SE211 -227 - Modification of Plans
Mr. Dodge, of Anderson- Nichols, and Mr. Grant, representing Cabot, Cabot
and Forbes reported that the footprint of the parts warehouse /regional sales
office building has changed; the building has been pushed back; and the
detention area size has remained the same, but has been divided into three
small interconnected areas rather than one large area. Filter fabric fences
are shown on the revised plans, as are check dams to be in place during the
construction process. The drainage calculations have not changed. Dick Lewis
feels that the changes are not major enough to warrant a new filing; the
applicant will submit new plans to DEQE, and the Conservation Commission will
issue and amended Order.'

PLANNING BOARD REQUEST FOR VIEW OF PRELIMINARY SUBDIVISION PLAN
The preliminary planri RE for !a subdivision in the Williams Jewell Street
area, with a portion of land to be deeded to the town for potential use as
conservation /playground /ball field, by Mr. Steve Benoit of Tifdan
Development. Dick Lewis had reservations regarding the amount of wetlands
crossing which would be 'necessary to use the ;land recreationally. The
commission has question regarding the maintenance of such property.
Commission Ouellette suggested that the land and its associated maintenance
remain with some kind of residents' association, with the provision that
ownership revert to the town should such association not maintain the property.
WETLANDS PROTECTION ACT HEARING CONTINUATION /ORDER OF CONDITIONS: SE211 -248
Tifdan Development- -242 Williams Street
Additional information regarding cross sections of the proposed driveway
has been submitted. Chairman Sweet expressed concerns that much more filling
will be necessary than that shown on the plans. Dick Lewis noted that 1)
gaining access could have been achieved with no wetlands impact had the
developer not locked himself into wetland filling by leaving himself no
alternative; 2) the plan (which is the second one submitted) still doesn't
show the alterations which will take place; 3) the wetland replication plan is
inadequate, lacking an analysis of existing wetland vegetation, hydrology,
etc. Commissioner Ouellette observed that the ;filling proposed would come
close to choking off the existing stream. Commissioners observed also that
the stakes may be inaccurate, and that wetlands replication should be in the
area of the lot near where the filling will take ,place. '
MOTION: To close the hearing`.
