WETLANDS PROTECTION ACT 'HEARING''
John B. Smith, d b a J. B. Realty Trust -- School Street -- Construction of a
650 -ft. roadway to access a 13.5 acre site for seven single family homes.
bir. Tom Pozerski of Freeman Engineering represented the "Bradford Estates"
project, an 8 -lot subdivision. The applicant 'proposes ` work within a bordering
vegetated wetland to install a 12" pipe with an end wall and rip rap; and to
replace an existing 18-ft.-long 12" outlet pipe with a 20 -ft. -long 8" pipe.
These installations would, according to the engineer, result in a net zero
increase in runoff. Hay bales are proposed and shown on the 'plans. A 10 -ft.
width of Yip -rap would be placed parallel to the pipe. The existing pipe is
on the abutter's' property '(Tri- County Beagle Club); the applicant has a verbal
agreement with the abutter. This hearing is for the road and drainage system
only. The development would not be sewered. No filling is proposed.
Trees have been requested as a sound barrier between the subdivision and
the Beagle Club, but planting such trees would have to take place within 20
ft.' of wetlands. The Commission discouraged the idea of all major planting in
this area, indicating that it would be concerned about anything other than
"hand" work. The site will be walked on Sept. 28 at 6:00 p.m.
MOTION: To continue the 'hearing, in the absence of a DEQE number, to
8:30 p.m. on September 28.'

Sweet's Pond -- Construction of a boat ,ramp on the bank of Sweet's Pond
Commissioner Sweet explained that having a boat ramp in place would
improve the Commission's chances for securing Clean Lakes funds. :Commissioner
Smith suggested using packed or crushed bank gravel to prevent washout in
heavy rain. Commissioner Smith also volunteered to donate a;backhoe and
compactor to do the work and stated that one load of 3/4" crushed bank gravel
should suffice. The hearing closed at ,8 :45.

LIBRARY /COUNCIL ON AGING /MUNICIPAL BUILDING COMMITTEE
Wilson Raines, Dave Fisher, Judy Epstein, and Steven MacCaffrie appeared
before the board to seek, guidance from the Commission on the proposed library
site. A drainage ditch must be relocated; in addition, a low- lying area near
proposed parking lots have wetland characteristics. The design firm has
retained a botanist to examine and analyze the area on Sept.; 23. Mr.
MacCaffrie maintained that at least part of the reason for proliferation of
wetlands species is drainage from Granada Park. The area is not within the
water protection district. Dick Lewis explained that regardless of the
reasons .why the ;wetlands were there, in order for the project to go forward,
-either the impact on wetlands must be confined to an area of less than 5000
square feet or the presumption of significance detailed in the Wetlands
Protection Act must be overcome.
