WETLANDS PROTECTION ACT HEARING: SE211 -274
Cabot, CaboE & Forbes--l-99 Industrial Center tots 722 -724, Hampden
Rd. -- Construction of 104,000 sq. ft. warehouse addition; plans proposed
include drainage into wetlands and filling of wetlands.
Mr. David Grant and a representative from Norwood Engineering described
plans for an addition to the building occupied by Ralph C. Hagen ,pet food
I distribution /warehouse operations. Approximately 800 square feet of wetlands
must be filled, according to Mr. Grant, because of the need for long, straight
bays and open space within the building to maximize its efficiency. Sanford
Ecological Services, which flagged about .7 acre of bordering vegetated
wetland, proposed as compensation an area similar to that being filled, where
red maples currently grow. The runoff from the building has been redirected,
partly into an existing ditch. The capacity of this ditch to handle the flow
has been verified by the applicant. The Mass. DPW definition of rip rap will
be adhered to (i.e., flat faced, not less than 50 pounds, with small rocks in
between). Siltation fence detail has been included in the plans.
Commissioners elected to walk the site on an individual basis.
[Comm. Rhoads joined the meeting following this hearing.]

Captain Jon Williams Estates
Comm. Rhoads reviewed the drainage calculations, finding them adequate
with flows reasonably balanced. Special conditions should be centered around
construction details and environmental controls around the basins. 'Adding the
easement on lot 2 can be specified in the Orders. A finding should be
included that this area will be subject to flooding, and a copy of the Order
sent to the Planning Board. Work is already taking place, and wetlands have
already been altered. Dick Lewis will check on what the Planning Board has on
record regarding easements for this site.
MOTION: To close the hearing.

Bob Swanson, the Town Engineer, and Bob Powers were present. The
Commissioners have walked this site. A letter has been received from Atty.
Gelerman verifying that the town is ,a co- applicant with the abutters.
Commissioner Rhoads commented that a very flat center line road grade has been
proposed (.5 %), which maybe almost impossible to ,grade correctly. He also
proposed a cascade type of grate in some areas, because there are 700 -800 feet

between catchbasins in places. Although no balancing of flow will take place
t' within this filing, one area between stations in the proposed Melody Village
subdivision area may be a candidate for a 4 x 4 leaching galley (on each side
of the road) to balance the flow better. Finally, Comma Rhoads pointed out
that one area of wetland has not ,much of a positive outlet (see sheet 3 of 5);
Bob Powers and Bob Swanson will address these points on site, with Dick Lewis.
MOTION: To continue the hearing to Nov. 28 at 9:00.

subdivision -- Altering configuration and working within 100 ft. of
vegetated wetlands
A revised plan, dated Nov. 10, 1988, was presented. No filling has been
proposed. Construction of a v -notch weir included in the new plan has already
begun, with the footings in place. Siltation controls are also in place but
are not shown on the current plan. Mr. Folkman has secured verbal permission
to !drain onto abutting land; he will submit a written agreement to the
commission. Comm. Rhoads asked for a 20 -ft. easement at the site for the
purpose of maintenance by the town. He also suggested that some temporary
alterations (e.g., suggested by the 176.21 grade shown in the ditch on the
plan) may not be identified. Mr. Maloon will check on this. hick Lewis
requested construction details for the v -notch weir, as well as the size of
the pipe. Commissioners will walk the site individually.

Lot 7A has been sold, and the purchaser wants to do landscaping, which has
not been completed this season. 'Hay bales have been installed around the
perimeter, and the site has been loamed, raked, and graded. 'There has been
some modification to the plan from the original Notice of Intent. The owner
has set up a passbook account to be held jointly with the Commission, and has
agreed to complete the stabilization work by June 15, 1989.

chance for putting the replication on lot 17, upstream side of the culverf
crossing on Frederick Lane.
National Lumber - `gravel removal
Gravel has been taken from town -owned land in an aquifer area
approximately 1500 -2000 feet from the wells. Dick Lewis has discussed the
issue with the Town Manager and the Board of Selectmen, and has been pursuing
compensation in the form of cooperation in closing off Maple Park and
installing some berms. The hole left by the removal of the gravel is being
filled with loam.
Commissioner Rhoads suggested that the commission write a memo to the Town
Manager, with a copy to Bert Cook, strongly urging that the town attempt to
acquire assistance in solving the Maple Park access problems and any
l' additional compensation which would relatively equal the value of the gravel.
Commissioner O'Neill urged that the commission issue a cease and desist
order to the property owner, specifying that no gravel be used from the site
until the issue is resolved. He cited section 5.8 of the town charter as
authority for such action taken for the protection of the natural resources of
the town.
Chairman Sweet tabled the issue until the next meeting to give Dick Lewis
additional time to resolve the issue. (Comm. O'Neill dissented, and left the
meeting at 10:46.1
