(Owens - Cauldwell; all in favor) VOTED WETLANDS PROTECTION ACT HEARING Municipal Building Committee -- East /Ware Streets -- School complex The abutters have not been notified as yet. Mr. Robert JUUSola, of HMHF Architects, presented the plans an behalf of the applicant. Tom Dolittle, Halvorsen Associates, landscape architect explained that wetlands would be crossed in two places to access the site for a one -way drive. One crossing exists already. The parking lot along one site comes within 30 feet of wetlands. The roadway is 40 -50 feet from the brook running along the site. The building is sited slightly higher than existing elevations. Jeff Oakes, E. J. Flynn Engineers, discussed site drainage. Resource areas are: more than 1500 sq. ft. bordering vegetated wetlands, 900 sq. ft. land under water body /waterway, 170 ft. bank, 860 sq. ft. bvw near culvert (2370 sq. ft. proposed to be altered). Some water will be stored in the red maple swamp, as a natural detention basin. Series of catch basins and manholes, with sumps. Designed to hold about 1 -1 1/2 ft. of water, which allows sediment to settle out. Cattails and rushes will be planted to positively affect water quality. Replication areas total 170 sq. ft. more than areas being altered. Siltation fence shown around all sites to be, altered. Brian Miller, Sanford Ecological Services, did wetland flagging and wildlife habitat analysis which was submitted with the NOI. The stream contains significant wildlife habitat; because bank threshholds are being exceeded, this resource area must be replaced. The land under water body thresholds are not being exceeded, so it does not need to be replaced, according to Mr. Miller. (Comm. Rhoads arrived, 8:27.1 Dick suggested creating a proposed replication areas, to beyond that create the wetland extent will the red maple swami inundated in a 100 -year storm. height of water at one spot in small depression at immediate outfall areas near create area where sediment could settle, then replication area. The elevation for the 100 -year storm is 144.32, but time calculation was not performed. Comm. Cauldwell: The 100 -year storm would push flood into an area which is currently outside the boundaries of the wetland. Comm. Ouellette was interested in whether any storage capacity would be lost in the red maple swamp. Elevation of roadway at the crossing point is 145. The roadway is being maintained at 144.5 inches on average. Peak flow will be less by 30 cfs for the 100 -year storm. Mr. Miller of Sanford saw no flags recently along the stream. Comm. O'Neill requested that any areas which would be unclear should be flagged and staked (ouutfalls from drainage structures, bridge, replication areas). Sewer construction detailed in the NOI. Comm. Cauldwell asked about the de- watering details; the applicant's rep. will provide for the next hearing. Clay barriers mentioned. Landscaping deficiencies will be remedied, the bank will be redressed; $30,000 is being held back for this purpose. Mr. McCaffrie presented an as -built for the building. Mr. McCaffrie feels that no siltation is coming from the library project, and therefore that the facility has no responsibility for cleaning it out; Chairman Ouellette observed that the library /COA facility has a responsibility to see that the replication area succeeds. Highbush blueberries have been planted in the area as Pick Lewis had requested. WETLANDS PROTECTION ACT HEARING CONTINUATION- -SE211 -317 Lot 14, Green Acres Drive - No new information.
