(OfNeill - Owens; all in favor) _ VOTED LOT 21, AUSTIN FARMS (SE211 -288) - House is being pulled away from lot 20; plan shows wetlands 40 feet from the garage, instead of 65 ft from the house.' Driveway will pitch down, toward wetland; a note on the plan indicates a drywell will be installed. An asphalt berm might be necessary to ensure that drainwater goes into catchbasin. Dick views this is a relatively insignificant modification and recommended an amended order on the 9th. MOTION: To, accept the plan proposed at the 6 -2S -90 meeting as the plan of rcord for SE211 -788, with additional natation about her »ring, and subject to receipt of approved, dated Board of Health Plan. Cauldwell abstained from this discussion.] Milford Bank representatives and the construction company head met with Dick to discuss outstanding issues such as detention area and the berm for lots 3 and 4. The bank wants determination from Commission as to whether berm is necessary. Comm. Owens suggested phrasing the requirement as a performance standard, not in terms of berm, since the intent is to stop runoff sheeting into wetland areas. MOTION: To send a letter to the Milford Savings Bank and construction supervisor, confirming the necessity for a 6 -8" berm at the rear of lot d and meeting the existing berm on lot 3. (Owens - OfNeill; all in favor) VOTER REPLICATION AREAS: In response to questions by the commission, Dick reported that there has been no new information forthcoming regarding replication for Mansfield Manor ` Estates (SE211 -134). It was noted that too many replication areas remain incomplete and repeated requests for their completion seem to fall by the wayside. WETLANDS PROTECTION ACT HEARING - SE211 -330 - Town of Mansfield - Ash Property (Gilbert St.) Installation of pumping f, observation wells necessary for development of public drinking water supply Bob Swanson, Town Engineer, and Anderson - Nichols representative,-John Marchewka, described the project._,A consultant will be hired to install 20 _ umping wells (2.5" diameter and 25' deep) and conduct flow tests to determine '; maximum yield (potentially 750 , 1000 gpm). Additionally, there will be 4 -5 observation wells to evaluate im act of pumping on surrounding area. Impact on wetlands will be minimized 'as much as possible; one machine will have to go into wetlands, and will do some damage. The entire project will be within wetland area. The track rig to be used will be similar to ski area "cats ", though somewhat smaller. This application is strictly for the testing wells. The actual well construction will have its own hearing process. Bob Swanson would rather postpone any plan to replicate disturbed vegetation until well construction is proposed. Approximately one day of work per testing well (for construction). Comm. Poholek asked what measures would be taken to prevent fuel spilling for the powered vehicles. Rigs are inspected every day on site. Any repairs would be made outside of the wetland area. Richard Morse, 5818 Elm St., abutter, asked to look at map. Mr. Morse asked about the effect on the surrounding wetlands. Tests will reveal some information about this. Was enough land taken so that the abutters will not have an effect on the wellsite. Town Engineer Bob Swanson answered that the town took the amount of property required by law. In response to a question from Abe Perry, 421 Gilbert St., it was noted that tests will take a minimum of five days. [Comm.
