REQUEST FOR DETERMINATION OF APPLICABILITY - Sanford Ecological for Amtrak A field walk /ride was held on 3 -10 with a Sanford representative. An additional wetland (not flagged) found in an area north of the station, west of the tracks near the bleachery and in the vicinity of Tighe Trucking. The Sanford representative stated that this area will be delineated. NOTION: To close the hearing. CCauldwell - O'Neill; all in favor? VOTED NOTION: To issue a positive #1, noting that the additional wetland observed on the field inspection shall be included as a limited spray zone. ?O'Neill - Cauldwell; all in favor) VOTED REQUEST FOR DETERMINATION OF APPLICABILITY - John Cleary, 473 Elm St. Mr. Tim Boswell, installer, explained that project involved the repair of Mr. Cleary's septic system, which will be about 80 feet from wetlands. Dick feels, after seeing the site, that these are vegetated wetlands which are probably part of a larger system. He recommended a negative 03 determination, consistent with previous commission decisions on septic system repairs. MOTION: To close the hearing. (O'Neill, Poholek; all in favor) VOTED NOTION: To issue a negative #3 determination with the provisions that the system not be any closer than shown on the plan, that hay bales be installed as needed, and that an approved board of health plan for the final location be shown to the commission or its agent. (O'Neill, Poholek; all in favor) VOTED CERTIFICATE OF COMPLIANCE: SE211 -177 The applicant has requested release of what was formerly lot 7 (now known as lot 13). There is no work near wetlands, but the lot is encumbered by the subdivision order on Robinson Court. MOTION: To send letter to the applicant explaining that the order of conditions expired, and that before a certificate can be issued for this lot, either an extension permit must be requested for the subdivision, detailing what work remains, or a certificate for the entire subdivision must be requested, (Cauldwell - O'Neill; all in favor) VOTED CERTIFICATE OF COMPLIANCE: SE211059 Mr. McKenna requested a certificate of compliance for lot 2. Abutters have been notified. The proposal is to construct a gravel--based driveway to access an existing dwelling. The Sullivans have purchased property to enable wetland alteration to be reduced to 490 square feet. Siltation controls are shown on the plan. Mr. DiGregorio stated his reservations about replication on such a small scale in such a small area, and so close to the river itself. (See 10.55 Par. 4 (c) 1 -3.) There will be a minimum width of 10 ft. at the crossing, 12 ft. elsewhere; 6" of cover over a 12" pipe, with small rip -rap, small stone keyed into the base. Existing grades (i.e., very flat) will be matched on either end. Mr. Sullivan mentioned his intention to put a slight bermed apron at the end of the driveway to keep street runoff off of the driveway. Field walk 7:30 a.m. on 3 -17. Applicant was told that orders could be ready at the next meeting. The commission's consensus was to waive replication requirement in this case. Dick's draft includes 7.5 percent reduction. Comm. Rhoads 'suggested taking the approach that a 12,5 percent reduction is not feasible, because even if expenses were eliminated entirely, salaries would have to be k reduced too greatly. Comm. Rhoads observed that lack of proper salary increases does not promote the continuity necessary for an experienced staff to do an efficient job, and may well promote lowered morale. Commission representatives will meet with FinComm 3 -24 -90 at 3:30 p.m. Dick will draft a letter for Marilyn's signature. LIBRARY MEETING (see ',minutes of 3 -5) Meeting attendees included library trustee, building inspector, librarian, Comm. Cauldwell, engineering firm rep., conservation agent. Library is now _occupied on a temporary basis, and afire egress from the back of the building is required for permanent occupancy permit. Pre -fab, structure which would be bolted to the building on one side was discussed. Library point of view leaned towards trying to get town forces to do the work. Roof leaders come down the back and the outfalls are right onto the riprap, which is only one layer thick. Bert suggested digging a trench, and setting pipes below grade surface. An old (and inaccurate) survey was used, which contributed to multiple problems on the construction site. Dick has observed that more indigenous vegetation is required in the replication area.
