School Street Realty Trust--School St., Assessors map 6, parcels 52 and ,
53 - -7 -lot subdivision (Whitetail Acres) - road and drainage system
Mr. Bob Swanson, of Bay Colony Surveying, presented plans (sheet 2 rev.
July 18) for a road /drainage system only, showing hay bales, bordering
vegetated wetlands (staked by ?a Bay 'Colony biologist), flood zone, and
elevations (based on elevations from town map figures for the other side of
the tracks, since this area is not shown on flood maps). TR55 drainage
calculations were included in the filing; for the 25 -year storm a zero net
increase was shown; for the 100 -year storm, a slight decrease. Storm water
will be ,piped and stored underground, using a system of 54 galleys surrounded
by crushed stone. Flood zone compensation has been included in the plans.
In response to questions from Chairman Sweet, the applicant stated that
calculations had not been done to determine what year storm would result in no
effluent. The groundwater table is at an elevation of 136 feet, based on test
Mits dug in February `,o,.f 1988. Commissioner Rhoads ask d whether the system
ould be ba4tdeJ, ems'Whether a 12" corrugated pipe f ffenu d act as
impedance if necessary.
No wildlife statement was included in the Notice of Intent, other than
references to the habitat maps. Commissioner Rhoads suggested a statement for
the record regarding wildlife, since the maps only look at rare species. Work
is proposed in the buffer zone, but not within wetlands.
The applicant's representative stated that dry wells are not a problem.
The commission will walk the site at 6:30 on August 29.
MOTION: To close the hearing. (O'NEILL - OUELLETTE; all in favor) VOTED

where monitoring wells could ,go. Comm, Rhoads expressed a desire to get a
- well on _public land; ideally, one at Franklin St. and one at the mid- point; a
low and high groundwater level could be established for two such wells and
would serve as a baseline for a reasonable monitoring program. The applicant
agreed to pursue three wells: one on the easterly side of Franklin St., two
on the westerly side (one on a lot owned by the Housing Authority).

result.
A detail drawing of the pipe which will feed into the river was
presented. Dry wells are acceptable to the applicant.
Mr. Corbett stated his preference for working with Dick Lewis on a section
by section basis regarding percentage of lot cover and amount of impervious
surface. He said it would be his desire not tgt encumber the Orders with a
maximum percentage 04 7hO56 lets 044'a +t1e the &Vjoe -zone,

This subdivision has involved filling 7500 square feet, for which there
has been no replication, Dick Lewis has made the suggestion to the applicant
that Sanford look at creating one larger rather than two smaller replication
areas.
GREEN ACRES SE211 -231 - Discussion
Mr. Maloon informed the commission that Mr. Boutas would like to relocate
the detention area. The engineering data would constitute a significant
change, calling for an Amended Order of Conditions, with a new hearing. Comm,
Rhoads suggested contouring around the ledge which Mr. Boutas ran into,
calculating how much more replication would be needed to make up the shortage,
rather than relocating the entire area. It was explained that the applicant
would have to file a request for an Extension Permit, or the Order of
Conditions would expire.
The commission also asked that Mr. Maloon speak to Mr. Boutas regarding
lot 3A on Branch Street.
MANSFIELD MANOR ESTATES
An an issue regarding Mansfield Manor Estates was also raised. Two plans,
both dated Feb. 11 1985, conflict, one showing a head wall, with an
intermittent stream. The compensation area has not yet been built; building
it will eliminate an area of trees; guidance was requested from the commission,
