Mike Trowbridge asked for time on the agenda to discuss disposition of open
space property on Mill St. (9:45 11 -13)
REQUEST FOR DETERMINATION OF APPLICABILITY - U.S. Sprint -- Installation of cable
along MBTA right of way
Edward Krouston (permitting), Ned Gilman (engineer) described the project.
Cable will be installed 6 -9 ft. from the rail, using a rail plow which sits on
the track, digs G" trench, and covers, as it lays the cable. Cable will be laid
over or under culverts, with appropriate siltation controls, hay bales.
Installation should take about one week. Cables will be placed in the ballast
in the bridges over the Wading and Rumford Rivers. Site will be closed up and
cleaned up at end of each day. Steel casing will sheath cable and be run under
any drainage pipes. Most times, pipe will go over the top of the culverts, but
at least one has only 5" of cover. Usually pipe will be placed 42" down, though
that may vary as needed. Mr. Gilman is committed to going above culverts if at
all possible. Comm. Rhoads pointed out that going below the culverts is the only
time the commission would have to be concerned, and in those instances would
want sketch plans available for review by Dick or the commission. Any
particularly steeply sloped areas would also be of concern. Track men are on

the job with the workers at all time. The commission also indicated a need for
more information regarding the location of handholds, number of culverts under
which cable will be installed, backhoe operation specifics, night work. The
applicant explained that Amtrak dictates when night work must take place. C
Comm. Rhoads suggested that the applicant provide sketch plans for the more
difficult crossings, a.list of culvert crossings,.where excavation will take
place, where will siltation controls be placed, for any bridge or culvert
crossing where the rail ploW,cah not be used.

SKETCH FLAN, BRANCH STREET:
Residents raised concerns about cutting down large number of "trees in order
to create compensation area. Two proposals "for "compensation' alternative A'and
B were proposed.,- The commission would encourage the applicant work with Dick,
going in to spot some of the larger trees and attempt to save them. The
commission is not requesting a specific amount of storage; just compensation for
the storage lost. Proof is needed that the 20 ft. drain easement required by
the Order is shown on the plan of record, and a deed must be drafted. The
consensus was to have the applicant flag trees, then proceed with excavab onjof
area.
MOTION; That the commission prefers alternative A, on lot 3, Performed in
