CHANGES TO FOREST PARK PLANS - File SE211 -191
Mr. Broderick appeared before the Commission with amended plans (dated
3- 18 -87). Changes included lowering a roadway which crosses a wetland by an
average of two feet (using a 6" pipe and adding another pair of catch basins)
and side sloping to eliminate a retaining wall. The slopes will be seeded
with 5 lbs. /1000 sq. ft, stabilizing mix, as well as additional wetlands
species. The difference in elevation between the existing and proposed area
would be a maximum of four feet, according to Mr. Broderick. There would be a
total of 3920 square feet of filling in this area of the project. One other
area of fill has been reduced by proposing a small retaining wall, to be of
rock and large boulders. Filling for this filing amounts to 4,550 square feet.
PA The Town Engineer, Mr. Campo, and Ms. Flynn, Planning Board Chair, have
approved these modifications. The revised plans have been sent to DEQE. An
Amended Order of Conditions will be issued referencing the revised plans.
WETLANDS PROTECTION ACT HEARING - File SE211 -195:
Robert C. Currivan - Eastleigh Estates - Route 106 at the Mansfield and
Easton town line
The hearing was opened at 8:05.

GREIF BROTHERS - Changes in plans, File SE211 -175
Jim Robinson, representing Greif Brothers, described a change in the plans
originally filed. The applicant wishes to construct in -floor trenches to
drain water from the manufacturing area, with three traps to pick up paper
debris. According to Mr. Robinson, sodium silicate residue would be minimal.
Trailers will be steam cleaned inside the building, The consensus was that
the changes made would be minimal and would not require a new hearing.
DETERMINATION OF APPLICABILITY:
Earl Paul Zecher - 1819 West Street; construction of garage and outside
stairs.
Mr. Michael Mathias represented Mr. Zecher, who wishes to construct a
garage and a new stairway. The property abuts Bungay Lake, and there is a
retaining wall in place at the rear of the building. Construction disturbance
will be limited; there is no place to put hay bales. Ground will be disturbed
for a couple of weeks.
MOTION: To issue a Negative Determination No. 3, stipulating that the
excess material be protected and that any disturbance of the
retaining wall will necessitate a return before the Commission.

WETLAND PROTECTION ACT HEARING - SE211 -196
Americo P. and Sylvia C. Dei /Richard S. Blandori - Perkins Ave., Mansfield,
Assessors Map 18, Parcels 101-111 and 112 -125 - Work within 100 ft. buffer
zone; road and utilities to be constructed for six lots.
The hearing opened at 8:38. "'Ralph Maloon represented the applicant. In
1982 the Planning Board approved a plan to construct roads for six 'lots.
There are depressions in the area, and there are wetlands adjacent to a
brook. Drainage from the project will be into wetlands. This filing is for
roads and utilities only. Lots 253, 256, and 257 will have to come back
before being built on. No sewer hookup is proposed, but the use of grinder
pumps is being investigated. The perc test sites were not shown on the
plans. The area was at one time flagged, but may not be currently well
marked. The parcel numbers listed on the Notice of Intent do not correspond
to the lot numbers shown on the plans.'' This information must be submitted to
the Commission and to DEQE.
Two abutters, Mr. Richard Curley and Mr. DePillo, were present with
concerns about adding water to existing wetlands; they asked to see the
dimensions of the wetlands shown on the plans.
MOTION: To continue the hearing until the lot number information and perc
test data has been submitted
(O'NEILL; not seconded)
The hearing was closed at 9 :15. The site will be walked at 8:30 a.m.,
Saturday, April 11.
ORDERS OF CONDITION - File SE211 -193, TREETOPS

which would reduce amounts of wetland filling; revised plans will be submitted
showing new compensation area and revised calculations for Lot 33, with
fieldstone shown on lot 32, as discussed; the plans will also show additional
hay bales.
The amount of filling involved in this filing will be drawn from the new
plans and noted in the files. Special conditions drawn from the boilerplate
conditions were proposed by Conservation Agent Dick Lewis; in addition,
conditions for the crossing of sewer line and drainage easements will be
included as for the Camelot Estates sewer crossing (File SE211 -168).
