Rules and regulatiOnS for conservation lands: Commissioners received from Dick samples of rules used in Wrentham, as well as rules formerly in effect in Mansfield. Hours for use can be specified as sunrise to sunset. Overnight camping is allowed only with adult supervision and with the permission of Mansfield Conservation Commission. Open fires and liquid fuel require fire permit from Conservation Commission and from Fire Department. No trees, plants, bushes, or flowers, shall be defaced, cut, or removed except as permitted by the Mansfield Conservation Commission. No trails shall be cut or marked, dams built, or any type of structure constructed except as permitted by the Mansfield Conservation Commission. Hunting and fishing are allowed in season with proper licensing in accordance with applicable laws_ No motorized vehicles are permitted except in specified parking areas. Discussion will continue at the next meeting. Request for Partial Release for Lot S, Jason Lane - SE211 -159 Mr. Lanchanski and Atty. James Roberti, Milford, were present to discuss the request. Septic systems as- builts were reviewed and compared to the original sepia. [Comm. Rhoads arrived at this point.] Chairman Powers informed the commission that the Planning Board is working out a completion schedule (including the detention area) with Mr. Lanchanski. Mr. Lanchanski stated that the detention area work is no more than a $2000 job, and fie has offered $10,000 in whatever form is satisfactory to the commission. He will build whatever type of berm the commission specifies; at 3 ft. wide and 2 ft. high, running along the length of lots 2, 3, and 4 (545 ft.), and filled with gravel at $8 /yd., the actual cost would be under $1000. Labor would come to about $576. The condition of berms for lots 2 and 3 was included as a precaution, since it was not known where the septic systems would be placed, althea h Lot 4 does need berm work. He is requesting immediate release of lot 5 (based upon the understanding that he will post $10,000 in a passbook account), and then, upon letters of assurance from occupants of lots 2 and 3 (which may not require berms) that they would allow work in the spring, release of additional lots. Mr. Lanchanski still owns lot 4. Lots 1 and 9 are vacant and under potential agreement. Chairman Powers would like a schedule of completion for the work before release of any lots other than lot 5. Mr. Lanchanski requested an extension permit; as a condition for the extension, the commi=ssion would require that a construction schedule be submitted within 45 days for the completion of the detention area on lot 5. Also, lots 2 and 3 must be inspected to determine whether final construction necessitates the berms specified in special condition 02 of the original order. The commission will require letters from owners of lots 2 and 3 giving permission to do the work if it is deemed necessary. Lot 4 will require a berm. MONDAY, DECEMBER W, 1909 w-- PABE 2 Mr. Lanchanski asked for guidance from the commission regarding this berm. There had been concern about additional runoff created by the addition of semi - impervious surfaces. Recharge is the concern; Comm. Rhoads suggested that a one -foot swale would suffice. Comm. Smith suggested a berm might look better, and could be done now. The consensus of the commission was to release lot 5 provided that; permission for berm work is granted by owners of lots 2 and 3, and lot 4 if ownership is transferred; the receipt by Dick of a passbook account in the amount of $10,000; a construction schedule for completion of the work be submitted within 45 days; lots 2, 3 and 4 be evaluated as to the need for berms as specified by special condition H2 of the original order; and that one lot be held in reserve until work is completed, MOTION: To issue a one -year extension (from 12 -181 for SE211 -IS9 to include the previously discussed five conditions, (Rhoads -- O'Neill; all in favor, Smith abstaining?
