MANSFIELD CONSERVATION COMAAfISSION 'f) q i MINUTES
MONDAY, DECEMBER 19, 1988 L 2 7 PAGE ONE
Members Present: Chairman Sweet Commissioners NiOyellette '
Owens, Rhoads > Cs[ti d
The meeting was called to order at 7 :00 p.m.
BUDGET REORGANIZATION
Town Manager Dwyer discussed the commission's concerns with regard to
Dick's position and the proposed budget reorganization, explaining his attempt
to maximize flexibility and improve integration of resources and services by
grouping the Planning Board, ',Zoning Board of Appeals, and 'Conservation
Commission under the heading of "Community Development," with a single
budget. Such issues as signing of vouchers, etc. are assumed to be mechanical
in nature, with details to be worked out as needed.
The commission had concerns about not being able to control its own
resources, since the proposed 'flexibility potentially involves moving money
between budgets previously considered separate.
The Conservation Commission's land acquisition account is a totally
separate item, not an operating budget, and will not be affected by the
reorganization. ;
Dick Lewis' current job description will stay in place. 'Mr. Dwyer's view
of Dick's primary function is that of assistance to the Conservation
Commission. The hiring process as he sees it would involve representation by
one or two members of the Conservation Commission, but would primarily be
directed by the Community Development Director, with ultimate approval by the
Town Manger. This is unlike the Planning Board procedures, which are specific
( and set by the Town Charter.
WETLANDS PROTECTION ACT HEARING:
United States Postal Service - -Giles Place, off old Route 140, Mansfield,
MA- -The applicant proposes the construction of a Post Office with
associated parking and drainage within the buffer zone of a bordering
vegetated wetland.
Representatives from Harvey Montague, the architectural firm, and the Post
Office were present. The site is not in the water protection district. Plans
showed siltation fence. Test boring logs were included in the filing.
Commissioner Rhoads observed that leaching galleys are proposed in an area
where the groundwater is at one foot. The applicant maintained there was
enough volume in the pits and void in the stone to handle a 25 -year storm.
The net flow has been reduced for the 100 -year storm (calculated by rational
method), Comm, Rhoads suggested geotextile fabric to prevent fouling of the
medium and extend the life of the proposed leaching pits. The applicants
explained that conceptual plans were being presented tonight, and that the
system design would be finalized by the next hearing. Some of the elevations
shown on the plans do not match up with the contours shown. The applicant was
asked to create a riprap area around the catchbasin to provide a way for
emergency overflow to reach wetlands. Dick Lewis will check out the site this
week. The site will be walked Dec. 31 at 9:00 a.m.

Mansfield Manor - SE211 -134 — Replication area redesign
Dick Lewis has drafted a memo to Steve Davis, MEPA, and hopes to be able
to demonstrate to Pasco Construction that the Conservation Commission has
enough, leverage to require the applicant to do what is needed. Lots 9 and 10
contain buildable area, as do lots 18 and 20. Comm. Rhoads feels both
compensation and replication can be done on site, in uplands. He proposed
-three small basins on the site.
Comm. Owens proposed to send the applicant, Pasco Construction, a letter
indicating that the commission would be carefully scrutinizing release of any
remaining lots, given the compensation /replication issues which remain to be
resolved.
