WETLAND PROTECTION ACT HEARING CONTINUATION - SE211 -256''
John and Martha Smith - -340 dBalcom St. -- Removal of solid waste within
buffer zone and bordering vegetated wetland
Nick Lanney, of Briggs Associates explained that additional hay bales will
be installed and 4a limit -of -work line set. Once the Order is issued, DEQE
will issue a permit to remove solid waste, which includes railroad ties,
asphalt, and building debris. Most of the material has been in place less
than a year. Test pits showed no contamination. Access through adjacent
land, over which 'r the applicant has no control, has contributed to the waste
problem on this site. The hearing was closed at 8;06.

Americo Dei- -Lot B, ;Maple Street -- Proposed house, driveway, and grading
within 100 ft. buffer zone of bordering vegetated wetlands

applicant. Mr. Trowbridge stated that the closest construction is 50 feet
from wetlands; closest grading is 30 feet away. Hay bales will be placed
between the house and wetlands. The site lies in the water protection zone.

in order to ensure maximum recharge. Mr. Trowbridge had no objection. The '
wetlands will be 'flagged and the northeast corner of the house` staked before
the site walk on 6 -13 -88 at 6:00 p.m. The hearing closed at 8 :29.

and grading within 100 ft, buffer zone of_ bordering ' vegetated wetlands
The wetlands delineation was ,done by Lycott Environmental Services for the
Echo Hills subdivision. The Board of Health has approved the septic system
design. The site lies in a water protection zone. The applicant has no
objection to dry wells for the roof drains. Commissioner Rhoads suggested
that because of the grading on the lot, the siltation controls should perhaps
be extend a bit; the also advocated the earliest possible revegetation' date, 'as
soon as the riveway, septic system and house are in. The site walk will take
place on at 6•;LO p.m.

PROBLEMS WITH SE211 -177, Robinson Court'
Dick Lewis explained that the original order for SE211 -177 dictated that
any construction on lots 7 and 8 should have come back to the commission for
review. One of the lots may have a problem if its catch basin is connected to
a drain outfall which is only 15 feet from the pond. He will write to the
firm in charge of construction.
WETLANDS PROTECTION ACT !HEARINGi
Richard A. Silva - -68 Williams Street -- Filling and grading for construction
of a house and subsurface sewage disposal system within the 100 ft. buffer
zone.
[This hearing was opened during this meeting because it had been
erroneously advertised for June 6.] Mr. Silva stated that there has been no
change in the plans since the last filing (SE211- 192), except for the addition
about information regarding the 100 year flood zone. 'Comm. Rhoads asked for
quarter- acre -foot calculations to determine whether there is isolated land
subject to flooding. He will review the 100 -year flood talcs.' Mr. Silva's
engineer will be ,present on the 13th to answer additional questions.
MOTION: To continue to 9:00 on 6- 13 -88.

CORRESPONDENCE/NEW BUSINESS
1. DEQE Guide to Inland Wetland Vegetation in Massachusetts.' Extra copies
will be obtained.
2. SE211 -179 - Adjudicatory hearing dismissed; Mr. and Mrs. Dougherty were
not present.
3. Request for Certificate of Compliance, Lot 8, Shiloh Dr. The lot was
never filed with the Commission, but the grading goes right up to the
wetlands. There has ;probably been no resource alteration or flood storage
loss, according to Dick Lewis. Commissioner Rhoads suggested that the
applicant should make a statement for the record that workyl was done in
the buffer zone, that there was no filing (giving - reasons why), that the
work is now complete, with no ongoing damage, and that no damage was done.
4. Request for Certificate of Compliance, Meisterman (SE211 -210). The lawn
has not been ,seeded, although it has been loamed. The lot still needs to
be cleaned up; no siltation ,'controls are in place for the 'grading work.
The basin is covered with gravel, up to the rim. 'Dick will respond by
letter.
5. Chairman Sweet, Dick Lewis, Mike LaCasse, and the Walmark Corp. have
agreed that the solution to :a longstanding drainage system problem on
Fruit Street near the Hallett Crossing project will be a a'shallow Swale
down to two 18" pipes, with replication going on either side. The Town of
Mansfield and Walmark,Corp. will file a joint Notice of Intent.

6. Tifdan Development has appealed the denial of project SE211 -248. Mr.
Benoit has already constructed the foundation. Dick Lewis will consult
with DEQE about this case. The work already done has required work within
the buffer zone. An additional issue is the lack of stabilization of the
area behind Mr.'Goffredo's house.
MOTION: To issue an Enforcement Order to Tifdan 'Development requiring
stabilization by'revegetating areas of construction within 100
feet of wetlands, including Mr. Goffredo's property, to prevent
siltation and erosion (with the DEQE copy cross- referencedto File
SE211 -248).
