WETLAND PROTECTION ACT HEARING
The Folkman Co., Inc. - 'Extension off Morrow Street, Lots '1 through 5
Construction of houses, roadway, and associated drainage facilities within
land subject to flooding and wetlands, as well as within the 100 ft.
buffer zone of these two areas
Preliminary meetings with M. LaCasse and Dick Lewis have resulted in the
"bulb" of the proposed road being moved farther from the wetlands. Wetlands
have been mapped by a professional botanist. No flood information was
available, so Dr. Carr did a hydraulic' study and backwater flood analysis.
Two areas will be impacted as a result of the proposed work: 600 square feet
of bordering vegetated wetland will be filled, and 11,000 cubic feet of flood
storage will be lost as a result of filling of the 100 year flood plain. Mr.
Folkman proposes compensation of 13,000 'cubic ft. flood storage capacity and
2550 sq.;ft. of wetlands. Since the 10 -year flood plain will be encroached <
on, Dr. Carr will do a wildlife study for the site. This filing includes the
houses, according to Mr. Folkman, although house locations were not shown on
plans. Commissioners requested information about a drainage easement from Mr.
DePillo and about Dr. Carr's qualifications as a wildlife specialist.' Dick
Lewis has questions regarding the wetlands flagging. The site will be walked
on March 12 at 9 :00 a.m.
MOTION: To continue the hearing to March 14 at 10 :15.

LIFE CARE FACILITY
1 Mssrs. E. Kelly, J. Walker, J. Carr, and G.!Bresnick appeared on behalf of
the Mass. Development Corporation. Their goal in coming before the Commission
was to get feedback in order to move the design far enough along to have
something to show at the town meeting, when the zoning change necessary for
the project will be voted on. Mr. Carr stated that the wetlands borders were
flagged before wildlife was an issue and will be reflagged. There are several
resource 'areas on the site: an intermittent stream which ultimately joins the
Rumford River; some areas of bank; and some areas of 'bordering vegetated
wetlands,` especially associated with the Rumford River. The character of the
"raceway" on the property, whether the ;Commission viewed it as land under
jurisdiction of the Act, was not clear to proponents of the project. The site
will be walked on March 12 at 10 :00 a.m.
WITCH POND ESTATES II
The preliminary plans before the Planning Board show none of the 'changes
which will probably be necessary as a result of Conservation Commission input;
Dick will communicate with the Planning Board on this issue.
