ENVIRONMENTAL PLANNER /CONSERVATION PLANNER WORK PLAN 89 -90
Comm. Rhoads would like to see more emphasis on education /outreach, and
would have no problem with volunteering for some lectures in schools, perhaps
through the earth science program. Booklet: Funding will be sought for
publication. The commission approves the plan as submitted with the above
addition.
LETTER REGARDING KELI GREEN SUBDIVISION:
Additional information will be requested relating to replication data and
the interests of the act being impacted. Copies of the EIS will be requested
also. Delineation of the 100 -year flood should also be included. Comm. Rhoads
feels, with Dick., that the interests of the act must be shown to be protected.
The subdivision as proposed is very dense.
GENERAL PROCEDURES:
Chairman Ouellette proposed having pre - hearing discussions to settle
issues which must be addressed by the applicant before a hearing.
WIND CHIME POND:
Residents want to put down beach sand and build a floating dock. (two
potential Requests for Determination). The commission advised Dick that RBA is
the way to go for the dock, but that the commission is concerned about the use
of pressure- treated lumber. With regard to beach sand, a Notice is more
appropriate because of work within a resource area.
BACK BAY CIRCLE:
Three possibilities presented; the Planning Board Has steered the applicant
(Hope St. Realty Trust) into a composite between two bf the plans presented.
The applicant is looking for feedback. Comm. Rhoads suggested that the farther
away from the wetlands, the better (as in sketch 02). Chairman Ouellette liked
the idea of using the paper street to keep the road as far from the wetlands as
possible. The commission is concerned about the balancing of rates of
discharge.
JOHN DEPALMA:
[Chairman Ouellette left the room for this discussion.] Some infringement
onto Mr. Giles' property; Mr. Depalma said they would re -pave his parking lot.
The edge of the parking area is probably about 10 feet from the wetland. It is
existing pavement and will not be eypanded. Mainline Construction has said they
will put hay bales down to protect resource areas. Comm. Rhoads would like to
see a catch basin with a sump, or approach Mainline about digging a swale to
trap gravel from getting to the wetlands.
