WETLANDS PROTECTION ACT HEARING CONTINUATION - SE211 -331 - Landfill capping
Gary Heathcoff and Greg Roy of CDM were present, along with the Town
Engineer and his assistant. In answer to a question from Chairman Ouellette,
the the Town Engineer commented that his reservations and concerns about the
filing have been addressed, and the drainage calculations have been completed.
Pre -and post- construction flows have been balanced. Comm. Cauldwell: Which
way does the groundwater flow? Mr. Swanson answered that the second part of
the study is a hydrogeologic survey (this part of the project has not begun).
It will involve additional monitoring wells and will address other questions
regarding groundwater. Comm. Cauldwell commented that the more water dumped at
northern side, the more pressure there will be on on the water that is there,
possibly forcing groundwater closer to wetlands. His concerns were based on the
fact that the site is filled swamp /wetlands. The capping procedure does not
address this problem.\ The capping procedure, however, has been discussed with
DEP, and the closing is proceeding according to their recommendations and
regulations. There will be no wet basin as previously proposed, check dams
only. All waste will be pulled back under the cap. Chairman Powers: How will
drainage swale crossing the perimeter "road" be handled? Her concern is that if
the swale is crossed by vehicles, there might be erosion into wetlands. Entire
swale will be riprapped. The perimeter is not designed specifically for access,
but makes access possible. After two to three cuttings (following hydro-
seeding), Mssrs. Heathcoff and Roy feel the cap is complete, okay for foot
traffic, etc. If closing is not completed this growing season, the commission
would want to see a stabilization plan.
Carol Dunn, 395 East St., abutter - what kind of buffer zone will there be
during the working period? She was shown extent of cap, perimeter "road ", etc.
Siltation control devices will be installed. Intent is to minimize any cutting.
MOTION: To close the hearing.

Replication /restoration work within wetlands and buffer zone
Site walk will be scheduled for 8 :00 a.m. 7- 14 -90. Mr. Conlon was under
the impression that nothing could be done until the DEP number had been
received, so he had not notified abutters as yet, nor had he scheduled the
engineer to be present. He requested a continuation.
MOTION: To continue the hearing until 7 -23 -90 at 9 :45 p.m. with site walk
7- 14 -90.
