WETLANDS PROTECTION ACT HEARING CONTINUATION! - SE211 -239 Estate of Alice
Pi.asecki -- Winter Street -- Subdivision grading, drainage, roadway, utilities
within buffer zone
Mr. Trowbridge came before the board with revised plans, dated 12- 10 -90,
changed as a result of the site walk; the depth and extent of the stone rip rap
has been increased. The 100- hundred year flood has been addressed by
calculations submitted by Mr. Trowbridge. Regarding the amount of water
reduction to abutting property: peak discharge of ^a cfs down to 1 cfs in a
hundred -year storm. There is room for the hay bales in the area in question.
Comm. Rhoads presented written response to storm calculations to Mr. Trowbridge.
He as=ked for a summation page, and pre -and post - development plans, as well as
some other minor details. The applicant is in no great hurry; talcs can be
submitted before order is written, rather than have future requests as part of
the order. fir. Trowbridge will give the commission a written extension.
MOTION: To continue the hearing at :00 p.= on 12 -17.

PRELIMINARY DISCUSSION, RESIDENTIAL COMPOUND:
Mr. Trowbridge presented for preliminary review a residential compound;
he asked what time frame would be required for a request for determination of
applicability to set wetland bounds. Commission requested a topo before walking
the site to review for wetland bounds, as part of the determination process.
REQUEST FOR DETERMINATION OF APPLICABILITY- -East Coast Devt. - -24 Matthew Lane--
( Dwelling, grading within 100 ft. of wetlands
One corner of house cuts into the buffer :one; hay bales are proposed.
Clearing and grading were taking place on the site today when Chairman Flowers
visited the site. Work stopped when the contractor was told that the hearing
was to be held tonight. Dick recommended a neg. 3 determination. Comm. Rhoads
9
noted that the original applicant for this subdivision agreed to work with
the commission; to preserve the natural areas of lots; slowly the lots are
slipping away. Comm. Rhoads has problems with the large amount of fill on lot
and would like to review it with regard to impervious areas, etc.; he would like
to see a commitment regarding limit of work. For these reasons he suggested
requiring the filing of a Notice of Intent. The issue may involve amending the
original subdivision plan and review the area with 'regard to watershed
management. Mr. Trowbridge felt it drastic to require filing. Comm. Rhoads
asked whether the applicant would agree to limit clearing /filling. Mr.
Trowbridge commented that changing the grading at the end of cul -de -sac might
require planning board review again, but he suggested that the applicant would
agree to a reasonable limit of clearing and filling. He would revise the plan
and return, at which the time could issue a negative determination. Mr. Madan,
of the planning board, suggested a field modification for end of cul -de -sac
grading change. Chairman Power_'. asked Mr. Trowbridge to show on the 'revised
plan where the worn: has already taken place. Comm. Rhoads felt it important to
achieve the protection of the subdivision for watershed purposes. Comm.
Cauldwell doesn't think it is addressable with a request for determination.
Chairman Powers would like to see the results of request for revised plan, limit
of clearing, extent of clearing, etc. before deciding. Potential buyers of this:-
lot_. Mr. and Mrs. Goulding were also present.
Comm. O'Neill felt that work began before it should, and if a positive
determination were not made, the commission would be relinquishing its control.

MANSFIELD MANOR REPLICATION AREA (SE211 -134):
Mr. Maloon brought in a new compensation location for
commission approval. The commission indicated that the proposed location was
where the commission originally had requested that it be. The consensus was
positive.
HIGHVIEW ESTATES PRELIMINARY REVIEW:
Chairman Power=_- emphasized that no determination is being made regarding
the verification of any wetlands shown on plans (the proposed project is next to
the proposed Keli Green subdivision). Discussion 'took place regarding
detention/retention and balancing of flows. Comm. Rhoads felt Mr. Maloon's
suggestions were acceptable in the context of the Wetlands Protection Act. The
commission will review again at a later date. Under discussion was the issue of
retention from the impervious surface on Highview Lane vs. a proposal with pipe
under Maple St. to take flow from upstream. Mr. Maloon was advised to file for
a determination of the wetlands line; Comm. Rhoads advised that soil
report /botany stations be submitted before the determination is made. The

G,. For about $500 the town put a fence in similar to what is needed at Maple
Park. *Dick will get an estimate. Top priorities for fencing: Maple Park,
Mill St., northerly side of Maple St. nsar Corrofab. A proposal will be
included in the capital improvements budget. Under- the new fee structure,
fees are plat into a special account for wetlands protection act
administration. Right now the account has accumulated about $3600. A case
can be made that much more than that has already gone towards implementation
and administration (salaries, etc..), and that that money can therefore be
released for such purposes as the fencas.
