NEW SCHOOL COMPLEX. Dick has met with the state and other involved parties
regarding the plans and will keep the commission informed.
CLEAN LAKES. Dick's feeling is that the Clean Lakes program will probably be
dismantled entirely, and that the Commission should be considering what to do
about the money appropriated for the study of Sweet's Pond.
RDA -- White, School Street - -DEP will be holding a site walk for a Superseding
Determination on 8 -22 at 9:30 a.m.
WETLANDS REPLICATION. Dick called to the Commission's attention a recent
article in the Boston Globe about wetlands replication. He will make copies.
WETLANDS PROTECTION ACT HEARING CONTINUATION - SE211- 304, 26 Cavan Crossing
Mr. Karl Drown presented a new plan. The system was shortened by 15 feet,
and the house size has been decreased and moved forward 11 feet. The plan
is now scaled properly, professionally stamped, and approved by the Board of
Health; it satisfies the Commission's requirements. The issue of drywells can
be addressed in the Orders, as can be the limit of clearing (5 or 10 feet in
front of the hay bale line, for example).
MOTION: To close the hearing.

of Rumford River
Mike Trowbridge presented revised plans (rev. 8 -14 -89). A Cape Cod berm
has been noted on the driveway. Dry wells are shown on plans, as are driveway
grades. Spot elevations given because of proximity to the flood plain. No
filling except for what is necessary to replace pavement that is removed. Hay
bale line will be limit of clearing. Property is on sewer. [Comm. Rhoads
arrived at 8:14.1 Mary Bridges, 38 W. Church Street, abutter, was told the
applicant would be connecting to the sewer on W. Church Street. Kevin McNatt,
150 Rumford Ave., abutter, requested info about the hearing /conditioning
process. The slab and the driveway are both out of the flood plain. The site
will be walked 8 -17 -89 at 6:30 p.m.
MOTION: To continue the hearing until the site walk and then to 9 -11 -89 at
7:40, with the consent of the applicant.

WETLANDS PROTECTION ACT HEARING CONTINUATION - Wood, Franklin St.'
There is no file number as yet, and the Woods are out of town. DEOE asked
for plans to show wildlife habitat, bvw, etc. Dick Lewis suggested to Mr. Wood
that perhaps he could withdraw the NOI and file an RDA instead, given the small
scope of this garage project. The commission agreed with this suggestion.
MOTION: To continue to 8 -28 at 7:25.

WETLANDS PROTECTION ACT HEARING CONTINUATION - SE211 -312
Harrington & Matto - -lots 2, 3, 6, 12, Riverwood
Mr. Wright and Mr. Trowbridge were present. The commission had questions
about the extent of flooding behind the house on lot 2, and requested that the
plan show the replication area on lot 13 in proximity to lot 12, which is
already wetlands. The commission felt that one buffer zone line shown on plans
would be incorrect if the replication area in fact becomes wetlands. The
applicant stated that even after the replication area is complete, there will be
75 feet between it and the septic system. The commission's consensus was that
these concerns could be covered in special conditions. The orders will reflect
restrictions included in the subdivision replication plan orders.
MOTION: To close the hearing, having noted the above concerns.

Jess Realty Trust -- Eastman St. lot 25, Map 41
Ralph Maloon presented the easement requested by the Commission. New plans
rev. 8 -4 -89. Retention area has been re- shaped. Temporary turnaround added, as
were additional items requested by the Commission (hay bales, existing and
proposed contours, test holes). Mr. Garen Bresnick and Steve Shea were also
present. Comm. Rhoads requested documentation that 138' elevation won't be
under water in wet season. Property owners should be amended on the NOI to
include all the owners. Comm. Rhoads feels there are still some drainage issues
unresolved and that flows must be balanced. Mr. Maloon suggested he could
revise some contours. The site walk has been rescheduled to 8 -19 at 7:30 a.m.
Comm. Rhoads noted a stone -lined Swale that the Commonwealth had put in, which
will have to be taken into account. Drainage talcs. will be submitted to Dick.
MOTION: To continue to 8 -28 -89 at 7:00. (and to site walk as well).

Patrick P Eileen Walsh -- Hickory Lane map 34, parcels 106 Y. 107
Mssrs. Maloon, Dresnick, and Walsh presented new plans (roadway and
utilities only). Comm. Rhoads agreed with Mr. Maloons drainage calculations.
He asked whether the wetlands extend into the subdivision, and Dick asked
whether the botanist (from Carr Research) had put wetlands flags up; he would
like to check them Out, since the letter describing the process is very brief.
Mr. Maloon will set up a site walk with the botanist and with Dick.
MOTION: To continue to 8 -28 -89 at 7:20, with the understanding that if
problems result from the field walk the hearing will be continued
to a later date, (O'Neill - Owens; all in favor) VOTED

8 -28 -89 AGENDA: Dick reviewed upcoming new hearings for the next meeting.
LOT ON WILLIAMS STREET (SE211 -248) - An adjudicatory hearing may be held on this
lot, but one of the upcoming hearings on the 28th is a proposal for a driveway
bridge over this lot. Dick's feeling is that the bridge should be denied,
because it will alter wetlands; there are no conditions that will prevent
damaging the resource area.
RECORDING OF ORDERS AT REGISTRY. Chairman Ouellette has concerns about having
applicant filing the Orders themselves. Dick proposed taking a portion of the
fee and filing with the Registry from the Commission account. If approved, Dick
would immediately go to the Town Manager and Fincom to put them on warning that
more money would be coming from our budget, but that it would be balanced by the
additional revenue. The suggestion was made that the applicant submit a check
up front made out in the amount of $10.25 to the Registry of Deeds; if there is
a shortfall, our account can cover it. A note can be sent with the hearing
notice.
MOTION: That the Commission's policy will be as stated above, 818,25 far
individual lot and 811.25 for a subdivision (per deed reference),
wade payable to the Registry of Deeds, subject to any Registry
increase in fees,
