REQUEST FOR DETERMINATION OF APPLICABILITY
Michael Peterson- -East Street (near Echo Hill Estates) -- Installation of
1,320 feet of 8 -inch water main in East Street
Mr. James Dunn of Dunn Engineering explained that the applicant intends to
dig on both sides of the culvert first, with sedimentation controls in place,
before the main is installed. Currently there not much discernible flow
through the culvert. Dick Lewis suggested having a small pump and some stone
on hand in case it is needed for de- watering. The asphalt from the project
will be reprocessed. They hope to complete the work on June 22. The
applicant was asked to notify Dick if this date changes.
MOTION: To issue a' negative determination (no. 3), on the condition that
the work is done according to plan, siltation controls are in
place, the ,;Agent is appropriately notified, and de- watering
controls are employed.

REQUEST FOR DETERMINATION OF APPLICABILITY
Francis M. Goffredo- -256 Williams Street -- Installation of fencing
Mr. Goffredo submitted a Board of Health septic system plan showing an
outline of where the proposed four -foot chain link fence will go. Dick Lewis
felt that no additional siltation controls would be necessary. If Mr. Benoit
doesn't respond to the commission's enforcement order, Mr. Goffredo will have
to loam and seed the area before the fence goes in.
MOTION: To issue a negative determination (no. 3), given the fact that
siltation controls are already in place.

WETLANDS PROTECTION ACT HEARING
Town of Mansfield (Planning Dept.) and Walmark Corporation -- Between 491
and 1495 Fruit Street -- Maintenance and improvement of drainage easement
located between houses at '491 and 495 Fruit St.
Mr. Ed Marcheselli explained that Walmark will be cooperating with the
town in- correcting a, drainage problem at the above locations. The problem
consists of the ;pooling of drainage water which flows from the existing 30; RC
pipe, with some 'additional flow from the man -made ditch which runs somewhat
parallel to the Town of Mansfield easement for the sewer trunk line. In
answer to Comm. :Rhoads' questions, he explained that Dunn Engineering had
worked out the grades, and the grade was sufficient to take the flow away; the
carrying capacity of the 30; pipe has been checked to match the three 18 ",
pipes. 'According to Mr. Dunn, there is not that much flow currently; the
grade will be built up so the new pipes will be at about the same grade as the
old. Rip -rap size has not been specified, but should be six inches or
better. Dick Lewis advocated as smooth a rip -rap .channel as ,possible. On the
house side of the existing headwall, there is need for ,protection to prevent
falls. The commission will walk the site Tuesday, June 28th at 6:30 p.m.
MOTION To continue to July 11 at 9:35.
