CARL NELSON, SPRING STREET CANAL
Mr. Nelson has allegedly filled his canal with inappropriate material.
Commissioner Ouellette maintained that insofar as part of the canal lies
within 100 feet of the pond, the matter falls under Commission jurisdiction,
although town by -laws may also have been violated. Evidence is necessary.
Commissioner Grady suggested writing to the contractor who originally did the
Town's work in this area, asking about disposal of the "fill" material. In
addition, the Anderson - Nichols study done for the FENA maps several years ago
might provide a profile of the canal to aid in determining amounts of fill.
Neighbors will be returning inquiring about what action the Commission has
taken.
MOTION: To have the agent research this matter in an attempt to quantify
the amount of hazardous material present and to determine how far
it is from the river /pond.

FRANEY /ASSEMBLY OF GOD DISPUTE
Mr. Franey has blocked up the headwall to the culvert. Dunn Engineering
has been on site and will presumably be responding to the letter sent by Dick
Lewis. Commissioner Grady suggested that we take pictures of the area.
BALCOM RIDGE
On the new plans which he has brought before the planning board, a stream
is shown, which he proposes to move. Dick Lewis was asked to procure a copy
of the new plan and send it to DEQE, asking if their negative determination
ruling should be reconsidered in light of this new information.
J.B. SMITH /BRADFORD ESTATES
Dick Lewis has been on the site and sees no problem issues. He proposed
the possibility of. requesting a sedimentation basin as an intermediate stop
before the wetland. Such a basin could serve as a test case for requesting an
additional buffer.
POTENTIAL CONSULTANT
A botanist, Walter Hewlettson, spoke to the planning board regarding the
tree planting for Bradford Estates. Dick asked for his fee schedule and
availability, with a view towards future work for the commission with regard
to the ABC Trust matter. However, the Commission requested that the Bradford
Estates matter be settled before entering into discussions with Mr. Hewlettson
