MONDAY, SEPTEMBER 11, 1989 -- PAGE 1
Members Present: Chairman Ouellette, Commissioners O'Neill, Po holelr,`kNds'+
The meeting was called to order at 7:00 p.m.
MASTER PLAN OVERVIEW /DISCUSSION
Dick Lewis reviewed the thinking behind cluster development as presented in
the proposed Master Plan, and described the "residential compound" concept
proposed for R -i areas. Comm. Rhoads asked whether there is any language which
restricts such open space from use as a community recreation facility (e.g.,
club house /community building /stables /greenhouses); he suggested language
specifying passive recreation /conservation. If the area is strictly for use of
homeowners assn. members only, it should not be included in the open space
definition. Attention also must be given to the wording of percentage of
wetland in the amount of open space.
WETLANDS PROTECTION ACT HEARING CONTINUATION - SE211 -313
DUrbano Construction - Remove parking lot /construct dwelling within 100 ft.
of Rumford River
The site walk resulted in suggestions that the area near the bank be
cleaned up and that drywells for recharge be incorporated into the orders. The
applicant was reminded that any use of chemicals to remove the poison ivy in the
area is regulatable. Construction will be very tight, and an as -built should be
required to show that none of the flood plain was filled. Two abutters were
present; they had no questions or comments.
MOTION: To close the hearing.

have been notified. Dry wells and siltation fence are shown on the plan.
Septic system is. outside of the buffer zone. Sanford delineated the wetland
line.

WETLANDS PROTECTION ACT HEARING - SE211 -314
White -- School St.-- Removal of material stockpiled after construction of
pond
Mr. White described the project. DEP suggested that the applicant provide
additional information about siltation and erosion control. There are roughly
35,000 yards of loam which was never removed; it was leveled off at a maximum
depth of six, feet and re- seeded. The grades will be returned to the original
grade. The applicant was advised that anything submitted to DEP must be
submitted to the Mansfield Conservation Commission as well. The meadow will be
baled before excavation. A wind row can be made, or fully baled hay can be
used to protect from siltation /erosion. The excavation which lies outside of
Conservation Commission jurisdiction will be done first. Rebecca White's
attorney was present to represent her interests. His only concern is the value
of the estate and whether that value would be impacted by the work being done.

Sturbridge Estates -- Eastman St. lot 25, Map 41
Ralph Maloon presented information on the wetland at the intersection of
Sturbridge Dr.; Dr. Carr flagged it. He submitted a sketch which approximates
the flagged area, though it is not exact as yet. Regarding the two kettle holes
at the back of lot 19, Mr. Maloon performed an SCS study for the one -year storm;
they do not meet the criteria for isolated land subject to flooding. Comm.
Rhoads would like Dick to walk to check the wetlands line with regard to its
proximity to poorly drained soils and the issue of whether it is a bordering
vegetated wetland. Comm. Rhoads and Cauldwell felt there might be a hydraulic
connection.

easement for access through an adjacent lot will avoid the wetland.
Comm. Rhoads suggested that the commission is always in support of
minimizing wetland alteration, but questions that the lot is buildable. No
resolution of support was taken.
3. Cottage St. extension - Dick requested feedback from Commission so he can
respond to Planning Board. The commission advised that a Request for

Orders can specify that plans be recorded at the Registry of Deeds.
KELLI GREEN, SE211 -309. Dick wrote lel,ter outlining additional concerns and
requests for information: Outside consultant will be employed. Land under
water body has not been addressed. No wetland evaluation report has been
submitted. Documentation required to support allegation that stream is
intermittent. Wetland replication info is lacking. Dates of test holes.
Missing flags in field. One -foot contours should be shown, at least for lot
7 and part of lot 6 within drainage easement. Impact of all 8 interests of
the act -- particularly of groundwater. Insufficient data addressing
segmentation issue, including extent of adjoining parcels owned by the
applicants now or formerly.
