The commission is concerned about the entire subdivision, not just lot 5,' after a field walk and some response by the applicant, the commission would consider requests for release of individual .lots. Comm. Owens reminded the board that posting a bond is a privilege that MANSFIELD CONSERVATION COMMISSION MINUTES MONDAY, DECEMBER 11, 1989 -- PAGE 2 the commission extends to the applicant who has shown good faith, and that there is a distinction between a good faith applicant who has been hampered by the weather, and the applicant who has not completed the work for unknown reasons. MOTION: To deny the request because no additional work has been done on the lot. (O'Neill - Cauldwell) Comm. Rhoads suggested sending a letter to the applicant stating that the board's action on a motion to deny was delayed in order to inform the applicant about the preceding discussion, and in order that the commission could do a further site work and explain clearly in a letter what the shortfalls have been. MOTION: To table the motion until 12 -18. (Cauldwell - Owens; all in favor, O'Neill, Smith abst.) VOTED A field walk will be done at 7:30 on Sat., December 16. CAPITAL IMPROVEMENT PROGRAM Comm. Rhoads feels that in order to justify a request for $100,000 the commissioners will have to have facts, figures, and specific proposals at their fingertips. MOTION; To support the request for $100,000 each year for four >vore years in addition to the $100,000 previously voted for next year. (O'Neill - Owens; all in favor) VOTED CLEAN LAKES Since this program is dead, Dick suggested that the commission should make a decision, by January, about an article redistributing the money previously voted for a study of Sweet's Pond. All commissioners agreed that they would prefer to use the money for conservation land acquisition. Dick will draft an article for the commission's review. TRAIL MAINTENANCE PROGRAM This aspect'of the capital improvement program which Dick has proposed as a joint effort with recreation, would make use of volunteers and employees to maintain a system of trails /conservation land in Mansfield. The selectmen want to do it with no costs. Dick's proposal: $90,400 cost estimated for paid employees, feasibility study, equipment. Chairman Powers' compromise /fallback position: minimum of $500 equipment funding with volunteers to maintain trails we now have, so people become familiar with currently -held land /trail resources and feel positively disposed to acquire additional land. Comm. Rhoads' fallback: aerial survey of the town, to aid in planning; Yankee Magazine has,a summer intern program in which college interns are placed on environmental projects. Commissioners also proposed commemorating Earth Day by holding a series of walks. Dick will investigate areas where compromises could be made if necessary to avoid losing the whole idea. MOTION: To support the proposal for creativnlimprovement of trails in conjunction with the Recreation Dept, (Rhoads - O'Neill; all in favor) VOTED REQUEST FROM PAT DEPILLO FOR LETTER OF SUPPORT FOR VARIANCE FROM ZDA The original minutes of 8 -28 -89 were reviewed; support for variance regarding lot D was indicated, but reservations were expressed regarding lot C. Chairman Powers suggested it would be better to delineate the concerns and observations of the commission with regard to the project, without taking a MANSFIELD CONSERVATION COMMISSION MINUTES MONDAY, DECEMBER 11, 1989 -- PAGE 3 position of support. Comm. Rhoads drafted a letter reviewing the commission's concerns, etc. and stated that the board could consider supporting the proposal if the applicant could answer these. NOTION: To send the letter drafted by Co)?m?. Rhoads (Rhoads -• O'Neill; all in favor) VOTED Richard Blandori, Perkins Ave. Mr. Blandori has requested support from the commission for proposed sewer easements and lines out to Central St. Dick doesn't feel that commission involvement is warranted. Chairman Powers noted that the proposal does not involve wetlands and therefore the commission need not take a position; although the commission might like to see the house on sewer but it will not endorse /recommend how the sewer gets there as long as it doesn't involve the Wetlands Protection Act. MOTION: To send a letter indicating the above to the applicant. (Owens - O'Neill; all in favor, Rhoads abstaining) VOTED WETLANDS REPLICATION POLICY Change VI. delete "cash bond" and replace with "surety ". MOTION: To adapt the policy, (Owens - O'Neill." all in favor) VOTED Letter on Life Care The commission advised Dick to respond to Mrs. Lestan stating that at this time we have no filings before us, and to generally explain the jurisdiction of the commission.
