hydrology, attended the meeting and will submit an application to be on the
Commission through the Town Clerk's office.
DISCUSSION RE FULTON'S POND WORK
Ed Jameson appeared before the commission, Mr. Jameson has been contracted
to do the improvement work sponsored by the Lion's Club. Dick has ,net with
Lorilee Fish, John Rhind and other officials regarding concerns about the bank,
trash barrels, lights, etc. Mr. Jameson explained that the intent was to create
a "passive part::," a "mini - arboretum" for walking through. He stressed that
maintenance has been guaranteed by the Lion's, if the town cannot afford to
maintain it. Comm. Ouellette asked where the high water marl: comes to in the
spring, and how that would be handled. Mr. Jameson stated that no vegetation An
the stream area will be disturbed. Native wood chips will be used on the
slopes, because they don't move ton much. A primary concern will he to prevent
erosion; eventually juniper and forsythia will spread to stabilize the bank.
The parking area is proposed for the fourth year of the project; the concensus
of the group is to move ahead with the first stages of the project and take a
"wait and see" attitude towards the parking lot, depending upon usage. Work on
the banks Ind blocking the flow of water will require the filing of a Notice of
Intent. Clearing, cutting, etc. can be considered routine maintenance for the
purposes of the filing, but wort; on the banks will be regulated.

testing and operating a well, The purpose of the well is twofold: hydrologic
( testing, and the use of groundwater in the manufacturing process if feasible.
The present proposal does not include continuous long -term use of the well. A
four -inch well, approximately sixty fleet deep, bottom twenty feet sealed in
bedrock, is proposed, the purpose of which, at this time is a one -time high
volume test. The activity does not affect the wetlands or the quality of the
floodplain, according to Mr. Haynes. The project is part of a hydrogeologic
survey under DEQE surveillance. Dick's question concerned whether pumping from
the well continuously would drain the wetlands; Mr. Haynes stated they would
return before the commission if they pump continuously at some future time. Mr.
Haynes was uncertain whether abutters had been notified. Nike rowers stated
that a 72 -hour test would have no effect on the wetlands, but would also not
generate data sufficient to guarantee that there would be no effect from
continuous pupping.
NOTIOiN: To close the hearing.

Harrington & Matto, Riverwood Estates
ERC has flagged wetlands, in response to the Commission's concerns.
Oil /Watt,- separator has been moved back toward the street. New plan has
revision date of 3/27/89. Comm. Rhoads requested info regarding balancing of
'flows; sheet flow may not have been taken into account. Mike Trowbridge will
r: avalUate. Dick isn't sure regarding whether the basin will function as a. Piet
basin as currently designed. Mike will make any changes necessary in this area
as well. The planning board gave the go -ahead for the commission to work out
the design of the basin for the maximum conservation benefit. Test holes will
be dug; bottom of pre-treatment marsh must be 1 1/2 feet above water level;
types of vegetation to be used must be specified.
Crossing area: 4799 feet of fill doesn't leave much margin for error.
r Comm. Rhoads mentioned a five -foot strip instead of a 13 -ft, strip, adjacent to
the 2 :1 slope. This issue had not been resolved at the planning board hearing;
the applicant has no problem with it, if conservation backs it. Comm. Rhoads
suggested an alternative placement for crossing, which is more upland. The
applicant must meet the criterion for limited crossing with regard to the 100-
year storm water backup. Conservation Commission will locate the clay barriers;
Mr. Trowbridge will supply the detail. Dick Lewis suggested following DEQE
policy memo regarding replication plan, which would require among other things
measurement of seasonal high groundwater.
