MINUTES MOTION: To accept the minutes of 2/22/88. (O'NEILL - OUELLETTE; all in favor) VOTED MOTION: To accept the executive session minutes of 2/22/88. (0'NEILL - OUELLETTE; all in favor) VOTED WETLAND PROTECTION ACT HEARING CONTINUATION - SE211 -232 Clinical Science Lab.--51 Francis 'Ave. Mr. John Neudorfer submitted a revised plan dated 3 -11 -88 showing a reduced number of,parkings spaces (60), with only a part of the building still in the wetlands. Hay bales were indicated on the plan. Commissioner Ouellette observed that the site walk seemed to confirm a hydraulic connection between the wetland area and the brook /existing swale,;which would classify the area being disturbed ;,(approximately 1200 sq. ft.) as bordering vegetated wetland rather than isolated land subject to flooding.; Dick Lewis observed that any compensation plan could conceivably cause more disturbance for a relatively small gain. The commission indicated its unwillingness to set a precedent in not requiring compensation. Mr. Neudorfer and Mr. Amoruso raised the possibility of including a special condition in the Orders which mandated surveillance and confirmation of the wetland functioning of the area 'which constitutes the only possible replacement area. MOTION: To close the hearing. (0'NEILL - GRADY; all in favor) VOTED WETLAND PROTECTION ACT HEARING CONTINUATION - SE211 -231 Whiteville Pond Project MOTION: To continue the hearing to 4 -11 at 8 :00. The applicant has requested a continuation; the wetlands will be flagged by Dr. Carr. Mr. Spilewski, a resident of the area, was present to voice his concerns about the project. MOTION: To continue to 7;00 on March 28. (GRADY - OUELLETTE; all in favor) VOTED WETLAND PROTECTION ACT HEARING - SE211 -244' Gordon Ct. (off Tremont St.) (Matthew Estates II) Michael Trowbridge presented the plans which involved drainage for the Gordon Court area of the subdivision, including 250 feet of 14 -ft. wide trench { for emergency overflow. No filling is proposed.' Dick Lewis 'observed that there is no soil information in the area of the leaching trenches, but !clay is MANSFIELD `CONSERVATION COMMMISSION MINUTES MONDAY, MARCH 14,'1988 PAGE TWO present on the site. He recommended a couple of test holes in the area where the trenches are proposed, perhaps near the westerly rear of lot 10. 'If the leaching system were to be blocked up, water could migrate through the washed stone and exit randomly towards the river. He suggested the possibility of a clay barrier at intervals. He also requested additional information regarding the porosity of the soil and how it was calculated. Commissioner Ouellette requested that the outlet, the center line of the roadway, the end of the flared pipe and the end of the swale be staked. The site will be walked by the Commission on March 26 at 8:30 (or individually). MOTION: To continue to April 4 at 7:05 (OUELLETTE - O'NEILL; all in favor); VOTED WETLAND PROTECTION ACT HEARING CONTINUATION - SE211 -233 Golden Hill Homes, Boundry Rd., Lot A revised plan (dated March 14, 1988) was submitted, based on Dr.'ICarr's reflagging of the area. There was disagreement over the wetlands boundary; Dr. Carr 'felt that the Conservation Commission was basing its opinion on the sweet pepperbush in this area. The Little Canoe River flows north at this point on the plan. According to Dr. Carr, there is enough distance from the wetlands for the septic system. The house has been moved, and the driveway and garage pulled in; grading will take place within about 30 feet of the wetlands. l Dick Lewis suggested that the lot must be viewed. He observed that groundwater was 'shown on the plans at 170 -171, with the elevation of the wetlands line was at 175; he asked about the accuracy of this groundwater line, since the bottom of the septic system would be affected by it. The applicant responded that the figure was established in May 1987, by the Health / Agent. The limit of work line is approximately 12 feet off the back of the l house Concerns were voiced about what might happen to the area when the person who buys the house decides that a 12 -ft. back yard is not enough; Dick suggested something on the record to prevent encroachment in clearing and grading. The site will be walked at 9,:30 on March 26.
