Gene Reilly, National Development Corporation - Proposed plans for School St.

in its current conception can work with or without those parcels. Aerial
photography has been used to estimate potential wetland areas in one large area

of the parcel. The proposed project would be similar to Mansfield Corporate
Center, and would entail office and R f. D use; buildings would range from two /
to five stories. State permitting process, including and ENF, will begin soon. `.
only a conceptual plan was presented at tonight's meeting. The subdivision road
layout will be close to what is drawn, though building locations may change.
The crossing of a ditch will involve commission review. A detention pond
location is shown on the conceptual plan. Sewer will be continued down from
140. Five hundred linear feet of bank will be altered. A full wetlands review
must be conducted, as pointed out by Chairman Powers. Buildings are shown 50
feet from the pond; Chairman Powers stated her view that buildings should be
further from resource areas. With regard to any wetlands filling, Mr. Reilly
was advised against segmentation of the project. In addition to bank, land
under water body will be disturbed. EIR process will take at least a year; Mr.
Reilly estimated that it may be two to three years from now before the economy
is in shape for this project. He stated that not much can be done regarding
any train station project until budget constraints are resolved, though they
stand ready to assist the state when conditions are favorable.
REQUEST FOR DETERMINATION OF APPLICABILITY - Blane Polymers - 751 N. Main St. -
installation of four monitoring wells within 100 feet of Rumford River and
resource areas
The filing has been made to ensure that the Town of Mansfield was aware of
the project; most of the work will take place in Foxboro, which has issued a
negative determination. Monitoring program being conducted in conformance with
state requirements. No activity other than the installation of the wells. No
pumping. No impact to resource area.
MOTION: To issue a Negative #3 determination with cc to Foxboro (,
conservation Commission.

LANDFILL CAPPING
Anni Autio, of Camp, Dresser R McKee, and the Town Engineer and Assistant
Engineer presented plans for capping the landfill. The site abuts wetland area;
one area is tributary to the Canoe River. One of two methods will be used:
either placement of a soil capping system, using impervious soil with high
amount of clay, or use of a synthetic lining /membrane system. The commission
advised filing 'a Rill Notice of Intent rather than the abbreviated form.
Siltation controls will be included. All of the work will stay within the
.landfill limits. Contractor will be given limits, based on agreement reached
with DEP. With regard to refuse in relation to Shell Pipeline, it has been
ascertained that no refuse placed over the pipeline. The edge of the cap will
'be placed several feet from, the center line of the pipeline. A methane gase
venting system will be included. The primary impact to wetlands increase in
flow. Small detention basin proposed, which can handle difference up to the
100 -year storm. Site walk will take place on 6 -16 -50 at 7:00 a.m.

WETLANDS PROTECTION ACT HEARING - Bismarck Realty Trust, for Peter DeGirolamo
East Street
Abutters have been notified. Dick passed out a copy of recommendations
made by the Board of Health. Peter DeGirolamo, trustee for Bismarck Realty
Trust, which owns the property, was present, as was abutter Linda Sohn. The
stockpiled material is within 1OTJ/ TV wetland. Dick Lewis feels wetland
line is accurately depicted ;Whe applicant was irnstr- tteted to install hay bales.
Ouestions remain as to state permit required for processing /demolition of
asphalt /concrete brick stockpiling. Getting rid of this pile would be a one-
time remedial action by the DEP. Any farther activity would require a DEP
permit. Material'will be stockpiled for an indeterminate amount of time after
it is processed, if possible in the buffer zone. Dick requested copies of
correspondence etc. between DEP.and Mr. DeGirolamo regarding this project. Dick
(- will check with the state as to regulations /policies for stockpiling within the
buffer zone. A question was raised as to whether processing well in advance of
disposal will potentially release more oil waste etc. into the area; Dick will
check into with DEP.
Linda Sohn, 621 East St. -'Are monitoring wells /soil testing procedures
',etc. needed from the'commissiori's point of view. The commission might address
that after the pile'.is processed. One area is poorly drained. The commission
will take a look, but the area,is probably not tier their jurisdiction. It was
explained that the commission will be considering wetlands bounds, assessing
impact, looking for signs of stress in the wetland plant community. New asphalt
as well as old is there, which may be more oil- bearing. After the pile is
removed, the area may have to be re- evaluated. Site walk 6 -16 -90 9:00 a.m. -

siltation on the northerly side of the site would be addressed. Remaining
