be filled, with an equal amount of compensatory storage
proposed.
Dick Lewis noted that 3200 square feet has already been filled in the
course of developing Camelot Estates (File SE211 -138); he mentioned the
possibility of orienting the house differently to minimize the amount of
filling. Mr. Trowbridge, in the interest of expediting the process, proposed
a 40 x 28 foot house without a garage, which could eliminate filling of
wetlands. Mr. Trowbridge will submit revised plans.
ORDER OF CONDITIONS: FOREST PARK, FILE SE211 -191
Dick Lewis proposed a series of special conditions for this project which
were based on an extensive list of "boilerplate" conditions. Since this was a
prototype for subsequent Orders to be issued by the Commission, discussion
ensued about general issues such as size of rip -rap, the issue of siltation
fencing vs. hay bales for emergency use, and whether or not to specifically
request a review of certain lots (before building takes place) in the Order of
Conditions.
Dick noted that with regard to the side slope vs. retaining wall issue, in
order to serve as replacement wetlands, an area must be at the same elevations
and in the same hydrologic cycle as the original wetlands; side slopes would
not necessarily qualify as replacement areas.
MOTION: To issue the orders for Forest Park as written (see Orders in
File SE211 -191).

Commission, regarding the lots which must return to the
Commission before being built upon.

ORDER OF CONDITIONS: Silva, Williams St., File SE211 -192
Commissioner Ouellette recalled that the wetlands boundary indicated on
the plans submitted coincided generally with what she recalled observing. The
lot is not within the flood plain. Commissioners were concerned that the perc
tests were done in ,1976; however, since the plans had been approved, there was
no basis for denial, although the lot is wet.
MOTION: To accept as written (See orders in File SE211 -192).
(MANDELL - OUELLETTE; O'Neill abstaining) VOTED
