(OUELLETTE - O'NEILL; all in favor) VOTED WETLAND PROTECTION ACT HEARING Municipal Building Committee, Town of Mansfield- -Hope and Pratt Streets -- Public library /Council on Aging facility Plans presented by Design Partnership's Dave Fisher were dated 11/13/87, with the exception of pages L1 and L2. Approximately 4500 square feet of wetlands will be impacted; a compensation area of 6000 sq, ft. is proposed. Hay bales, siltation fences, and as riprap along the steeper slopes were proposed. The ditch has been relocated. According to Mr. Fisher, the project should result in additional flood storage and reduced velocity in a 100 -year storm. The commission requested additional information about plans for soil placement /replacement in the compensation area, drainage /grading details, and a 20 or 40 -scale cross section of the current and proposed ditches. They also noted that a wetlands replacement plan must be filed and will probably be part of the Orders, Dick Lewis suggested that Sabatia should go in now to do an inventory of vegetation before snow falls. MOTION: To continue until Dec. 14 at 7:35. (O'NEILL - OUELLETTE; all in favor) VOTED WETLAND PROTECTION ACT HEARING Cabot, Cabot and Forbes -- Forbes Boulevard -- Construction /development of a building along with related parking, utilities, and drainage. Mssrs, David Grant and John McKinnon from Moor Associates presented plans showing engineering for maximum development of the parcel in question. They proposed a closed drainage system, with pipes and detention ponds, designed for a 30 percent reduction of peak flow in a 100 -year event. Staked hay bales were shown on the plans. Dick Lewis requested a detail of the riprap at the end of the pipe.. NOTION: To continue until Dec. 14 at 8:00. (O'NEILL - OUELLETTE; all in favor, Smith abstaining) VOTED WETLAND PROTECTION ACT HEARING Neponset Associates - -Witch Pond II; South Stree t, Lots 71,. 72, 95, Assessor's Nap 1-- Wetland crossing to impact 42.,,720 square feet. John Parmentier of Dunn Engineering described the -project; Mike Stanton and Bill Zoppo of Neponset Associates were present. The owner has land in Foxboro (Witch Pond I) which abuts this project, butt ticcess through Foxboro has been denied by the Foxboro Planning Board. Hence, the applicant considers this a "limited project" and therefore proposes no replication. According to MANSFIELD CONSERVATION COMMMISSION MONDAY, NOVEMBER 16, 1907 MINUTES PAGE TWO the figures submitted, the project will affect 42;720 sq. ft. of wetlands and bridge a river. It has not- -yet been filed with the Army Corps of Engineers. Wetlands flagging was done by Mr. Parmentier, who has attended DEQE seminars on wetlands identification, Dick Lewis had questions regarding the calculations of percentages of various wetlands species, as well as reservations about several types listed as upland species which Dick's sources list as typical wetland indicators, Mr. Parmentier noted that he didn't count numbers of plants but made visual judgments only. Dick Lewis questioned how the calculations of square footage were made; the limit of work line is not equal to the limit of excavation line, and calculations 'do not incorporate any activity between the limit of excavation and the limit of work. Dick's calculations in this area resulted in a figure of 42,769. The area cut and graded for the hydraulic connection to the river, according to Mr. Parmentier, was not included in the calculations, though he acknowledged that some cutting and clearing would have to be done. Dick estimates a total area of 43,857, which would trigger the MEPA process. Mr. Parmentier stated that the Secretary of Environmental Affairs has not been notified because "we intend to keep it under that limit; we will maintain that it is below one acre." MOTION: That wetlands be delineated by a professional botanist and that replication be required. (OUELLETTE - GRADY; all in favor) VOTED Dick went on to question Mr. Parmentier about the flood zone and a 152 ft. elevation shown on the plans; Mr. Parmentier could not resolve an apparent discrepancy between Dick's flood maps and the applicant's elevation figures /calculation at this time. MOTION: To request additional information regarding flood zone /elevation calculations. (OUELLETTE - O'NEILL; all in favor) VOTED Mr. Burdon Blanchard, the Water Superintendent for the City of Attleboro, was present to register his concerns about the importance of. this supply /retention area for the Attleboro water supply. MOTION: To continue to Dec. 14 at 8:15. (O'NEILL - GRADY; all in favor) VOTED USE OF CONSERVATION LAND ON WARE STREET MOTION: To allow the Boy Scouts to use this property for a camping weekend. (0'NEILL - OUELLETTE; all in favor) VOTED CORRESPONDENCE /OTHER BUSINESS 1. Dick Lewis will re- schedule his meeting with Ray Goddard, which was cancelled due to the early snowstorm. 2. Copy of DEQE notification form requesting an additional Notice of Intent from National Development Associates. 4. Dick Lewis will solicit an Environmental Affairs Office opinion on Witch Pond. 5.
