Sturbridge Estates -- Eastman St. lot 25, Map 41
Additional owners were added to the original NOI filing as requested.
Drainage calculations were submitted, by Ralph Maloon. New plans were
presented, dated 5- 24 -59. Calculations were included for two "potholes" in the
area. Together, they do not hold a quarter -acre foot, according to Mr. Maloon.
Comm. Rhoads asked how much runoff results from a one -year storm. On the basis
of the site walk, commissioners also suggested that offsite runoff contributes
to the amounts which must be accounted for, vis -a -vis isolated land subject to
flooding. Storm damage, flood control, groundwater protection interests need to
be looked at, according to Comm. Rhoads. He also felt that there was an
additional area of sitting water and wetlands plants: he requested some
statement from the botanist with regard to this area, showing that there is no
hydraulic connnection. Mr. Maloon has addressed rate, but hasn't completely
addressed the volume issue. Roof leaders were suggested, at least anywhere
there are A -type soils.
MOTION, To continue to 9 -11 -89 at 8,40.

on a newly - delineated wetlands line.

Mr. Faretra described an 8 x 10 dock, kept afloat and anchored by two drum
filled with concrete. Two metal rods will be anchored to dock with large
eyebolts anchored to side of dock. Pressure- treated lumber to be used. Comm.
Cauldwell has recently read an article on pressure- treated lumber; he feels

has been properly kiln- dried, it should not leach out; only if the chemicals are
present on the surface would there be a problem. Sawdust should be kept away

CERTIFICATES OF COMPLIANCE:
[Comm. Smith left the meeting.]
SE211- 131 - -Lot 14, Green Acres. There was no filing on this lot, even
though construction was within the buffer zone. Mr. Maloon detailed progress on
the site of this subdivision. Ledge was encountered in the original detention
area. Subsequent to the most recent 25 -year storm, Ralph was able to get a high
groundwater reading; he will file that soon. Mr. Doutas will also need an
extension for this filing in September. Mr. Maloon will be submitting
additional information regarding the detention basins for the subdivision. The
applicant was reminded that the commission had sent him a letter, dated
with specific requirements, which have not as yet been met. Comm. Rhoads
suggested going over the items, one by one, before the next meeting, to see what
the applicant has yet to do. Comm. Rhoads asked whether the site, as built,
corresponds to the approved Hoard of Health plan, with regard to the retaining
wall. Comm. Rhoads suggested that there should be a filing for the record on
the house built on lot 14. The compensatory storage area was to have been
completed before any construction took place on lot 14.
MOTION: To accept the applicant's verbal withdrawal of request for
partial certificate of compliance, SE211 -131.
