The meeting was called to order at 7:00. [Dick Lewis was not 1present,']
WETLAND PROTECTION ACT HEARING CONTINUATION - SE211 -244 - Gordon Ct.
Dick Lewis had requested test holes. Most of the material found was sand
and gravel; clay will be removed. Mike Trowbridge mentioned that if the
Commission preferred, Dick Lewis could work toward getting approval from DEQE
for the applicant to tie into the existing adjacent drainage system on Matthew
Estates 'I, possibly including it in the Order of Conditions. Construction
will begin in May. The outlet at the detention basin for Matthew Estates is
currently a problem, and the Commission indicated its 'desire 'to contact DEQE
about the issue. The hearing was closed.

Golden Hill Homes, Boundry?Rd., Lot 8
The proposed limit of work line is labeled "edge of tree clearing" on the
plan. The location of stockpiling is shown. No Board of Health approval has
been secured yet. The issue of wetlands delineation is of concern to the
Commission because of the location of the septic system; the Commission
disagrees partially with the wetlands line as flagged by Dr. Carr. ;[Comm.
Smith arrived at this point.] A valley gutter is proposed to 'ensure that cul
de sac runoff doesn't enter the driveway.
LITTLE LEAGUE CONTRACT
Mr. Jack Cauley as well as 'other active members of the Mansfield Little
League, met with the Commission to clarify portions of the proposed contract.'
Mr, Cauley asked whether the Town already has an umbrella insurance policy
which would cover activities on the site.
The gate, locked over the winter, is now open for the season. The Little
League, prefers to have it locked over the winter. The Fire and Police
Departments were originally given keys; before locking again, Jack Cauley will
see that Dick Lewis has a key. No concensus was reached regarding whether
locking was appropriate or acceptable to the Commission,
Exhibit B, 9 2 was changed to read: "At the end of any day's baseball
1 games all trash, debris,; etc. shall be picked up, and full containers removed
immediately from the property,"
Exhibit B, P3: The Little League had no objection in principal, but
which this paragraph to take effect after construction of all fields has been
completed.' The Commission sees no problem with the wording as is, r No
agreement was reached on this issue.
Exhibit B, 0 4: The Little wants this paragraph to take effect at the
conclusion of the project, when it will be easier to designate appropriate
parking areas. The Commission indicated that enforcement is not required,
only designation of parking areas. This issue remained unresolved.
Exhibit B, Or 7: This paragraph was deleted, since the toilet facility
inside the building was opened to the public.

Exhibit B, 0 10: The Little League asked for clarification, since as
written this paragraph implies that no changes could be made to what currently
exists, without Commission approval. Commissioner Ouellette indicated her
view that implementation of work shown on the plan currently on file could be
considered as already approved. r The Commission agreed to add "as shown on a
'Plan of 'Land " to the last sentence of the second paragraph of the
Agreement, and to delete' 10 of Exhibit B.
