DISCUSSION OF REPLICATION FOR MANSFIELD MANOR ESTATES - SE211 -134
On 3- 21 -90, a group of town employees and Comm. Rhoads met to discuss the
issues with regard to this project. Replication and stormwater issues have been
separated. The receiver for the subdivision is the Back Day Brook; it is
possible that the peak discharge rate could o0,q,9Ur,ijg advance of that from Back
Day Brook and that no e(etention is needed, buts M .calculations have been offered
to support this theory. Comm. Rhoads submitted to the commissioners a memo
detailing the information necessary to substantiate whether the subdivision peak
is offset to that of Back Bay Brook, and the cumulative relationship to
downstream conveyance ability. Comm. Rhoads is looking for support for this
approach before the applicant and town employees go further with the
calculations to address these stormwater issues.
MOTION: To approve the six-step wBwo dated 4 -23 -90 and presented by Comm.
Rhoads (see attached).
(Owens - Cauldwell; all in favor, Poholek abstaining) VOTED
MOTION: To send letter to the applicant noting that the commission has

be completed forthwith, this construction season.

WETLANDS PROTECTION ACT HEARING
David Duhaime - -131 York Rd. -- Construction of single family home within 100 -
ft. buffer zone
Mr. Maloon described the project, a home proposed for lot 4, which portion
of the project is basically a pine grove. Proof of abutter notification was not
available. The question arose as to whether this lot is subject to a walking
easement, as a condition of the original subdivision plan. This house will have
no gutters, only a drip edge; therefore roof leaders into dry wells is not an
option. The alternative suggested would be to recharge runoff from the driveway
by putting a crushed stone dry well on the lot at the end of the driveway; a
berm could be placed on the southerly side of the driveway. The site walk will
take place at 6:15 p.m. Monday evening, 4 -30. Ernie Csaky, a resident of Forest
Park, asked what lot was under discussion and indicated, that a number of the
residents are becoming concerned that destruction is occurring near wetlands and
the brook; the commission's jurisdiction was explained. The commission
requested an approved Board of Health plan. The applicant asked that siltation
be controlled using siltation fence rather than hay bales; he was advised that
the orders will say "siltation controls." The walking easement issue must be
clarified; lot must be staked by site walk.
MOTION: To continue the hearing to 9:00 on May 7.

WETLANDS PROTECTION ACT HEARING CONTINUATION - SE211 -328
Douglas A. King Builders, Inc. -- Construction of single family house- -
Hilltop Lane, lot 20B
The site walk was held April 20. The BVW appeared to be well - flagged.
The house and septic system will be located at the top of a hill. A new plan,
showing a down -sized septic system, dated 4- 10 -90, was given to the commission
at the site walk. Mr. Howard Magier, an architect working for Douglas King
Builders, was present on behalf of the applicant. Abutters have been notified,
and many were present at the hearing. An approved board of health plan was
submitted. Louis Hayward, 11 Hilltop Lane, South Easton, a former board member
of the condo association, explained his concerns about erosion effects on the
adjacent condominium association property; this was a lot identified and
subdivided as part of the condo assn. open space area; they wonder whether the
lot can be improved without affecting the wetland. David Paschall, 30 Hilltop
Lane, S. Easton, has lived there over 8 years and reported that in heavy rain
there is excessive runoff as conditions now stand. He is concerned that runoff
will be a greater problem after landscaping; he maintains that the current
catchbasin is not handling the runoff, which backs up into wetlands. Susan
Hayward, 11 Hilltop Lane, wondered whether some fill has already been done, and
whether erosion is already a problem. Comm. Rhoads, looking at the site plan,
commented that there is potential for water running into part of the adjacent
lot of the condo assn., but since that area is not a resource area, it is not
under commission jurisdiction." The applicant's driveway should be bermed and
sloped to cut down on increased runoff on the slope. Gutters will be required,
in order that roof leaders be Out into dry wells for recharge, especially given
the steep slopes. A special condition must be included stating that grading
be done in such a way as to prevent long -term erosion. According to residents
present, that section of Hilltop Lane has not been accepted by the town, partly
because the drainage is inadequate. A copy of the Order of Conditions will be
sent to the Easton Planning Board and Conservation Commission, and to the
Mansfield Planning Board as well, with a cover memo.
MOTION: To close the hearing.
