REQUEST FOR DETERMINATION OF APPLICABILITY
Sanford Ecological Services, representing Amtrak- -Along railroad right of
tway -- Vegetation management control; herbicide, application
[Comm. ,Rhoads 'left the meeting for the duration of this hearing.] The
' Sanford representative explained that there can be no herbicide /pesticide
spraying within 10 feet of a wetlands area. Sanford has marked any wetlands
within 19 feet of the center line of the tracks with temporary ;orange ; paint.
Permanent marking will be done when the wetlands line has been determined by
'the Conservation Commission. At this time Sanford is requesting a
determination on, and has marked, only the no -spray zone areas.
Comms.'IOuellette and O'Neill indicated concerns about storm drainage into
wetlands, particularly in a hard,` fast storm. The site will be evaluated by
the commission on August ,6, beginning at 9:00 a.m.
MOTION:` To issue a positive determination, nos. 1, 2, and 3, with written
comment following the site inspection.

WETLANDS PROTECTION ACT HEARING: SE211 -264
TifdanrDevelopment -- Williams Jewell Streets Captain John Williams
Estates - Roadway /grading within buffer zone; proposed drainage to :exit
into wetlands
Mr. Trowbridge represented the applicant. The site is within the water
protection district. The flood storage compensation area was outlined on the
plans presented. The applicant has provided the Town with an easement for
' surface storm drainage. Approximately 800 square feet of wetland filling is
proposed on the ,plans presented, according to Mr. Trowbridge. Comm. Rhoads
suggested that the HUD flood plain contours should be submitted with any
future filings; Mr. Trowbridge stated that the contours in most instances
follow the wetlands line.' Comm. Rhoads requested that a note be included on
the plan to that effect. A site along the Wading River which can serve as a
green belt area may be deeded to the Town of Mansfield.
Comm. Rhoads requested routing calculations, and suggested that a one -year
storm be retained for re- charge purposes, as long as there is no safety
issue. He also explained that although the Planning Board requires rational
calculations for 'a 25 -year storm, wetlands regulations call for SCS
calculations balancing the rates of discharge for 10 and 100 -year storms,
particularly sine's subdivision is involved. He requested that test pit data
show the level of groundwater, to ensure that excavation` will not be below the
groundwater.level. Soil data will be necessary to determiu2,whether re- charge
of a one -year storm is possible.
Dick Lewis noted that the area is next to the Attleboro water supply and
suggested that the site might be 'a good candidate for a pre- treatment marsh.
`_- Comm. Rhoads made design change = suggestions for a pre- treatment marsh /weir
system, and Dick Lewis suggested that the wetland alteration could be reduced
or leliminated.

No siltation controls are shown on the plan. Comm. Ouellette suggested
that this issue should be handled with Dick Lewis, preferably before hearings
take place. Book and page information are missing from the Notice of Intent
and will be required for filing the Order of Conditions.
MOTION: To continue the hearing to August 8 at 9:30 p.m.

WETLANDS PROTECTION ACT HEARING CONTINUATION: East Wind Estates (SE211 -226)
[Comm. urllettehef .the room during this hearing; Comm. O'Neill served
as chairma` Siscussion centered around the desire to spare large trees in
the propose replication area._ Mr. Greg Spear stated that he is willing to
subject this area to a deed restriction rather than replicate, if the
Commission chooses. The applicant will now be going before the Planning
Board, but is waiting for Conservation Commission input.
Comm. Rhoads asked whether the applicant has considered combining the
detention area and replication area by shifting the basin closer to the
wetland, possibly creating a pre- treatment marsh and concentrating the
construction activity in only one area. He noted that the Commission should
consider whether saving the trees in the area would be worth foregoing a
one- for -one replication plan. Such a change in plans could be requested in an
Order of Conditions, allowing the applicant to relocate the detention area
when developing its definitive plan for the Planning Board. Such a condition
should refer to Lot 1. The hearing was closed at 9:25.
WETLAND PROTECTION ACT HEARING CONTINUATION - SE211 -258
Home Developers Inc. - -180 Branch St., Lot 3A
Orders should include a finding that alteration of wetlands took place
prior to this filing, and should require additional replication to compensate
for such alteration. In drafting the Orders, Dick Lewis will suggest how to
handle the restoration. The hearing was closed at 9:31.
WETLANDS PROTECTION ACT HEARING
Mansfield Airport Commission -- Mansfield Municipal Airport -- Project
involves the installation of approximately 11,000 feet of security fencing
at the airport.
Mr. Edward A. Welch of Fay, Spofford & Thorndike, Inc. represented the
Mansfield Airport Commission. An eight -foot perimeter fence with barbed wire
is proposed, because of excessive vandalism at the site. The Norton
Conservation Commission has issued a Negative Determination for the portion of
the work within their jurisdiction. Dick Lewis stated that most of the work
is within the 100 ft. buffer zone, except for the brook crossing. Plans have
been submitted for that area, and he foresees no difficulty. The Commission
can specify that work in areas of concern can be concluded within one day.
The Orders of Condition will be included as a part of the contract issued for
the work.
Abutter Lou Andrews asked how the cement will be brought in; he was
assured that the work would be done by hand. He requested clearing of
obstructions which may be caused in the brook.
