Brook Street Area
Mr. Steve Bernstein appeared before the commission to remind them that a
problem still exists with water going down into his driveway from Brook
Street. The work done by the town has not entirely solved his problem; in
fact the town's maintenance efforts may have worsened the situation. Dick
Lewis has spoken to Nick Carpeno, who suggested that once the ground freezes,
a backhoe will be brought in to do further work.
MOTION: That Dick discuss this area with the new Town Engineer in order
to provide answers to Mr. Bernstein.

WETLANDS PROTECTION ACT HEARING: SE211 -279
Greenland Co.- -South Park Lane (Forest Park) lots 114, 116, 117- -
Construction of houses, septic systems, driveway /grading within 100 -foot
buffer zone of bordering vegetated wetland
Mr. Trowbridge summarized the plans, which show construction on three lots
within the buffer zone. Wetlands were originally flagged by Sanford for the
Forest Park subdivision. The final contour for lot 114 is approximately
fifteen feet from the wetland. The commission suggested pulling the grading
back to stay off Lot 150A, and getting permission from the owner of lot 113 to
( grade between the two lots. The commission also requested proof of Board of
Health approval, as well as a new plan showing the change in grading, a limit
of work line, the siltation fence pulled back and extended in an easterly
direction with a small amount of siltation fence at the rear of the lot, and
the stabilization plan for the slope. 'Commissioner Ouellette also requested
roof drains into dry wells for recharge purposes. The site walk will be on
Saturday, Dec. 17 at 8:.00 a.m.
MOTION: To continue the hearing to Monday, Dec. 19 at 8:15.

WETLAND PROTECTION ACT HEARING CONTINUATION: SE211 -277
ISPO USA INC. -- Branch Street, lots 3 and 4
The commission had questions regarding the proposed wetlands delineation
on the plans vis -a -vis the existing conditions on site. ;Commissioner Rhoads
felt that topographical delineations would be helpful; he requested spot
shots, going to one -.foot contours. Dick Lewis mentioned that there may be a
hydraulic connection between two of the areas on site. 'Commissioner Rhoads
felt the site was almost all transitional, with very little upland.
Commissioner O'Neill voiced his opinion that no work should begin until the
sewer line is in place; Commissioner Rhoads agreed. A botanist will do a
wetlands delineation; other lots _(e.g., lots 4, 5, and 6) may be involved if
the wetlands line is extended. In addition, because of the irregular contours
on site, storage issues may need to be reexamined. The hearing was continued
to January 9 at 8:05 p.m.
WETLAND PROTECTION ACT HEARING CONTINUATION: SE211 -278 - 11 Eastbrook Rd.
MOTION: To close the hearing
