The site is located next to Easton. A pump system, with `a leaching chamberis proposed and has already been approved by the Board of Health. The consensus was that the proposed system will be an improvement for the ground water. There were no questions; no abutters were present. The hearing was closed at 8:18. ORDERS OF CONDITIONS - File SE211 -200: (see hearing, above) The Orders were written to be identical to those proposed for File SE211 -197, except that hay bales must extend '15 feet farther at either end of the proposed siltation control 'line. MOTION: To issue as discussed. (OUELLETTE - "GRAHAM; all in favor) VOTED ORDERS OF CONDITIONS -'File SE211 =197: MOTION: To issue the Orders as proposed by Dick Lewis and as discussed. (GRAHAM - OUELLETTE; all in favor) VOTED WETLANDS PROTECTION ACT HEARING - File'SE211 -199: Walmark Corporation - -Fruit Street, Nathan" Road,' Jefferson Road: 'Hallett Crossing II -- Construction of 50 -ft, right -of -way; Nathan Rd. will require filling 11,200 square feet of vegetated wetland and Jefferson Rd.' will require filling 640 square feet of bordering vegetated wetland. The hearing opened at 8:32. Mr. 'John Parmentier of Dunn Engineering represented Walmark Corp.; Mssrs. Walter Millett and Ed Martin of Walmark were also present. Wetlands have been flagged by`Lycott Environment Research Labs., with Dunn engineering representatives. Water is shed towards Ware St. and the Canoe River. The site drainage is controlled with culverts; a'slight decrease in net runoff results from the proposed development. A Shell Oil pipeline "runs through the proporty. Twenty -six percent of the site is wetlands. " A compensatory area of 18,000 square feet is proposed, at an elevation comparable to the original area. 'Groundwater conditions in the proposed compensatory area are " "fairly 'similar" to the original wetland, according to Mr. Parmentier, which is to be a long strip of land, approximately 50 feet wide. The site is on town sewer and water. "House locations are included in these plans." Lots 83 and '84 were reserved by the Planning Board. Mr. Parmentier maintained that this project merited "limited project" status under regulation 10.53 (3) (e), because this was the best design with regard to fire safety concerns, water /sewer concerns (looped vs, dead - ended), and Planning Board limits for dead ends. MANSFIELD CONSERVATION COMMMISSION MINUTES HONDAY, APRIL 29, 1987 PAGE T140 WEf 414F -5 /cy Commissioner Graham asked why the finger -like compensatory wetland rather than an area contiguous to an existing wetland. Mr. Parmentier answered that it had been done this way to ,satisfy concerns of the Town :Engineer for creating "nuisance" wetlands. "Commissioner Ouellette noted that, according to the regs., the overall horizontal configuration "shall be similar to that of the area lost" and suggested compensation on both sides of the roadway. Commissioner Ouellette also requested a road profile. Chairman Sweet asked why the road couldn't be rerouted to cross a narrow section of the wetland. Commissioner Graham commented that creating a compensatory area on the border of the property, might possibly create problems for other, property owners in the future (creating new buffer zones, etc.). Mr. Parmentier maintained that alternative road designs would be impractical and that the "proposed one is the best. <I don't think you can do anything, else with it. It isn't very, easily; done." He also noted that the sewer had been proposed to use a minimum slope, so by making the road any longer it would raise the back end; the roads are proposed to be about 4 feet above the current ground level, which would, provide the required amount of cover. Commissioner Ouellette responded by pointing out that the Commission has no responsibility to maximize usage of the land; she asked if "the plan is designed to get the most lots." Mr. Parmentier's response was "To ,,get to the land. Dick Lewis asked whether Mr. Parmentier could supply the .Commission with information about other comparable projects which have qualified as limited projects under the act. Mr. Parmentier advised Dick that the Commission would / probably, have to go to DEQE and check through their files, Commissioner Ouellette then requested details about the sides of the crossing. Mr. Parmentier described the edges as sloping, at a 3 -4 ft, height above the wetland - a 2:1 slope. Commissioner requested that details of the crossing be submitted with the road profile. In response to a question, by Dick Lewis, Mr, Parmentier said that a retaining wall had not been considered because it would be a nuisance insofar as it would require maintenance. A bridge was also deemed impractical. Chairman Sweet suggested that it was not the Commission's responsibility to redesign the development, noting that the concensus of the board seemed, to be a concern about accepting this as a limited project, given what appear to be alternatives. Commissioner Graham suggested that the Commission look at the site before making a final decision and closing the hearing. Chairman Sweet informed the applicants that the hearing could be continued for the purpose of revising the plans, or that it could be closed and the decision made on the roadway plans as they stand. The applicant chose not to redesign the roadway; the hearing was closed at 9:50. The site will be walked on Saturday, May ,2, at 10:00, at the entrance of Harding Lane. WETLANDS PROTECTION ACT HEARING CONTINUATION - File SE211 -195: Robert C. Currivan-- Eastleigh Estates - -Rte. 106 ,(Mansfield /Easton line) The hearing resumed at 10:01. New plans have not yet been filed with DEQE. The detention area has been moved to the Mansfield side of the line, upland from the bordering vegetated wetlands. Side slopes will be loamed and i MANSFIELD CONSERVATION COMMMISSION MINUTES *ONDA -1, APRIL 29, 1987 PAGE THREE weaNEspay seeded. Easton has not completed its discussion of the plans. Dick Lewis noted that a debris gate was missing from the plan, and asked regarding the earthen berm whether a contract would :include !a compaction test, etc. to ensure stability.,; Mr. Parmentier explained that there would be no need for compaction because it will be about a year before it is used; driving over it will probably be sufficient compaction. Commissioner; Ouellette noted that the site walk revealed discrepancies with the boundaries of wetlands as shown on the plans, which would affect the buffer zone. Mr. Parmentier responded that they will re -mark the plans to extend the borders about 20 -25 feet outward. It was also noted that revised sheet 10, of exhibit D is missing from the newly submitted plans. Mr. Parmentier asked whether a new filing ,would be required, or just a review, if there were changes in the drainage configuration. The Commission responded that any redesign of the detention basin /drainage; would at .`least require review. The hearing closed at 10 :28.
