Filling of 6400 square feet is proposed. Peak runoff would remain at or below the 10- and 100 - year -storm levels, Storm drainage would be directed through a detention basin; 74 ft of each side of the bank will be removed, and 225 ft. of land under a water body, The limit of work is where the edge of siltation control fence is shown on the plan. This proposal is only for the roadway. Preliminary plans have been filed with the Planning Board, although no hearing has taken place. Chairman Sweet proposed reducing the amount of fill by eliminating one sidewalk and using a narrower roadway. Mr. Dunn commented that the Planning Board would probably want that input from the Commission. They haven't considered a retaining wall in place of sideslopes. Dick Lewis also recommended seeking Planning Board input so as to get the project under 5000 square feet. The project has not yet been filed with the Army Corps of Engineers. Chairman Swwet requested that riprap be shown on the plan for the outfall of the box culvert. SlTc &'HL -K /o; c0 /a/ET NOTION: To require wetlands replication and a professional botanist's report. Brugliera Construction Co., Inc.- -Essex St., Lot 42 Assessor's Map / 37- -Essex Heights: Storm drainage discharge to small isolated wetland 1 basin will be stored in retention /detention basin in the 100 ft. buffer zone Mr. John Parmentier of Dunn Engineering described work which will occur within a buffer zone. The wetland is a small pond located on a boundary line, as well as the surrounding vegetation. Temporary and permanent soil protection plans were included in the filing. Siltation control fences were shown. There would be an outflow at a 10 -year storm from a detention basin located on lot 2. Mr. Parmentier will give the commission a plan showing where the wetlands flags are. Mr. Frank Patterson of 24 Coward Dr, was present to register his concerns, stating that his back yard is under water for two months of the year. He also felt that there was a smaller pond, that isn't shown on the plans. Mr. Jay Parsons of Coward Dr. asked how the plan addressed drainage. Mr. Parmentier explained that the high point is moving closer to Essex Street and that the basin will overflow at a 10 -year storm. MOTION: To continue to Dec. 7 at 8 :30. (O'NEILL - MANDELL; all in favor) VOTED WETLAND PROTECTION ACT HEARING Michael Peterson- -East St., Lot 18, Mansfield Assessor's Map- -Echo Hills subdivision (21.3 acres) proposes to construct three drainage system outfalls and associated storm water detention /retention basins within the 100 ft. buffer zone of a bordering vegetated wetland. e /:GO 5"% Welk /2( Three drainage system outfalls will be constructed, including detention basins designed to handle a 100 -year storm. For all basins, the volume will be reduced and the peak flow slowed down in the post - development state. Work is within the buffer zone only, with drainage into wetlands, as it does currently. The site is within the Water Protection District; oil /water separators are shown, designed to be three ft. above ground water. Commissioner Ouellette requested that the channels going out from the detltion area should be flagged if possible. ' MOTION: To continue the hearing to 8:45 on Dec. 7. (O'NEILL - MANDELL; all in favor) VOTED WETLAND PROTECTION ACT HEARING Necco Realty Corp.- -East St., Lots 13 & 16, Assessor's Nap 42-- Eastbrook Estates: construction of storm runoff drainage system and construction of cul -de -sac turn - around which will involve alteration within the 100 -ft. buffer zone of a bordering vegetated wetland. S' /7,. c✓ e4 4!-/f_ A gallery system is proposed for drainage purposes. The proposed treatment reduces or maintains peak discharge rates for the basins. Lycott has flagged the wetlands on this site (and also the Echo Hills site). Commissioner Ouellette requested that the edges of the both the.detention area and the galleries be marked, where the headwall is going, where the. riprap will end. Mr. Folkman appeared on behalf of Mr. Vadala, and stated that the Planning Board has approved the plan. NOTION: To continue the hearing to 9 :00 on Dec. 7. (O'NEILL - GRADY; all in favor) VOTED MANSFIELD CONSERVATION COMMMISSION MONDAY, NOVEMBER 23, 1987 MINUTES PAGE THREE WETLAND PROTECTION ACT HEARING Hope St. Mansfield Realty Trust -- Kingman, Charles, _Hope Streets, Lots 202, ' 205 -210, 214, 217 -227, 235 -246, 163 -180 - Assessor's Map 22 -- Jackson Village Project will discharge storm water drainage toward the Back Bay Brook; 40 residential dwelling units and 80 paved parking spaces as well as utilities will be constructed through the buffer zone of a bordering vegetated wetland. Mr. Parmentier stated that the drainage system for each site will not increase post - development runoff. No alteration of wetlands proposed. The total flow of all four areas into wetlands will remain the same, and development is such, according to Mr. Parmentier, that there will be no increase in peak discharge for each system. There is already an Order of Conditions on this parcel, which is currently involved in an adjudicatory hearing. Dick Lewis will check with DEQE regarding the appropriateness /legality of issuing a new Order of Conditions. Commissioner Mandell had questions about the water table; four out of six soils were found to have limitations because of high water table. There are no test pits in some areas. Commissioner Ouellette observed that it would be difficult to be certain that retention /detention areas will be above ground water levels when the water table in those areas is unknown. Chairman Sweet read for the record two memos. The first was from Commissioner Ouellette reporting the Board of Selectmen's concerns about drainage in the area and and their request that the Town Engineer investigate and report back to the Commission. The second was a copy of the the Town Engineer's memo to the Acting Town Manager stating that all points of flow into the area have not been indicated, and that a walk- through of the site appears to dispute some of the drainage system plans as shown. The Commission and Dick Lewis requested soil logs for each of the detention basins, including where the ground water levels are, in addition to a new plan showing a revision date and new wetland line. Mrs. Marcusson of Keefe Lane, Mr. Michael Castriotta of Kingman Ave., Mr. Steve Bernstein of 70 Brook St., Mr. David May of Oakland St. and Mrs. Nelia Phillips were among the many abutters /neighborhood residents present who shared concerns about potential drainage problems resulting from this project. MOTION: To request the following additional information: . additional test holds to determine ground water and soil type; additional information regarding the narrow swale along Kingman St.; corrected plans with a revision date, showing corrected wetlands line, with copies to DEQE.
