of wetlands - -lots 4, 5, 6 Conrod Acres (nos. 15, 19, 18)
Mr. Dennis Baker, the applicant, was present to answer questions. The
limit of clearing line was shown on the plans, but as a penciled line; Comm.

approved plan will show the necessary details. There is an approved Board of

registered engineer. Concrete foundations buried on site; old shed materials
have been taken to Attleboro dump.

three flared end section outfalls.
Other questions: drainage at Robinson School. Drainage plan for Robinson
School (submitted) shows only dry wells, no perimeter drains which could be
impacted. Sewer line construction and de- watering specs: details provided.
Sohn Miller, HMFH, indicated that the kindergarten building also has no
perimeter drains. Comm. Rhoads would like included in the order that Dick be
included in any pre - construction conference. Bob Swanson had no objections to
the catch basin to catch basin arrangement. Comm. Rhoads sketched an
alternative plan and presented it to the applicant. Comm. Cauldwell mentioned
the possibility of pulling parking areas back and away from wetlands. The
number of spaces (154) resulted from discussions with the School Department. No
viable alternative location or number of spaces for parking area is possible.
The revised plans have been stamped by a land surveyor and a professional
engineer. Chairman Ouellette would like in writing the justification for the
type of catch basin system (cover issues, etc.).

Representatives from Flynn Engineers explained that ground water was higher
than expected, which necessitated a change in plans. Pump chamber incorporated
into design to get rid of water. Overflow into wetlands. New calculations
submitted showed that post - development flows will not be increased.
MOTION: That the field change is not significant enough to warrant a new
hearing and the design solution is adequate to protect the Wetland

WIND CHIME POND - SE211 -57
This project is under a Superseding Order from DEP. Steve Wright, 14 Wind
Chime Pond came before the commission to update the members about the latest
deadline which has not been met by the applicant: an Enforcement Order from the
state that work. must be completed by G- 30 -83. This information has also been
sent to DEP. Comm. Rhoads explained to the applicant that the commission could
write to DEP to urge action on their part. The pond is full; runoff from houses
and land were not supposed to drain into the pond, but are doing so. The pond
stands the chance of becoming polluted as runoff enters it. Erosion is also
happening. Comm. Rhoads summarized the concerns as: 1. Need for some
diking /berming in the diversion channel in easterly end of pond. 2.
Diversion
swale an southerly side of pond is not properly graded and is also causing
erosion. He noted that it appears that the applicant is not performing
according to the Orders of Condition.
NOTION. To send a letter to DEP addressing the previous paints and noting
that the end of the construction season necessitates quick action,
