The filled area of the ditch will be approximately <575 square feet. - Mr. Bianchi stated that the 'maximum depth will MANSFIELD CONSERVATION COMMMISSION MINUTES MONDAY, AUGUST 31, 1987 PAGE TI-10 be four feet. The Board of Health has approved the septic system ,plan, 1 waiving the 75 -ft, setback; a copy of ; the permit was submitted. The area is located in Zone C of the 100 -year floodplain map. Mr. Bianchi suggested that he was willing to move the trench over if field conditions permitted it. MOTION: To continue the hearing to September 14 at 9:30 (no file no.). (O'Neill - Ouellette; all in favor), VOTED WETLAND PROTECTION ACT HEARING -r " The Folkman Co., Inc. -- Winter Street -- Reconstruction of a 'portion of Winter Street; construction of a new culvert and ditch. The hearing :opened at 8:41. Mssrs. Paul Folkman and Ralph Maloon explained that an earthen berm ;(V -notch weir), had initially, been proposed for flooding problems in this area and had been included in the Order of Conditions issued for Westhaver Farms (File SE211 -143). Flooding problems in the spring of 187, prompted the :submission of a, plan to construct a new culvert and ditch and to raise and widen the ;road in this area (20 feet width of pavement, 2 feet of Cape Cod berm on each side). A concrete wall will be put in at the level of the wetlands, with a 3 -ft.; spillway into the wetlands. Abutters to the proposed project have given permission; Mr. and Mrs. Greenberg, of ,135 Maple St., and Henry Piasecki of N. Main St. were present at the hearing. The town will help to move the water line which will be in the way. The planning board has approved the project, contingent upon Mr. Folkman's entering into a financial contract with the town. The Folkman Company will be responsible for the construction. :Mr. Folkman requested the lifting of the earthen berm requirement included in the Westhaver Farms Orders, although it could stay in place on ;paper until the -DPW and town officials approve the construction. In response to a; question ,by Comm. O'Neill about ,the . downstream effects, Mr. Folkman replied that the Environmental Impact statement indicated a rise for Whiteville Pond. Mr. Maloon stated that there would not be much reduction of overall flow, and that peak flows would be the same. 'Commissioner Ouellette asked; whether the proposed solution definitely has the same capabilities as the V -notch weir. Mr. Maloon answered, "Not quite," stating that ';the earth dike would hold back the peak :flow a little better, but ?I think this is a better tradeoff." The wetlands will not be :drained. The removal of the weir changes the compensation calculations, which will constitute an amendment, of the ,Westhaver ;Farms plans. There will be other changes to the plans as well, which will require Commission review. MOTION: To continue the hearing to 9 :40 on September 14 (no file no.). (Grady - O'Neill; all in favor) VOTED WETLAND PROTECTION ACT HEARING Rosemont .Development Co., Inc. - -1200 East Street, Lots lA and 2A - -Fill wetland area adjacent to_; existing ;cart ! path to enlarge_ right of way; create equivalent area of wetland nearby Mr. Folkman and Mr. Maloon explained that this filing is for the cart path only, not for any construction on house lots. All filling and replication will take place on lots 2A and 2B as shown on the plans; the Notice of Intent cover ,;page should read lots 2A and 2B, and not IA and 2A. Mr. Folkman stated that approximately 1600 square feet will be filled. An existing cast iron pipe will be replaced. Commisioner's noted that If 1600 square ,feet are filled for the roadway, no more than 3400 addition square feet can be filled MANSFIELD CONSERVATION COMMMISSION MINUTES MONDAY, AUGUST 31, 1987 PAGE THREE in this resource area. The developer wishes to have the option to pave the driveway, which will be about 265 feet long; runoff would drain off the side (3 :1 slope). Chairman Sweet noted that about 2400 square feet of filling were shown on the plan, and requested a cross section with square footage calculations for filling. Commissioner O'Neill noted that no elevations or contours were shown; Dick Lewis requested at least spot elevations. Commissioner O'Neill observed that the filling done under Orders for Shannon Lane (SE211 -162), an adjacent area, should also be taken into account when considering the 5000 sq. ft, filling limit for this resource area. Main Street -- Construction of roadway and drainage facilities within buffer zone and 'existing wetlands; excavation of compensatory storage area Mr. Folkman described the project, known as the ",Concetta Drive" project. He presented a double cul -de -sac plan, with duplexes, which has been approved by the planning board. Drainage will run into wetlands. Some filling is required. Profiles were included in the filing. Drainage for two roads dump into wetlands via two separate drainage easements. Mr. Maloon calculated how high the water rises for the 25 and 100 -year storms, :then proposed cutting out enough storage capacity to compensate for all impervious surfaces. This filing is just for the roadwork, Sanford Ecological Services flagged the wetlands about two years ago. The site :3s not in the 100 -year :flood plan; it is in Zone C. Mr. Folkman stated, "You're going to see some lot line changes.; In response to a question by Comm. O'Neill, Mr. Folkman stated that the buildings would probably be heated by oil; Commissioner O'Neill then raised the issue of oil /water separators, which have not been proposed.' Commissioner Ouellette, spoke :against oil /water separators in general, preferring the requirement of an emergency plan, because of maintenance problems associated with oil /water separators, iMr. Folkman requested that lots be released in the Order if they are not near wetlands. Chairman Sweet responded_ that the site walk can determine which lots will require review. The commission requested. that the ,proposed compensation area be flagged. The following abutters /residents were present to support the project: Pat and Valerie Brunetti, 632 N. Main St.; Carol DePalma, 626 N. Main St. (owner).
