Selectmen, and Planning Board) to discuss the issues "raised by Dick's memo on this subject. Close to 1100 units in East Mansfield need some measures taken to protect the aquifer. The consensus was to support the redirection of monies set aside for W. Mansfield sewer work to East ,Mansfield and to have any future monies go towards East Mansfield instead of West. Sewering East Mansfield will not promote additional development, but will p'etter accommodate what is currently proposed and approved. :Warrant articles yihich would achieve the end of redirecting the W. Mansfield sewer allocation ".,,must be submitted by the end of January. Comm. Rhoads raised a concern that the wording be loose enough so as to apply to design as well as construction, ,;and give authorization to pursue 557 funding (DEP grant program, reimbursement); ,'he also felt that procedures for assessing sewer betterments should be evaluated and, in place. MOTION: To co- sponsor an, article, with review and approval of verbiage to follow later, "'which, would promote the ends stated above. (Owens - 01' V! I, a11.in favor),.. Flagging has been double- checked. Mr. Maloon submitted plans showing discrepancies /changes, etc. Carr was replaced by Sanford. Chairman Powers had question about one area. Sanford will be coming back, so this area can be put on their list for checking. Ralph submitted one -foot contours (tail end of lot 7).': Area is in water protection district; retention is required, not detention 95 Mr. Maloon has proposed. He stated he will probably propose combination detention /retention. Wildlife concerns regarding bank area will be addressed by "Sanford. Wetland crossing is entirely on Jess property; this is the applicant's response to the commission's concerns about segmentation. Jess has owned the parcel for 30 years. The commission will be walking the site again when Sanford, is done (approximately 30 days, according to Mr. Folkman), before the next hearing. Sanford will be addressing the water 4uality issues at the pext hearing. Mr. Fillmore, abutter, questioned wetlands line, etc. Comm. Owens raised a estion: if Jess sold to Bonvie, how would the Commission 'look at the project. omas McShane, resident of Austin Farms, asked about the segmentation issue. letter from Mr. Maloon is in the record explaining that the wetland terations are entirely on Jess Realty property. Lot 11 is Mr. McShane's lot; s concern is about where the 100 -year flood level will be. Standing water is out 12 feet from the back of his deck; he hypothesis that the water will ready have flooded his yard by the time it gets down to the compensation area oposed on Ronwood property. Chairman Powers feels that the compensation is o far down - gradient of the project for which it is compensating. Mr. McShane ked what the changes of water elevations are; the commission will look for at in response to Mr. McShane's questions and concerns. - NOTION: To (O OTION; To (O continue the hearing to 3 -12 798 at 8:88.
